US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. In defining our services, we address the populations noted by the Community Planning Group (CPG) who are at increased risk of contracting HIV.
