Review Of Property Tax Exemptions For The Elderly
During this period, DLM released a study evaluating the financial impact of property tax exemptions on senior citizens and on the cities and towns of Massachusetts. The Report recommends that the Legislature increase the amount of the property tax exemption for elders to account for inflation, and that state reimbursement to municipalities be increased accordingly, as required by the Local Mandate Law. DLM also recommended an increase in the out-of-date financial eligibility criteria for elderly exemptions. We realize that implementation of these recommendations would require a substantial increase in state reimbursements. However, as shown in this report, the state appropriation for this important purpose has not increased since FY 1987, and is overdue according to our analysis. DLM also recommended repeal of the provision capping the number of exemptions subject to state reimbursement.

    Introduction
    The University of Massachusetts began the Massachusetts Benchmarks Project in September of 1997, a statewide economic development project. The project is designed to position the University of Massachusetts as a major source of objective information on the Massachusetts economy and to make it a leading source of non-partisan economic analysis for state government and regional economic development agencies. The project consists of several initiatives, including a state index of leading economic indicators, periodic reviews of key industries in Massachusetts, a quarterly survey of public opinion on important economic issues, and a quarterly report on the Massachusetts economy. The quarterly economic report provides information on trends and performance in the state's seven economic regions: the Boston Metro, Northeastern, Southeastern, Cape Cod, Central, Western, and Berkshires Regions.

    The Massachusetts Benchmarks Project is coordinated through the office of the Vice-President for Economic Development and the Donahue Institute , but much of the regional research is conducted by organized research units at the four UMass campuses. The University of Massachusetts Dartmouth Center for Policy Analysis is responsible for tracking economic indicators, business clusters, and business news considered uniquely important to the Southeastern Massachusetts and Cape Cod regions. Dr. Clyde W. Barrow, Director of the Center for Policy Analysis, is the regional analyst for Southeastern Massachusetts. Dr. Victor Gautam, professor of economics at Cape Cod Community College, and an adjunct research associate for the Center for Policy Analysis, is the regional analyst for Cape Cod and the Islands.

    Eight years ago, in the Fall of 1993, the Association for the Study of American Literatures published a 30-page guide to Native American Studies programs in the U.S., compiled and edited by former ASAIL President Franchot Ballinger. This new Guide to Native American Studies Programs in the United States and Canada represents an attempt to update and expand upon Professor Ballinger's pioneering work. In accordance with a 1995 ASAIL resolution, it is being published both in hardcopy form and in electronic form, so as to be available not only to ASAIL members but also to non-members, compliments of the Association. I wish to take this opportunity to acknowledge the invaluable assistance of two SAIL Editorial Assistants, Amy Davidson (1995-96) and Corrie Anderson (1996-97), who in addition to their other duties put in many hours of overtime gathering and regathering, collating and recollating information from a variety of sources including questionnaires, follow-up letters and phone calls, and worldwide websites. Thanks also to Karen Strom at University of Massachusetts, who read the final draft of this guide and provided or corrected many of the URL addresses for program websites. Our dream was to provide a comprehensive survey of U.S. and Canadian Native American Studies programs being offered as majors, minors, and certifications at the baccalaureate level or above, using (with some slight modifications and additions) Professor Ballinger's earlier categories of information on each program.     Logan, Utah July 1994 Even though the COCS approach is less costly than a detailed benefit-cost analysis, it still requires considerable time and effort. Furthermore, it has generally been done on a community level. The purpose of this study was to see if an alternative, less costly approach could be developed which would provide results similar to those available using the traditional COCS approach. An alternative method of analysis has been developed which relies heavily on secondary data. The approach utilizes data from local government sources, the State Auditor's Office, the Utah State Tax Commission, as well as data from various census reports. This approach yields results consistent with traditional COCS analyses, but it requires fewer financial and time resources. Following this approach, results were reported for three study areas: Cache, Sevier, and Utah counties. Results of this study are summarized below: Revenues and expenditures for cities and towns in Cache County were analyzed and allocated to residential, commercial, and agricultural exposures. The expenditure-to-revenue ratio for the cities and towns in Cache County was 1.24. This ratio suggests that residences within towns and cities receive $1.24 in services for every $1 collected in revenue. The commercial expenditure-to-revenue ratio was 0.43. The ratio for agricultural or open lands was only 0.27, meaning that open areas within towns and cities receive back approximately 27 cents for every $1 contributed in tax revenues.

    The 2001-2002 session of the Massachusetts legislature is in session. Most of the action is in the next few months. This is an important session for us because the anti-motorists forces are out in strength.
    Reduced Speed Ahead
    The Public Safety Committee is considering several bills to lower speed limits. On their face some of them only seek to remove the requirement that the Highway Department approve all posted speed limits. In reality, cities are pushing for this bill because the department does not approve unreasonably low limits. Once the bill passes cities will post 25 MPH or lower speed limits anywhere they can fit a sign. In the last session the Public Safety committee blocked speed limit reduction bills, but this time committee co-chairs Senator James Jajuga and Representative Timothy Toomey have thrown their support behind a bill that would allow cities and towns to post 25 MPH speed limits. If this or any of the several other speed limit bills passes you can expect 25 MPH or lower speed limits almost everywhere in Massachusetts. (Ever drive in Rhode Island? We help find natural resources needed to build tomorrow, and supply scientific understanding needed to help minimize or mitigate the effects of natural hazards and environmental damage caused by human activities. The results of our efforts touch the daily lives of almost every American.

    Earth Science Information in the Public Service
    The U.S. Geological Survey (USGS) has been collecting and evaluating geologic, hydrologic, and topographic information since its creation by the United States Congress in 1879. Traditional USGS programs have included monitoring and understanding natural hazards, assessing water and mineral resources, and providing topographic, geologic, and land-use maps-all essential to the use of natural resources and to public safety. The scope of activities of the USGS has evolved as demands on the Nation's natural resources have increased. The USGS is meeting new challenges through Earth science data-collection programs and scientific investigations. The following summaries of selected USGS programs in Massachusetts demonstrate the diversity of Earth science issues currently under investigation.
