Office of the United States Trade Representative, Washington, DC
January 10, 2003
USTR Zoellick to Discuss Regional Free Trade Agreement on Visit to South Africa
WASHINGTON - The proposed free trade agreement (FTA) between the United States and the five member countries of the Southern African Customs Union (SACU) will be the main focus of U.S. Trade Representative Robert B. Zoellick's January 13 visit to South Africa. Zoellick will meet in Pretoria with the Trade Ministers of Botswana, Lesotho, Namibia, South Africa and Swaziland to discuss a roadmap and timetable for forthcoming FTA negotiations. Discussions will begin in February, with U.S. and SACU officials meeting to plan the negotiating process and develop an effective negotiating framework. Additionally, U.S. trade capacity funds will assist SACU countries in identifying their technical negotiating needs. "Today we are opening a new era – we are embarking with these FTA negotiations on a path to mutual economic growth and to increased prosperity for the people of southern Africa," Zoellick said. "A U.S.-SACU FTA will expand U.S. access to the vital and growing southern African market to the benefit of our farmers, workers, businesses and families. And it will give new hope and economic opportunity to the people of southern Africa by increasing trade, creating new jobs, boosting economic growth and development, and promoting regional integration." Following his visit to South Africa, Ambassador Zoellick will proceed to Mauritius where he will lead the U.S. delegation to the Second U.S./Sub-Saharan Africa Trade and Economic Cooperation Forum from January 15-17. The annual "AGOA Forum" provides an opportunity for top U.S. and sub-Saharan African trade officials to discuss ways of expanding trade and investment relations under the provisions of the African Growth and Opportunity Act (AGOA). Enacted in 2000, AGOA authorized a new U.S. trade and investment policy toward Africa, including duty-free access to the U.S. market for goods from eligible countries – including all five members of SACU and expanded consultation on trade and economic issues.

NELSON MANDELA'S ADDRESS TO BOTH HOUSES OF LESOTHO PARLIAMENT
ADDRESS BY PRESIDENT NELSON MANDELA TO A JOINT SITTING OF BOTH HOUSES OF THE PARLIAMENT OF LESOTHO Maseru, 12 July 1995 Issued by: Office of the President Mr. Speaker; Honourable Members of Parliament; Distinguished Guests; Ladies and Gentlemen. I am honoured to stand here before you, the representatives of a nation that, more than any other, has shared the same history as our own South African nation. We have fought the same enemies, mourned our losses together and celebrated each other's victories as our own. The achievement of your forebears in holding colonial forces at bay was emulated, in our own time, partheid regime encircling your land. For that, for the succour you gave to our sons and daughters, for your solidarity and selfless commitment to our freedom, you paid a fearful price. The wrath of our oppressors respected no borders. It knew no distinction between fighter and civilian, between adult and child, between South African and Mosotho. And so we thank the Basotho nation for the support and understanding of our struggle. We will not forget the sacrifices that your country had to endure during these years.

Thomas Mofolo Library
History
The library of the National University of Lesotho is named after a Mosotho author, Thomas Mofolo (1875?-1948). Mr. Mofolo's most noted work is "Chaka," a literary biography of the renowned Zulu chief. The history of the Library is closely associated with that of the University, which was initially founded as the Pius XII College, in April, 1945 ( see history of NUL below ). Since then the Library has gone through a lot of changes and developments. Its present building was built with funds provided by the World Council of Churches and the World University Services and was officially opened on 1st April, 1966.
Mission
The library mission statement (quoted from the Library Plan, which has just been prepared by the University Librarian) is as follows: As the principal information resource for the University community of staff, students and researchers, the Thomas Mofolo Library provides a dynamic information service to its clientele in order to give practical meaning to the University's purpose as a centre of excellence in learning, teaching and research.
