History and Government
History: The Nabataeans were the first known inhabitants of the area that is now Jordan. The Romans absorbed it into their empire, as part of the province of Arabia, in AD 106. Shortly after the death of the Prophet Muhammad in AD 632, Arab armies entered the region and established the Umayyad dynasty. However, this became something of a provincial backwater after the conquest of Baghdad. During the 11th and 12th centuries, Jordan was the scene of some of the major conflicts between the Christian Crusaders and Islamic forces. Salah ad Din (known in the West as Saladin) and his successors ruled Jordan from his main seat of power in Egypt from the late 12th century until they were displaced by the Mamluks, a race of mostly Kurdish and Circassian origin.
The Mamluks repelled the Mongol invasion of the 14th century but were eventually overthrown by the Ottoman Turks in 1517. Jordan was governed along with modern-day Palestine and Syria as a single administrative entity (called a

Jordan occupies a strategic location in the Middle East, and is an important crossroads for regional energy integration. Jordan also is a potential alternative transit center for oil and gas exports from the Persian Gulf region. Note: information contained in this report is the best available as of March 2003 and can change.
GENERAL BACKGROUND
Despite tensions in the Middle East, Jordan's economy has been experiencing growth. Real gross domestic product (GDP) grew at 4.9% in 2002, but is projected to drop back to 3.5% in 2003. Much of the recent growth stems from expansion in the country's manufacturing sector. This has been driven in part by the U.S.-Jordan Free Trade Area agreement, which was ratified by the U.S. Senate in September 2001. Exports of goods to neighbors Iraq and Saudi Arabia also are important to Jordan's economy, and growth in regional exports is helping to further Jordan's economic recovery. Remittances from Jordanian workers in the Persian Gulf countries also are very important to Jordan's balance of payments. Jordan was admitted to membership in the World Trade Organization in April 2000, after agreeing to a package of trade and investment liberalization measures, as well as improvement in protections for foreign-owned intellectual property.

Government: Constitution of 1952 grants king both executive and legislative powers. Between 1967 and 1989, King Hussein has ruled as almost absolute monarch. Bicameral legislature, National Assembly, consists of Senate appointed by king and popularly elected House of Representatives. In late 1989 first national election since 1967 held. National Assembly met in December 1989. In July 1988, government renounced claims to reassert sovereignty over West Bank, under Israeli military occupation since June 1967 War, and turned over responsibility for links with West Bank to Palestine Liberation Organization (PLO). Subsequently, Jordan recognized PLO's declaration of independent Palestinian state in West Bank and Gaza Strip. Politics: Political parties banned from 1957 to 1990; political groupings, in addition to existent Muslim Brotherhood, began to form for 1989 elections. Latent pressures for political participation, especially among Palestinians, who were underrepresented in top layers of narrowly based, Transjordaniandominated power structure. Justice: Court system consisted of civil, religious, and special courts. Tribal law abolished in 1976. No jury system; judges decide matters of law and fact.

First summit to focus on economic issues
K ing Abdullah is following a well established tradition set by his father by visiting the US capital. The late King Hussein often visited the United States for discussions with US presidents and other leaders to strengthen bilateral ties and help establish peace and stability in the Middle East. Abdullah has stressed his own commitment to follow in his father's footsteps towards the realization of regional peace. Although talks will focus on creating a stable environment in the Middle East, economic and bi-lateral trade issues are expected to top the agenda. Some 10 percent of Jordan's imports come from the US. In 1997, they were valued at $390 million. The kingdom's exports to the United States average $25 million annually. Washington has encouraged Jordan to redress this trade imbalance by setting up special industrial parks, called Qualifying Industrial Zones, to allow goods produced there to be exported to the United States quota- and duty-free. Results have been promising. Further, the US Administration has proposed a $300 million aid package to Jordan to be distributed over three years to support its economy. Washington had already increased economic aid to Jordan over the last three years. Economic aid now runs at $150 million a year.

Jordan is a constitutional monarchy. Under the 1952 constitution as amended, the most powerful political and military figure in the country is the king. He appoints a cabinet (headed by a prime minister who exercises executive power in his name), which is responsible to the bicameral parliament consisting of a 40-member senate (appointed by the king) and an 80-member house of representatives (popularly elected to four-year terms). The 1989 elections were the first in 22 years, and in 1993 political parties were again permitted to field candidates, resulting in Jordan's first multiparty elections in 37 years.       The Hashemite Kingdom of Jordan is a constitutional monarchy with representative government. The reigning monarch is the head of state, the chief executive and the commander-in-chief of the armed forces. The king exercises his executive authority through the prime minister and the Council of Ministers, or cabinet. The cabinet, meanwhile, is responsible before the elected House of Deputies which, along with the House of Notables (Senate), constitutes the legislative branch of the government. The judicial branch is an independent branch of the government.
