Hill, Daniel Flint, Gregory Gladish Remote Sensing and Image Processing Laboratory Louisiana State University, Baton Rouge, La 70803, USA Fran Stetina NASA, Code 670.1 Goddard Space Flight Center Greenbelt, MD 20771, USA Introduction If economic development planning is to long-term success, then it should take forecasts of socio-economic parameters a potential environmental impacts into consideration. Remote sensing scientists for years have been monitoring and mapping natural resources and manmade features. These studies have also utilized Geographic Information Systems (GIS) to manage these resources. A GIS combines computer hardware and software designed especially to digitally merge and analyze diverse, geo-referenced data sets. The tools used by these natural resource managers can now be applied to planned economic development. This paper described how the authors, preliminary remote sensing scientists, have conducted various development applications using GIS's. We have found that many economic development specialists, both in government and private industry, use socio-economic data and associated forecasting models to target areas for development. It appears that a combination of spatial data (e.g., natural resources, infrastructure, and political boundaries) and socio-economic data (e.g., income, age, job sector) create a more complete package.

Office Market Research by Ron Donohue *
Guest Editor: Dr. Norman G. Miller Program Program Background From the late Seventies through the mid Eighties there was a nation-wide boom in the construction of office space. Supply of office space far outstripped demand. As a result, vacancies continue at rates above any possible definition of equilibrium in most cities. The recession of the late Eighties and early Nineties along with downsizing trends of corporate America continue to plague investors and lenders. Values have dropped and prospects for a quick recovery are slim. Tax-induced development and non-recourse lending that allowed a "field of dreams" mentality to pervade office market demand analysis has finally given way to a new reality. Today, office market research is not merely part of a package required by lenders and syndicators, but a critical part of the new reliance on professional ex-ante market analysis. Suddenly research is not only performed for cosmetic appearance, but for real content and input into key development, investment, and ownership decisions. Supply and demand conditions for office markets have proven extremely difficult to forecast with accuracy. This difficulty arises, in part, on the supply side where speculators/investors make planning decisions with very limited information sometimes overshooting demand. The demand side is also quite lumpy. There may be substantial shifts in requirements, creating structural changes in the space market.

One of the most important things is to have fun! Below are some activities to help you study LOUISIANA. You may choose to do all, some, or none of the activities. You can also alter the activities to better suit your individual child's needs. Some of these activities overlap each other, choose the one you think that you and the children will enjoy most. The main point of this unit is to make learning about LOUISIANA and enjoyable for all who are participating. Louisiana's State Flag The design consists of the pelican group from the state seal, in white and gold, and a white ribbon bearing the state motto, "Union, Justice, and Confidence", on a field of a solid blue. Flag adopted 1912. Create a State "Infodesk": Before you begin this unit you may want to set up a research area. Place a desk or table in front of a bulletin board area. This will be where you can place relevant books, magazines, photographs, posters, newspaper articles, maps, scrapbooks, games, puzzles, computer software, task cards, travel brochures, etc. that you collect. Print a blank map of the state, or draw one on tag board, that you can place on the bulletin board. As you study the political and physical features of the state, have the children fill in the name of the state capital, large cities, and major geographical features. Color the map using different shades for varying elevations.

Created by the Louisiana Division of Historic Preservation , its goal is to provide the state's children with a sense of appreciation, pride, and stewardship for Louisiana's historic buildings. The material is statewide in scope. It deals with building types found throughout Louisiana as well as those limited to specific areas within the state. Thus, the curriculum has elements which teachers in each city, town, and parish can use. In addition, the materials can be adapted for students of any age and can be used to meet the Department of Education's Social Studies Standards. Of special interest are the links to illustrations of Louisiana's architectural heritage and the glossary of architectural terms.

    http://www.casinosoflouisiana.com/factmyth.htm
MYTH #1: Gaming creates nothing. It merely takes money that would otherwise be used by Louisiana residents for other purposes.
FACT: Riverboat casinos have become a major economic force that benefits all residents of the state, and it generates millions of dollars of new money for Louisiana in several ways:
  • Approximately 70 percent of all gaming revenue comes from out-of-state, most from Texas. That is, on average, about $72 million in gaming revenue coming into the casinos in Lake Charles and Shreveport/Bossier City each month. Local merchants such as service stations, restaurants and retail stores benefit from the increased traffic of out-of-state visitors. Each year, riverboat casinos pay an average of $3.3 million in salaries to over 15,000 employees. The industry has invested more than $1.25 billion in facility construction, and is employing hundreds of construction workers to build luxury hotels and entertainment centers. Riverboat casinos purchase from 60 to 80 percent of all goods and services like computers, floral arrangements and printing from local vendors. (Excludes gaming devices and riverboat construction)

State and Local Tax Revenue Losses from E-Commerce ABOUT THE STUDY
    • Using forecasts of e-commerce sales for 2001 through 2011 provided by Forrester Research, the University of Tennessee’s Center for Business and Economic Research has estimated the amount of sales tax revenue state and local governments will lose because the tax is not collected on remote online purchases. The September 2001 study was commissioned by the Institute for State Studies, a nonprofit center for public policy research focused on the viability of the states in the 21st century. The Institute is based at Western Governors University in Salt Lake City. State and local revenue losses from e-commerce sales are measured by estimating the reductions in the sales tax base and then multiplying the lost tax base by the state-specific effective state and local sales tax rate. Key inputs to estimating the tax base loss for e-commerce transactions are forecasts of e-commerce sales, identification of the sales taxable components of these sales, assumptions about what share of taxable sales could be collected in the absence of e-commerce and estimates of the share of taxes due that can be collected.
    OVERALL FINDINGS
    • In 2001, state and local governments are estimated to lose $13.3 billion in sales tax revenue due to the inability to collect taxes from remote online purchases. This is 41 percent higher than the $9.4 billion projected for 2001 in an April 2000 study from the same researchers.

    Grambling State University
"Where Everybody Is Sombody" General Information Historical Sketch Grambling State University emerged from the desire of African American farmers in rural north Louisiana who wanted to educate Black children in the northern and western parts of the state. In 1896, the North Louisiana Colored Agricultural Relief Association was formed to organize and operate a school. After opening a small school west of what is now the town of Grambling, the Association requested assistance from Booker T. Washington of Tuskegee Institute in Alabama. Charles P. Adams was sent to aid the group in organizing an industrial school. Under Adams' leadership, the Colored Industrial and Agricultural School opened on November 1, 1901. Four years later, the school moved to its present location and was renamed the North Louisiana Agricultural and Industrial School. By 1928, the school was able to offer two-year professional certificates and diplomas after becoming a state junior college. The school was renamed Louisiana Negro Normal and Industrial Institute. In 1936, Ralph W.E. Jones became the second president. The program was reorganized to emphasize rural teacher education. It became internationally known as the "Louisiana Plan" or "A Venture in Rural Teacher Education". Professional teaching certificates were awarded when a third year was added in 1936, and the first bachelor of science degree was awarded in 1944 in elementary education.
