Overview
CERT is a partnership of North Louisiana's nine major institutions of higher education and the Biomedical Research Foundation of Northwest Louisiana, formed in late 1996 - via a Memorandum of Understanding - to be the institutional sponsor of the InterTech Center, Shreveport-Bossier's long-term strategy for creating economic development based on new knowledge industries. Even though Northwest Louisiana has a number of fine higher education institutions with varied missions, there is no single large university of national or international stature to advance the InterTech strategy. Therefore, CERT was formed to combine and blend the resources of North Louisiana's individual institutions to sponsor and support InterTech development. Universities and colleges have immense capability to help companies with advanced education, work force training, technical problem solving, business services support and other needs, but institutions rarely make it easy for businesses to access these resources. North Louisiana's higher education institutions are among the first in the United States to realize the need to make their services for business and industry more focused, more visible and more accessible. Together, CERT Institutions represent a considerable wealth of resources – in people, facilities, programs and funding.

Charter Schools: Early Learnings Insights A Comparison of Charter School Legislation
in SEDL's Southwestern Region Arkansas Louisiana New Mexico Texas Background Information In 1995, the Arkansas General Assembly approved House Bill 1934 which established a "procedure" whereby local schools may become charter schools. Any local school may petition the State Board of Education for charter school status once the petition is approved at the local level. Later this year, the State Board of Education will establish more specific rules and regulations pertinent to charter schools. State and local board members expect to begin reviewing applications sometime next year, with the first schools slated to open in Fall 1997. Contracts will initially be granted for three years. In 1995, Senate Bill 1305 authorized charter school demonstration programs in up to eight city or parish (county) school systems in Louisiana. Public school systems must apply for and be granted chartering authority by the Board of Elementary and Secondary Education (BESE). Local school boards are responsible for the approval of specific charter proposals. Eligible school systems are limited to authorizing no more than one charter school for every 20,000 students enrolled in public and approved nonpublic schools within their jurisdiction. Each local board can also sponsor and propose charter status for one or more additional schools in their system.

SATELLITE LEARNING Funding for Satellite courses is provided through the Board of Elementary and Secondary Education (BESE) approved, 8(g)-Funded, Statewide Distributive Learning Network (SDLN). In fiscal year 2002-03, the SDLN will continue to support satellite broadcasts at downlink sites based on their application to the Statewide Distributive Learning Network and their having the necessary technological equipment to receive the satellite transmissions. However, schools are encouraged to apply for satellite funds only if the required courses are not available through the Louisiana Virtual School, the LVS courses are filled to capacity, or the school can document the need to provide this medium of delivery. The deadline for the Satellite Program application was Friday, June 28, 2002.

    Facing Challenges to Evolution Education

    In 1983, The National Center for Science Education (NCSE) was founded to promote excellence in science education, improve public understanding of evolution, and defend evolution education from sectarian attacks. In 1987, when the Supreme Court struck down a Louisiana anti-evolution law, many observers thought the "creation science" controversy had been put to an end. Instead, it returned to the local level, where new strategies appeared in countless communities; eventually, the problem re-appeared at the state level as well. More and more parents, teachers, and citizens are looking for guidance in coping with the evolution/creation controversy in their communities. Here are descriptions of strategies that are commonly used in attempts to force "creation science" into public schools, and suggestions on how to respond: Proposals to teach "creation science" may be disguised by euphemisms such as "arguments against evolution" or "alternative theories", "balanced treatment," "intelligent design theory", "abrupt appearance theory", "irreducible complexity." In 1987, the Supreme Court ruled in Edwards v Aguillard that it was unconstitutional for the state of Louisiana to require that "creation science" must be taught whenever evolution was taught. By avoiding the term "creation science" and calling instead for "alternatives to evolution", anti-evolutionists hope to avoid legal entanglements.
