LOCAL ACCESS TRANSPORT AREAS (LATAs) As a vestige of the AT&T breakup, the "Baby Bells" or "RBOC's" historically have been restricted to operations within, but not between, LATAs; that is, they have been prohibited from providing long distance service. There are 164 LATAs in the United States, 5 in Michigan, as seen in this map.
Under the Federal Telecommunications Act of 1996, former Bell companies can compete in the long distance market once the FCC certifies that their local markets are open. In those handful of states that have opened up their long distance markets to such competition, consumers have benefited from sharply lower prices.

The land now known as Michigan's lower peninsula evolved on maps from a crude triangle or thumb to its present familiar mitten form. The five lakes were first depicted on a map in the late 17th century. Over the years myths were perpetuated, copied from one map to another, about Michigan's geography. One such myth was as an elevated, even mountainous, ridge down the center of the lower peninsula. Another was a misunderstaning of the southern points of Lakes Michigan and Erie; a misunderstanding that later caused problems with Ohio when Michigan sought statehood. Physically the major changes since 1900 have been building, drainage and filling. drainage by the Chicago Sewer System and the Water Reclamation District, and are now covered with buildings. Sanitary and Ship Canal opened. The flow of the Chicago River was reversed from Lake Michigan to the Illinois and Mississippi Rivers. Since most of the densely populated central area was drained into the Chicago River via the sewer system, this action effectively shifted the continental divide from the western edge of the city to the very shore of Lake Michigan. This process was completed later in the century with the completion of the North Shore Channel, the Cal-Sag Channel and the sewer system. The population As people crowded together, there was a tendency for immigrants to cluster with others who shared a common ethnic heritage. Although actual census data tends to suggest that few neighborhoods had more than 50% of any particular national group, neighborhoods often became identified with specific ethnic groups, and were named appropriately. Some of those names which have come down to us include Pilsen, Holstein, Bronzeville, Little Italy and Chinatown (note: these names do not necessarily refer to the same areas now as they did earlier) Sources: Benedict, Lyle.

The U.S. Supreme Court will decide by summer whether U-M's 150-point admissions policy violates the U.S. Constitution because of the 20-point advantage the equivalent of boosting a 3.0 to a 4.0 grade point average awarded to underrepresented minorities. When he ordered his lawyers to file a brief in the case last month, President George W. Bush complained that U-M gives greater weight to a minority applicant's race than it does for a perfect score on college admission tests. A close examination of the policy shows it is a complicated maze of academic, geographic, demographic, political and cultural factors that U-M uses to try to assemble a bright and diverse student population.

It consists of two peninsulas thrusting into the Great Lakes and has borders with Ohio and Indiana (S), Wisconsin (W), and the Canadian province of Ontario (N,E). The Lower Peninsula, shaped like a mitten, is separated from Ontario, Canada, on the east by Lake Erie and Lake Huron, and by the Detroit River and the St. Clair River, which together link these two Great Lakes. It is bordered by Lake Michigan on the west, across which lies Wisconsin. The Upper Peninsula lies northeast of Wisconsin between Lake Michigan and Lake Superior, and is separated from Ontario by the narrow St. Marys River. The Upper Peninsula is separated from the Lower Peninsula by the Straits of Mackinac; a bridge connecting the two peninsulas was opened in 1957 and has spurred the development of the Upper Peninsula. The eastern portion of the Upper Peninsula has swampy flats and limestone hills on the Lake Michigan shore, while sandstone ridges rise abruptly from the rough waters of Lake Superior; in the west the land rises to forested mountains, still rich in copper and iron.

    Short Bio Bill Enslin is the Manager of the Center for Remote Sensing and GIS and a staff member of the Department of Geography at Michigan State University (MSU). He has worked at MSU since 1972, conducting research in the applications of remote sensing and geographic information systems (GIS) technologies. Prior to his university appointment, Bill served in the U.S. Army as an Image Interpreter. He has a BS degree in Geography from Wisconsin State University - Eau Claire (1966) and an MA degree in Geography from Eastern Michigan University (1968). His fields of interest include spatial software development, geographic information systems, remote sensing for resource mapping and change detection, video and digital image processing, and database design. Mr. Enslin has over twenty years of experience in the design and development of computer programs that perform image processing, mapping, and geographic information system tasks. He has developed software for map and video data digitization, vector and raster graphics display, data import/export, image registration, database query and management, statistics, and map plotting. Bill is the principal author of several computer software products including:

If the planners who use these maps rely on a node labeling scheme, in which both maps are labeled from the top down, beginning in the upper left hand corner, proceeding horizontally and then in a serpentine pattern from top to bottom, the first node encountered is labeled with the numeral 1; the second node encountered is labeled with the numeral 2, and so forth (Figure 2). However, the labeling imposed on these two maps is not identical, as one would wish (to indicate their identity in topological form). Indeed, the label 3 on the red tree then corresponds to the label 4 on the black tree and vice-versa, as do labels 5 and 6; a situation Nystuen et al. noted and were able to uncover on a number of occasions on actual maps (Figure 2). Naturally, as they note, one would wish, in a situation such as this one, to have the numerals correspond in an appropriate manner.
