The Prime Minister has ordered laws governing the sale of alcohol to be reviewed amid rising public concern at "binge" drinking by under-age teenagers. Helen Clark wants the Ministry of Justice to look at enforcement measures and retailers' compliance with the Sale of Liquor Act so Parliament can consider how best to toughen the law. Her comments followed a discussion at yesterday's cabinet meeting after the Medical Association said it favoured a return to a legal drinking age of 20 and added that it was time politicians rethought their attitude. A public health conference was told last week of new research from Auckland University which showed that far fewer outlets were asking for ID than six months earlier. "Anecdotally, people are concerned. I'm concerned," Helen Clark said. "I think we need some proper information." However, she doubted Parliament would "lightly" overturn the reduction in the legal drinking age to 18 passed two years ago. "I think we need a proper evaluation it," she said, noting that she had not voted for the reduction because it would mean more drinking by younger people.

According to a new NCL survey of teens aged 14-18, 62 percent receive most of their money from part-time and neighborhood jobs. But they may not be safe. The National Institute for Occupational Safety and Health (NIOSH) estimates that 231,000 U.S. workers under the age of 18 are injured on the job each year. In 2000, 73 employees under the age of 18 died from work-related injuries; 29 were under the age of 16. Many teens are working in unsafe conditions without the proper training or supervision. Too many are injured or killed on the job because they were performing tasks that are prohibited by federal or state labor laws. PETERSBURG The story of three teenage girls involved in a fatal wreck in a stolen car is a troubled and sometimes violent account of young women from impoverished back-grounds who wound up at odds with parents, schools and the law. Elizabeth Diane Smith, the 16-year-old who died behind the wheel Tuesday when the stolen Lexus collided with a dump truck, was arrested last year for stealing a car. She dropped out of high school. Her front seat passenger, Shumeca Keio Hall, 14, has been arrested for domestic battery and auto theft. She ran away from a girl's shelter. The back seat passenger, Nikia Truitt, 13, ran away when she was 7 and had her first run-in with the law three years ago. She has been living with her grandmother.

In theory, the law applies to any unmarried person engaging in sexual activity, but local law enforcement officials have used the law exclusively against teens in an effort to lower the rate of pregnancy in young, single women. Gem County's teen pregnancy rate is slightly lower than the national average, but towers 50 percent above Idaho's own average. "Children having children impose a heavy burden on society," one elected official told the Times. But there are many problems associated with enforcing the anti-fornication law as a means of addressing a legitimate social concern. To begin with, the perpetrators have little idea that what they are doing is illegal. "My mom went down to the library and looked [fornication] up in the dictionary," said Amanda Smisek, a 17-year-old-girl recently charged with the crime along with her boyfriend. "Nobody ever told us it was illegal for two people of the same age to [have sex]."
