Northern Kentucky legislators are paying close attention to the U.S. Supreme Court debate over abortion. They're especially eager for a ruling on Stenberg vs. Carhart, The nation's highest court recently heard the case, and justices are expected to announce a decision in late June. The outcome could affect similar laws in about 30 other states, including Kentucky. Like most Kentucky legislators, Mr. Kerr opposes abortion.

OVERVIEW University employees who engage in lobbying activities are required to keep track of and report all applicable lobbying activities. This section defines state lobbying and provides procedures for quarterly reporting of state lobbying. STATE LOBBYING
Contacts With State Officials
The University encourages employees to have good professional relationships with state elected officials and to be responsive to questions and requests for information.
The University particularly encourages faculty and staff who work in communities around the state to have contact with public officials, including local legislators. Contacts with public officials may provide information concerning University programs offered in particular legislative districts and University assistance available to address local needs. Lobbying Activities Many contacts with elected officials are considered by state law to be official "lobbying" on behalf of the University. State law provides restrictions and reporting requirements for public employees who engage in lobbying activities. See below.

© 2002 WorldNetDaily.com A small but influential nonprofit environmental organization – with a cultivated image of underdog crusader against the forces of corporate greed and environmental degradation – has violated major U.S. tax laws by engaging in excessive lobbying and politicking on both federal and state issues, according to the Center for the Defense of Free Enterprise, a non-partisan group in Bellevue, Wash., that specializes in research about the environmental movement. The Center believes so strongly that the violations by the Environmental Working Group, based in Washington, D.C., are so blatant and of such long-standing, it filed a nine-page letter Feb. 8 with IRS Commissioner Charles O. Rossotti, detailing its findings and requesting immediate revocation of the EWG's tax-exempt status. "To us, it's patently clear that in their actions from the very beginning, EWG served a lobbying function," said the Center's vice president, Ron Arnold, discussing the allegations with WorldNetDaily. "Over the years, they went far beyond what a nonprofit organization can do without legally abusing its tax-exempt privileges."

    Not many years ago, cats were accepted by society as free spirit creatures that should not - indeed, could not - be confined or regulated. Perhaps because of the stress of modern life, some people now believe that laws should regulate cats much in the same manner that dogs are regulated. Some people go even further, and suggest that unowned or feral cats should be eliminated, in the erroneous belief that these trap-and-kill programs will protect birds, or as a final solution to what is perceived as nuisance. The Cat Fanciers' Association (CFA) supports reasonable laws that fairly and truly address genuine animal problems in any given jurisdiction. CFA opposes laws that are detrimental to a person's rights to own or care for cats in a responsible manner. The CFA Legislative Group works with cat owners and cat fanciers at a grassroots level to counter laws that restrict or prohibit the breeding of pedigreed cats, deter the beneficial efforts of many organizations to manage feral cat colonies, or prevent the humane actions of individuals who provide food and minimal care and comfort to unowned cats.

    Chapter IV Laws, Regulations, Policies, and Procedures Governing Research The UGA is subect to the policies of the Board of Regents of the University System of Georgia. Faculty and staff are expected to be familiar with and to adhere to federal, state and University regulations and policies that govern research. Failure to comply may jeopardize not only the individual research project, but also the entire UGA research program. Because the scope of this handbook is limited to research, it is suggested that each reader review a copy of the UGA statutes and become familiar with policy matters not covered in this handbook. Additional policies also are published in the University of Georgia Aministrative Policies and Procedures Manual. FEDERAL/STATE LAWS AND REGULATIONS Animal Care and Use Faculty who use animals in research or teaching are responsible to do so in accordance with UGA policies. The UGA has a formal process to assure federal agencies that applicable laws and guidelines are followed. Prior to initiating an animal requisition, an Animal Use Proposal Form must be submitted, including plans for appropriate animal care, to the Director of Animal Care and Use.     T here is a real problem with the lobbying process in democratic societies. Even though lobbying is a legitimate process of information transfer between constituents and government decision-makers, it also produces some obvious disparities. Whenever policy actions generate concentrated benefits and dispersed costs, the incentives and abilities to lobby are significantly different across groups. Potential beneficiaries can often use the advantage of small group size and large potential windfalls to wield disproportionate influence on decision-makers. Potential losers, whose numbers are large and expected costs per person quite small, have almost no ability to lobby the government effectively. Thus, in a democratic society in which lobbying can influence decisions, decisions are likely to be biased in the favor of those policies which generate concentrated benefits and dispersed losses. Unfortunately, and perhaps coincidentally, most policy actions taken produce concentrated benefits and dispersed losses. In the case of trade policies, most protectionist actions will cause concentrated benefits to accrue to firms, whereas losses will be dispersed among millions of consumers. This means that protectionist policies are more likely to win political support especially when lobbying can directly affect legislated actions. In many countries this tendency is reflected in the type of trade policy procedures that are available by law. Escape clause, antisubsidy, and antidumping policies are examples of laws which are designed to protect firms and industries in particular situations.     The work of the Public Policy Department, like all of the work at Paraquad, is based on the belief that both the individual served and the greater society are better off when people with disabilities are living as independently and productively as possible in the mainstream of their community. The mission of the Public Policy Department at Paraquad is to move the St. Louis community and the State of Missouri toward that goal as quickly as possible. In pursuit of that goal, a variety of strategies are employed. At times, several strategies are used simultaneously and there is over lap between some of the methods. It must be acknowledged that Japan and the US have very different cultures and therefore, public policy strategies which are successfully employed in the US may not translate completely to Japan. However, there might be ways to use some of the strategies, or elements of some, in different ways or under different circumstances in Japan. The strategies most frequently used by Paraquad are briefly described below.
    Direct Lobbying
    Direct lobbying is contacting a legislator, a legislative body employee, or any other government employee for the purpose of influencing the formulation of legislation. State law in Missouri also defines attempting to influence the formulation of government regulations as lobbying. There are clear but liberal rules organizations like centers must comply with when lobbying. However, lobbying is such as effective way to empower people with disabilities that working within the rules is a small price to pay.
