(reprinted from Citizenship News - Spring 1990) WHAT IS LRE – The term law-related education (LRE) may be a misnomer. When asked whether their school teaches LRE, many teachers say "Yes, we teach a law course!" or "Yes, we have a mock trial team!" But, the truth is that LRE is not a specific course. Rather it is ideas and ideals taught within other disciplines. In other words, it is taught in some form in nearly all classes. In addition, national research projects have indicated that law-related education programs, when properly conducted, reduce tendencies toward delinquent behavior and improve a range of attitudes to responsible citizenship. Researchers have shown That successful students of LRE programs are less likely to associate with delinquent peers or use violence as a means of resolving conflict. LRE is a process in which one of its major goals is to move students toward being effective, responsible citizens in a pluralistic, democratic society. Specifically, it moves away from perceiving law as restrictive, punitive, and beyond their understanding and moves them toward perceiving law as promotive, facilitative, comprehensible, and Changeable. It moves students away from feeling powerless before the law and other socio-civic institutions and toward seeing themselves as having potential to control and contribute to the social order.

Because law is basic to our everyday lives, LRE Week allows us to reflect on the importance of those legal principles that underlie our government and recognize how almost everything we do is regulated or affected by law.
How Can You Observe LRE Week?
LRE Week can be observed in classes, schools, and the community. It can be observed in grades K- 12 and colleges; by children and adults. What is important is that LRE be a collaborative effort of schools and students with law enforcers, attorneys, court personnel, judges, etc. Getting Together
Schools and classes can celebrate LRE Week themselves just as lawyers can honor Law Day on their own, but meaning will be added to the observance by getting together. Joint activities can be initiated by teachers, principals, or curriculum coordinators, with phone calls to courts and/or local bar associations, attorneys, attorney friends, law enforcers. Bar associations, attorneys, and law enforcers can contact educators with offers to assist in planning and presenting LRE Week/Law Day activities.

    I did a workshop a couple of years ago titled "Murder and Mayhem in the Classroom." It dealt with "Mysteries" as an integrated theme. During my research for this presentation I learned that there is a plethora of materials out there for a field called “Law-Related Education.” Two other good resources are the Center for Civic Education, 5416 Douglas Fir Rd. Calabassas, CA 91302 and the Constitutional Rights Foundation , 601 Kingsley Drive, Los Angeles, CA 90005.
    Most states have Law-Related Education groups and free materials. Check with the local bar association and they should be able to help you. I enjoy using a simple book titled, “Everyday Law for Young Citizens,” published by Good Apple. After introducing the basic principles of law the book takes a case study approach to introduce various laws to children. The case study sets the stage with a realistic scenario. This is followed by “What’s Your Opinion” and then what the law says to provide the legal point of view of the case. The “What If?” poses variations on the theme calling for more informed student opinion. This is followed by an activity section with optional writing, discussion, and role-play possibilities and spin-offs of the case. Examples of case studies in the book include:

    Street Law Launched in 1986, Street Law has spread throughout South Africa and is now offered at 16 universities countrywide. It has grown into a prominent human rights and legal education programme for all South Africans, primarily the youth. Designed to introduce the law and human rights to people of all levels of education, it provides a practical understanding of the law, the legal system and the constitution to all learners. Street Law also contributes towards the consolidation of a democratic society through the cultivation of a culture of rights and responsibilities as well as promoting respect for the Rule of Law. Objectives
    • to make people aware of their legal rights and how they can use the legal system to protect them;
    • to make people understand their constitutional rights and how they can access the various institutions created under the constitution to assert their rights;
    • to help people to tolerate opposing points of view;
    • to encourage people to use alternative ways of resolving conflict; and
    • to improve our understanding of the principles and processes of democracy.

Background Rationale: This lesson is based on the month of May featured in the 1998 New Internationalist World Calendar and our colleagues have also developed lesson plans based on the calendar. The month of May includes a picturesque setting of clouds atop the Haraz mountains in Yemen. New Internationalist suggests that the problems of pollution are a distant reality for the people of Yemen and alludes to a picture featuring smog-covered Los Angeles. We have decided to address the problem of pollution in our lesson by looking at those images and relating them to a local problem. As a class we will look at current events and specifically the recent discovery of a toxic active landfill found in LaSalle, Montreal, Quebec. ( this can be replaced by an issue in your neighborhood ) The children will work in groups gathering information on a perspective of the issue and participate in a mock trial.     It’s Friday afternoon, and BLSA members from the University of St. Thomas School of Law make their way through the skyway system to Inter District Downtown School (located in the heart of downtown Minneapolis, MN). They ride the elevator up to the 4th floor and arrive at Ms. Belvin’s eleventh grade Urban Studies classroom. They have reached their destination, and they are ready to fulfill their ongoing obligation to teach these students their legal rights and responsibilities. It is a ritual most of them have repeated on other Fridays before, however, today is different. There are first year BLSA members joining the group, and they are green. It is also the beginning of a new semester and they must introduce themselves to a new group of students, and a new addition, the student teacher, Jay Linnell. You can tell it’s an awkward moment for some, but they line up in front of the students, and one by one tell their personal stories of how they were once just like these high school students and the very different paths they each took to reach law school.

    WASHINGTON The role of the citizen in a democracy is something "best learned by doing," says Ed O'Brien, co-founder of the National Institute for Citizen Education in the Law (NICEL), a leading U.S. non- governmental organization (NGO) that teaches law, human rights and democratic values worldwide. O'Brien, who once taught law at Georgetown University, is also innovator of the famous "Street Law" program, which has law students learn by going out into communities to teach and advise people about their legal rights. Now, he is on the advisory board of CIVITAS, the civic education consortium begun in Prague two years ago which is holding a May 11-14 meeting in South Africa to discuss civic education on the continent. The four-day gathering in Pretoria is sponsored by the U.S. Information Agency (USIA) in conjunction with the Institute for Democracy in South Africa. The USIA also will sponsor several regional workshops within the next year. Before leaving for Pretoria, O'Brien told a USIA reporter May 6 that "civic education must include law, democracy and human rights" in order to be effective in newly emerging nations.
