    ESTIMATED 2000 POPULATION Gabon is located on the west coast of Africa. It is bound by Congo to the northeast, east and south, Cameroon to the north, Equatorial Guinea to the northwest and the Atlantic Ocean to the west. Most of the country is covered in dense equatorial rain forests while its coastal plains are narrow and typified by lagoons and estuaries, such as the N'Dogo, N'Goze and N'Komi lagoons. The interior rises in a series of steps to the Central African Plateau. In the north the Crystal Mountains enclose the valleys of the Woleu and N'Tem Rivers as well as the Ivindo River Basin. In southern Gabon the coastal plain is dominated by granite hills and almost the entire country is situated on the Ogooue River with its two major tributaries, the N'Gounie and Ivindo Rivers. Major Cities (pop. est.); Libreville 419,600, Port Gentil 78,200, Franceville 83,000 (1993). Land Use; forested 77%, pastures 18%, agricultural-cultivated 2%, other 3% (1993). CLIMATE: Gabon has an equatorial climate that is characterized by hot, wet and humid conditions. During the wet season abundant rainfall occurs with the average annual precipitation in Libreville, 2,500 mm (98 inches) while between June to September there is virtually no rain. Temperatures are fairly constant with little variation all year round. Average temperature ranges in Libreville are from 24 degrees Celsius (75 degrees Fahrenheit) to 27 degrees Celsius (81 degrees Fahrenheit) all year.

    http://www.law.ualberta.ca/centres/ioi/eng/history.html
    The roots of the modern ombudsman can be traced back to the Justitieombudsman (ombudsman for justice) of Sweden which was established in 1809. The office did not spread to other countries until the twentieth century, when it was adopted in other Scandinavian countries, in Finland (1919), Denmark (1955) and Norway (1962). The popularity of the ombudsman office has increased since the early 1960s, as various Commonwealth and other, mainly European, countries established the office: for example, New Zealand (1962), United Kingdom (1967), most Canadian provinces (starting in 1967), Tanzania (1968), Israel (1971), Puerto Rico (1977), Australia (1977 at the federal level, 1972-1979 at the state level), France (1973), Portugal (1975), Austria (1977), Spain (1981), and the Netherlands (1981).
    By mid-1983, there were only about twenty-one countries with ombudsman offices at the national level and about six other countries with ombudsman offices at the provincial/state or regional levels. However, the transition of many countries to democracy and democratic structures of governance over the past two decades has led to the establishment of many more ombudsman offices during this most recent period. This transition to democracy accompanied by the reform of government, including the ombudsman or ombudsman-human rights complaint office, has been evident particularly in Latin America, Central and East Europe, as well as in parts of Africa and the Asia-Pacific. Countries that have established national offices during this period include Argentina, Costa Rica, Colombia, Guatemala, Peru, Namibia, South Africa, Poland, some francophone African countries, Hungary, Lithuania, Slovenia, the Czech Republic, Thailand and the Philippines.

Privacy Policy © US Embassy, Libreville 2002 Webmaster This small equatorial country with a population of just over 1.1 million is located on Central Africa's Atlantic coast. Gabon became independent in 1960 and, reflecting its colonial heritage, economic, linguistic and cultural ties with France remain strong. President Omar Bongo, in office since 1967, was re-elected in December 1998 with 66 % of the vote. The government is headed by a Prime Minister and also includes a National Assembly elected every five years and a constitutional (supreme) court. President Bongo's party and coalition partners hold a large parliamentary majority and have held almost all ministerial appointments in recent governments. The nation has been blessed with stability over its history. Oil production from known reserves peaked at about 370,000 barrels per day in 1997 (annual value of $2.5 billion in 1997). In 1998 Gabon suffered a dramatic fall-off in oil and timber prices, while oil production began declining. Oil production in 2000 will be about 300,000 barrels or 14 million tons, but it is expected to halve by 2005. Timber exports in 1998 were 1.8 million cubic meters (worth $282 million), but they grew to about 2.4 million cubic meters in 1999. Manganese exports were just over 2 million metric tons in 1998 and 1999 (worth $139 million). Gabon remains highly dependent on imports and France remains the leading supplier with 39 per cent of total imports. The United States accounted for only 6 per cent of Gabon's imports, but in 1998 was the main destination for Gabon's exports (about 68 % of the total), because of oil purchases.

    Letter from PDG Rodney Mazinter THE FACTS
    (Can also be downloaded in MSWord 2000)

    I received a letter the other day suggesting that Rotary's fixation with polio is misguided and that there are far more urgent, and therefore more important, health priorities in Africa that should be occupying our attention. My correspondent then went on to cite AIDS, malaria and TB amongst others.
    All the world is concerned, particularly in Africa, with the terrible threat of AIDS, and it is understandable that there are those with different opinions about priorities in the deployment of health resources. But the case for polio is sound, because it is something for which we do have a vaccine, a workable strategy, and have shown tremendous progress. The evidence that the strategy is working is irrefutable. Polio already has been eradicated in nations with the same kinds of problems that exist in the 20 remaining polio endemic countries.
    Most significantly, a little appreciated and less publicised truth, It is an effort that is producing great benefits in the battle against other infectious diseases.

For this purpose, the working group collaborates closely with national AIDS programmes and a number of national and international experts and institutions. The goal of this collaboration is to compile the best information available and to improve the quality of data needed for informed decision-making and planning at national, regional and global levels. The Epidemiological Fact Sheets are one of the products of this close and fruitful collaboration across the globe.

    http://www.fmprc.gov.cn/eng/7622.html
    Gabon President Bongo met with visiting Foreign Minister Tang Jiaxuan on the afternoon of January 15, 2001.
    Tang conveyed to him the cordial greetings from President Jiang Zemin, NPC Chairman Li Peng and Premier Zhu Rongji, for which Bongo expressed gratitude. In return, he also asked Tang to convey his best wishes to President Jiang, Chairman Li and Premier Zhu.
    Tang noted that regional conflicts still flare up in Africa in recent years, exerting negative impact upon the unity, stability and development of African countries, adding that causes of these conflicts are very complicated. These conflicts may stem from internal disputes or foreign intervention, political disputes or economic backwardness and poverty, old questions left over from history or new challenges brought by globalization. Therefore, China maintains that the following 4 principles should be observed in order to resolve conflicts in Africa:
    1. The sovereignty and territorial integrity of African countries should be respected and their internal affairs must not be interfered in;
