Alberta teens face smoking fines, price of cartons tops $70 Date: February 14, 2003 Time: 11:00 am Alberta teens face smoking fines, price of cartons tops $70 Under the toughest law of its kind in Canada, Albertans aged 17 and under will soon face a $100 fine if caught smoking in public. The law, which allows police to confiscate tobacco products from teenagers and issue a $100 ticket, takes effect Apr. 1. Bill 208, the Prevention of Youth Tobacco Use Act, is part of an $11.7-million strategy to reduce teen smoking that includes school education packages, conferences, seminars and Web sites. "You can't just find a magic bullet that works," said Howard May, spokesperson for Alberta Health and Wellness. "The only thing that works is if you do everything." And "everything" includes price hikes. It is now common for single packs of 25 cigarettes to sell for $10 or more, and cartons have topped $70. Edmonton police say cigarette theft has become a regular feature of convenience and grocery store hold-ups, but RCMP in Alberta report no increase in tobacco smuggling.

Daniel Alterman, whose 15-year-old son, a junior at Stuyvesant High in Boston, received a recruitment letter.
(AP) A little-noticed provision in a new federal education law is requiring high schools to hand over to military recruiters some key information about its juniors and seniors: name, address and phone number.
The Pentagon says the information will help it recruit young people to defend their country. But the new law disturbs parents and administrators in some liberal communities that aren't exactly gung-ho about the armed forces.
Some say the law violates students' privacy and creates a moral dilemma over the military's "don't ask, don't tell" policy on gays.

Walking down the candy isle of "AM/PM," you quietly turn over the choices of candy you plan to buy. Over your shoulder you notice a suspicious looking character walking up to the cashier. Out of no where, he takes out a gun and points it straight at the cashier. Confused, bewildered, and frightened you duck down and hope for your life that he hasn't seen you. "Give me all the money!" he screams to the cashier. After all the money has been thrown into a white plastic bag, he runs out of the store into his awaiting car and drives away leaving an empty cash register and a frightened teenager on the floor of a convenience store.
As twisted as this story might sound, it's not an unusual one. Students are often the witnesses to crime. Many students at North have been such witnesses. Take the story of junior Kim Tran. Spending a peaceful Saturday afternoon alone at home watching TV, Kim would have never expected that she would be the victim of burglary. "I was just watching TV, when someone started knocking on the door. I went to go see who it was, but I didn't know the person. Following the advice that my parents had given me, I didn't open the door.

Five years ago today, violent teens in Pennsylvania began serving "adult time for adult crime." Under the law, youths 15 and older charged with certain serious crimes go to trial in adult criminal court, unless a judge transfers the case to juvenile court. The law is Pennsylvania's rivulet in a national torrent of such legislation. The "get tough" laws were prompted largely by a rapid increase in violent felonies by juveniles, particularly gun crimes, in the late 1980s and early 1990s. Because the Pennsylvania statute stipulated that the teens either had to be repeat offenders or be charged with using a deadly weapon during the crime, the politicians said they'd be sentenced to at least five years in prison if found guilty a year more than the maximum possible juvenile sentence to a reform school.

Due to the statistics which show 16 year olds have the highest percentage of crashes involving speeding and the highest percentage of crashes due to driver error, California has a new law that will restict teens' driving rights, allowing them more practice time before driving alone
Today, 15 1/2 year olds can get a learner's permit, and after 30 days and 30 hours of supervised driving, they can apply for a provisional driver's license. When the teen turns 18, it automatically becomes a regular license.
Unfortunately, for your kids, the new California law will change all of that. If your teens were born after January 1st, 1983, they must adhere to the following provisions:
Teen drivers with learner's permits must wait six months before receiving their license, and parent will have to certify that the teen spent 50 hours of supervised driving, 10 of those at night.
For the first year, the new driver may not drive between midnight and 5 a.m., unless accompanied by a parent or a certified driving instructor who is at least 25.

But it wasn't until she clicked with a probation officer that she got a job, went back to school, and began thinking of her future. Now 18 and driven to become a Santa Clara County probation officer, Visperas is one of 60 high school students who spend half of the school day learning about criminal justice. The yearlong program is in its second year, and has drummed up so much interest that there is a waiting list to get in.

Given the rapid and continuing spread of diseases once thought to be controlled (such as malaria and tuberculosis) and the emergence of legal new disease agents (HIV/AIDS, ebola), policy-makers must consider the implications for economic prosperity, general well-being, and national security in affected societies. Despite significant variance in the power of states across the international spectrum, all will remain vulnerable to the consequences of resurgent and emerging pathogens. This work represents a collection of articles from the premier authors in the field on the ramifications of disease for international development, international law and national security. Disease emergence is placed within the context of accelerating global environmental change which can only exacerbate the problem. But two teenagers are charging that the restriction strips them of their constitutional rights. Trevor Southerland, a 16-year-old from Rossville, Ga., said he would be forbidden to pay dues to the national Libertarian Party. And Barret O'Brock, 14, of Shreveport, La., would not be able to give $20 to the congressional campaign of his former Sunday school teacher. The teens have joined a coalition of opponents in challenging the constitutionality of the campaign law. Augusta Chronicle Editorial Staff In the cover story of our teen section the other day, a local young man regaled readers with stories about the deep meaning of his tattoos as he received his 17th such piece of ``body art'' and displayed his pierced tongue for a reporter. No longer the province of sailors, bikers and convicts, tattoos are one of those fads with great attraction to teens, who by nature are drawn to skate close to the edge of propriety while approaching the limits of adulthood. Fortunately, there are limits. Tattoo parlors are outlawed in South Carolina altogether; and teens in Georgia must wait until age 18 to have their skins injected with ink. For something that literally lasts a lifetime, it's not too much to ask for such a decision to be postponed until legal (if not actual) adulthood. But tattoos aren't the limit to bodily disfigurement: body piercing is a fashion rage, with branding and ``ritual scarring'' on the rise. These procedures are largely unregulated - with no sanitary safeguards or minimum-age rules.
