Foreign Military Relations Germany grants NATO forces on its territory the use of military installations and training areas free of chargeairfields, barracks, schools, hospitals, and logistics facilities. Thousands of housing units have been placed at the disposal of the stationing countries. The financial value of German support for Allied bases is balanced in some degree by the impact of Allied wages paid to German employees, orders by Allied forces placed with German firms, and spending by soldiers and their families in Germany. By the 1980s and the 1990s, the physical burden of providing bases for large numbers of Allied troops had become a cause of widespread complaint. Low-level training flights and large-scale exercises that sometimes result in injuries and property damage are particular sources of discontent, especially when carried out at night or on weekends. By early 1995, about 100,000 United States troops were still stationed in Germany. United States army forces in Germany include one army headquarters, one corps headquarters, and two divisions; the air force has two air force headquarters, one tactical fighter wing, one combat support wing, one air control wing, and one airlift wing. Armor and other weapons are stockpiled for units in the United States earmarked as reinforcements for Europe.

Since the end of the cold war, U.S. programs providing military training to foreign security forces have grown to include 180 countries worldwide. This expansion has occurred with scant congressional and public oversight. The September 11 attacks have accelerated this trend exponentially. Since that date the U.S. has added new training initiatives for a growing list of countries including Azerbaijan, Pakistan, Ethiopia, Yemen, Uzbekistan, Turkey, Indonesia, the Philippines and Colombia. In its FY 2002 Emergency Supplemental Appropriations Request the Administration is seeking to establish new funding sources for foreign military training that would be subject to even less congressional oversight. The two principal sections read "Notwithstanding any other provision of law, not to exceed $100,000,000 from appropriations available to the Department of Defense may be used to support foreign nations in furtherance of the global war on terrorism, on such terms and conditions as the Secretary of Defense may determine: Provided, That such support may include defense articles, services, and training."

Foreign military attaches visit Kashmir valley
Mukhtar Ahmad in Srinagar Military attaches from 22 countries on Tuesday arrived in Srinagar in a special plane for an on-the-spot assessment of the situation in Jammu and Kashmir. They visited the Badami Bagh army cantonment housing the headquarters of the 15 Corps where they were briefed about the latest situation by General Officer Commanding Lt Gen V J Patankar. On Wednesday, they are expected to meet Governor G C Saxena and Chief Minister Farooq Abdullah. They are also expected to visit the forward areas in north Kashmir to get a feel of the situation on the Line of Control (LoC) where Indian and Pakistani troops are engaged in a standoff. Among them are representatives from USA, UK, Russia, Japan, and Indonesia. Meanwhile, 15 persons, including five policemen and a girl, were injured in a grenade attack in Rajouri town. The target of the militants was a State Bank of India van carrying cash, sources said.     Foreign Military Sales
    The Eagle has been chosen by three foreign military customers to modernize their air forces. Japan has purchased and produces an air-to-air F-15 known as the F-15J. Israel has bought F-15A, B, and D aircraft from USAF inventories and is currently obtaining an air-to-ground version called the F-15I. Similarly, Saudi Arabia has purchased F-15C and D aircraft and acquired the air-to-ground F-15S.
    F-15I Thunder
    Boeing’s (formerly McDonnell Douglas) F-15E Strike Eagle entered service with the IDF/Heyl Ha’Avir (Israeli Air Force) in January of 1998 and was designated the F-15I Ra’am (Thunder). The F-15E Strike Eagle is the ground attack variant of the F-15 air superiority fighter, capable of attacking targets day or night, and in all weather conditions. The F-15I serves alongside the F-15C, which has seen considerable combat since introduction into the Heyl Ha’Avir in 1976. Israel has bought F-15A, B, and D aircraft from USAF inventories and is currently obtaining an air-to-ground version called the F-15I. The two seat F-15I, known as the Thunder in Israel, incorporates new and unique weapons, avionics, electronic warfare, and communications capabilities that make it one of the most advanced F-15s. Israel finalized its decision to purchase 25 F-15Is in November 1995. The F-15I, like the US Air Force's F-15E Strike Eagle, is a dual-role fighter that combines long-range interdiction with the Eagle's air superiority capabilities. All aircraft are to be configured with either the F100-PW-229 or F110-GE-129 engines by direct commercial sale; Night Vision Goggle compatible cockpits; an Elbit display and sight helmet (DASH) system; conformal fuel tanks; and the capability to employ the AIM-120, AIM-7, AIM-9, and a wide variety of air-to-surface munitions.

On February 20, the Kirghizian Parliament's Lower Chamber Committee for State Security approved deployment of military contingents from Australia, Italy, Denmark, Spain and Turkey on the territory of "Manas" airport, near Bishkek.
    The only stipulation of the MPs is that all the occupied Kirghizian objects should be exceptionally used for humanitarian purposes or support of the anti-terrorist operation in Afghanistan, and in no circumstances against Islamic radical movements in the countries of the region. Besides 300 US and French soldiers already deployed in Kirghizia, it is planned to station some 5,000 military men of the countries-members of the anti-terrorist operation and up to 40 planes of different modifications. The Kirghizia's Ministry of Foreign Affairs has already received a proposition from Canada, Latvia, the Netherlands, Norway, Poland and Southern Korea with a request to deploy their military troops.
    Meanwhile, chairman of the US Headquarters' Heads Unified Committee Gen. Richard Myers who was visiting Bishkek two days ago, told journalists that US service men are in the country to fight terrorism and duration of their sojourn would depend on the situation in Afghanistan. According to Myers, the military base, which is being created in "Manas" airport, will be used as an area for holding drills by US and Kirghizian service men.
