SECTION 2040.14 New York State Low Income Housing Credit Program Purpose and Background - Article 2-A of the Public Housing Law (the Law), established a State tax credit to be administered by DHCR for owners of housing for persons of low-income. The Law authorizes the Commissioner to allocate the state low income housing tax credit ("SLIHC") to eligible buildings in the state. The Law provides that the SLIHC program be administered in the same manner as the Federal low-income housing credit program ("LIHC") authorized by Section 42 of the Code and administered by the Commissioner pursuant to Subchapter A of Part 2040 and authorizes the Commissioner to promulgate rules and regulations necessary to administer the provisions of the Law. All determinations by the Commissioner regarding eligibility shall be final. All the processes and procedures applicable to the LIHC Program shall apply to the SLIHC Program except as modified below. Additional Definitions: Eligibility Statement shall mean a statement issued by the Commissioner certifying that a building that has been placed in service is an eligible low-income building with a certain amount of SLIHC allowable. For purposes of SLIHC, all references to the IRS Form 8609 shall be deemed to be references to an eligibility statement for the SLIHC.

The Battered Women's Legal Assistance Project In the fall of 1998, grants from the Rhode Island Foundation and the U.S. Department of Justice enabled RILS to hire two full-time attorneys to staff the Battered Women's Legal Assistance Project. Attorneys Dawn Cook and Bridgette Louro provide representation to victims of domestic abuse, in conjunction with The Coalition Against Domestic Violence and their members agencies which provide emergency shelter and counseling services. Search LSEM LSEM is the first program in the State of Michigan to begin a specialty in economic development. In the era of welfare reform, economic development for the poor becomes a key factor. This is the equivalent of a business lawyer working for poor persons. LSEM has created three positions specializing in economic development. Water Edge Crossings Housing Development No individual client or client group suggested the establishment of a riverfront housing development. However, there was documented evidence of a need for the low-income community, and LSEM responded to it by developing a viable solution. LSEM helped in the formation of a non-profit organization, Water Edge Crossings, to act as one of the major players in planning the 400-unit housing development. It is this non-profit corporation that will receive the acreage upon which the development will be established. Several members of the client community serve on that corporate board. Retail Development Child Care Centers In needs studies assessing the needs of low-income persons, one of the greatest needs identified for LSEM's client community is affordable childcare.
