    The People's Struggle Against Foreign Military Presence in the Philippines

    Speech delivered before the Conference on US Military Bases hosted by Korean anti-US bases organizations, Green Korea and Korean Federation for the Environment, Seoul, South Korea, June 26, 1999. The author is currently the military consultant of the Nuclear Free-Philippines Coalition, and Convenor of the Junk VFA Movement. He is a retired Philippine Navy Captain, former Chief of Staff of the Philippine Coast Guard and former Inspector General of the Armed Forces of the Philippines. He recently published his political memoirs, IN THE EYE OF THE STORM, which narrates his political awakenning from an American Boy("Amboy) who idolized General Douglas McArthur to an activist advocate for Philippine sovereignty. T he Filipino people's struggle against foreign military presence in the country spans a period of more than 400 years. In 1521, the first military forces from a western power that ventured in the Asia-Pacific region were defeated by Filipino native warriors in the battle of Mactan island in the central islands of the Philippines. It was in this historic encounter where the leader of the Spanish expedition, Ferdinand Magellan, who claimed to have "discovered the Philippines", was killed by Mactan chieftain Lapu Lapu. Spanish colonization of the Philippines which lasted for more than three centuries was eventually displaced by US imperialism in 1898. This was briefly interrupted by three years of Japanese military occupation of the islands during World War II.

    (Item 5 (b) Rights-Based Approach) Madam Chairperson, Extinguished delegates, It is my honor to be given an opportunity to speak to you on behalf of women and children who are victimized by all forms of violence committed by military personnel in foreign military bases. I would like to draw your attention to a major gap in the Beijing Platform for Action concering this issue which was identified at the Asia-Pacific Regional NGO Symposium last month. The NGOs at the Symposium reviewed the Platform for Action and pointed out the Gap that, while "foreign military occupation" is included in Section E. Women and Armed Conflict, there is no mention to "the effects of the long-term presence of foreign military bases". It was recommended that the scope of armed conflict should be broadened to include the long-term presence of foreign military bases. The grave violation of human rights of women and children under such situtaion is an urgent issue that needs to be clearly acknowledged as a part of the Section E. of the Platform for Action. The women and children living in areas where foreign military bases are present have been and still are exposed to severe cases of rape and other forms of violence by military personnel stationed in Okinawa, Japan and in Korea. The long term presence of military forces in the Philippines has also resulted in the same situation.

    Sharp is part of a team of nine companies that provide services to NAVSEA and foreign navies to support the US Navy's Foreign Military Sales (FMS) program for the reactivation, transfer, and life cycle support of former US Navy ships. Headed by the prime contractor VSE Corporation of Alexandria, Virginia, the FMS team is commonly called "BAV". George G. Sharp, Inc. is the naval architecture/marine engineering arm of the BAV FMS Team. We provide ship systems engineers for follow on technical support (FOTS) and ship reactivation project managers at the "BAV" headquarters staff ("Core Cadre") office, which is located in Alexandria, Virginia. Sharp field personnel support ship reactivation projects in the US and overseas. Sharp instructors train foreign navy personnel worldwide to properly maintain and operate former US Navy ships.     The administration is seeking over $3.4 billion in foreign Military Financing (FMF). FMF spending in Fiscal Year 2000 will be entirely for grants and administration; the loan component of FMF has been phased out.     The Arms Export Control Act provides the President with authority to transfer US defense articles and services (including construction services) to friendly countries and allies. Under the Foreign Military Sales ("FMS") program, DoD procures the goods or services from the US contractor on behalf of the foreign government recipient. Under the Foreign Military Financing ("FMF") program, DoD provides grants—principally to Israel and Egypt—for the purchase of US goods and services. We have nearly 25 years of experience with both these programs. Indeed, we litigated and won the case that established the US government's liability for US contractor claims under FMS contracts:

    Zamboanga ­ Fifteen foreign military attaches and observers visited the southern Philippines on Wednesday to assess the army's efforts in fighting terrorism in the wake of the September 11 attacks in the United States, military officials said. The attaches, including those from the United States, Japan, South Korea, China, France, Britain, Australia, New Zealand, Singapore, India and Indonesia, arrived in this city amid tight security and were taken to the regional military headquarters for a briefing.     Foreign military-economic relations of Russia: forms, directions and development problems (Summary)
    N ow there is a strong necessity to determine the ways to develop Russia's foreign military-economic relations. Two types of these relations can be defined: the trade mediator's type and the cooperative one. In the first type armaments producers and state mediators just sell military production in the world market. The relations of the cooperative type allow the armaments exporters and its customers to cooperate for armaments design, production and purchase. T he Russian plants seldom participate in the armaments design and production cooperation with the foreign countries except the CIS states. Russia practically has no means to regulate international cooperation programs on armaments development. In the frames of the CIS such programs are regulated by the special governments agreements in every particular case. Despite the lack of experience in international cooperation programs, few collective programs on armaments modernization with the foreign partners were still launched in Russia. Some efforts were taken to develop licensed production of the Russian military equipment abroad. The development of the international cooperation will gradually involve the Russian defense industry in the world military economy.
