Anteon gets foreign military sales subcontract

Anteon International Corp. won a five-year, $82 million subcontract from BearingPoint Inc. to support U.S. Navy foreign military sales for the E-2C and C-2 aircraft, the company announced today.
Under the subcontract, Anteon of Fairfax, Va., will provide systems engineering, program management and technology services support for life-cycle management, interoperability assurance, radar upgrade and foreign military sales for the two aircraft. The program supports the U.S. Navy and the governments of Egypt, France, Japan, Singapore and Taiwan. The E2-C Hawkeye is the Navy and the Marine Corps airborne surveillance and command-and-control platform, providing battle management and support for sea and shore joint operations. The C-2 Greyhound provides onboard delivery of critical personnel and parts for deployed aircraft carrier battle groups. Anteon is an information technology and systems engineering and integration company supporting the federal government and international sectors. The company has more than 5,600 employees and annual revenue of $715 million.

In the 1970s and 1980s, Bulgaria also established military contacts with a few developing countries in the Middle East and Africa because of their relations with the Soviet Union. The collapse of the Warsaw Pact raised a question about Bulgaria's future external military ties. Options included continuing a bilateral relationship with the Soviet Union, establishing a multilateral security arrangement with neighboring Balkan countries or former Warsaw Pact allies in Eastern Europe, mounting an effort to join NATO, or withholding military commitments to other countries.

Executive Summary
U.S. government-run or -supported training programs for foreign military and police forces have grown dramatically since the end of the cold war, both in size and number. In recent years, U.S. forces have trained 100,000 or more foreign police and soldiers annually. This training takes place in some 200 institutions within the U.S., as well as in at least 150 countries around the world. Funding for the best-known of these programs, IMET, has increased more than three-fold from $22 million in fiscal year 1994 to $70 million for 2002. Meanwhile, Congress and the executive branch have established several new sources of funding and new training programs. While these programs have previously been justified primarily on counter-narcotics grounds, the September terrorist attacks created new impetus for foreign military training as part of the fight against terrorism. Since September 11, the Bush administration has reportedly offered counter-terrorism assistance, including training, to a growing list of countries, including Indonesia, the Philippines, Uzbekistan, Tajikistan, Ethiopia, and Yemen. And in December 2001, Congress created a new regional counter-terrorism fellowship and provided $18 million to fund attendance by foreign officers at U.S. military institutions. The enormous expansion of U.S. military training programs over the past decade has occurred with insufficient congressional oversight and scant public debate. Serious scrutiny of these programs is needed now more than ever, to ensure that the United State’s fight against terrorism is pursued by means consistent with its democratic ideals.

The stated rationale behind these programs is to increase "access" to militaries in Latin America and the Caribbean through interpersonal relationships with foreign officers. The U.S. Southern Command in Miami, Florida, runs most of the Foreign Military Interaction programs within its area of responsibility-all of the Caribbean and Latin America except Mexico.

No. 15 of 1998: Regulation of Foreign Military Assistance Act, 1998
ACT
To regulate the rendering of foreign military assistance by South African juristic persons, citizens, persons permanently resident within the Republic and foreign citizens rendering such assistance from within the borders of the Republic; and to provide for matters connected therewith.
PREAMBLE
The Constitution of the Republic of South Africa, 1996, provides in section 198(b) that the resolve to live in peace and harmony precludes any South African citizen from participating in armed conflict, nationally or internationally, except as provided for in the Constitution or national legislation. In order to implement aspects of this provision and in the interest of promoting and protecting human rights and fundamental freedoms, universally, it is necessary to regulate the rendering of foreign military assistance by South African juristic persons, citizens, persons permanently resident in the Republic and foreign citizens who render such assistance from within the borders of the Republic.

WHEREAS in fiscal year 1997, the United States supplied $8.4 billion worth of weapons in actual delivery of arms sales abroad. WHEREAS the last three times the U.S. sent troops into combat in significant numbers (Panama, Iraq, and Somalia), they faced adversaries that received U.S. weapons or military technology in the period leading to the conflict. WHEREAS U.S. weapons supplied to anti-Communist rebels in Angola and Afghanistan under the Reagan Doctrine have been used in devastating civil wars; in the Afghan case, U.S.-supplied Stinger missiles turned up on the international black market as prized items sought by all manner of rebel groups and terrorist organizations ("Sales of the Century," Commonweal, William D. Hartung, 5/20/94). "U.S. Weapons at War: United States Arms Deliveries to Regions of Conflict" (World Policy Institute, 1995) shows that the U.S. was a major arms supplier in one-third of the 50 ethnic and territorial conflicts currently raging. The study says that some 45 parties involved in the conflicts purchased over $42 billion in U.S. arms sales in the last ten years. WHEREAS our company ranked third among Department of Defense-leading corporations with contracts in excess of $6.4 billion, including $1.2 billion in foreign military sales.

at Marine Corps Base, Camp Lejeune, N.C. One part of the Arroyo Center's overall urban warfare research agenda for FY00 is the project entitled, "Assessing Foreign Military Thought About Urban Warfare." This project is being sponsored by the Army's Deputy Chief of Staff for Intelligence (DCSINT). Its purpose is to enhance the U.S. Army's preparations for military operations in urban terrain (MOUT) by improving its understanding of foreign planning for MOUT. The project's scope is broad in that it assesses developments abroad across the entire spectrum of urban operations, ranging from terrorism at the low end to full-scale conventional warfare at the high end. Also, the research is not limited to MOUT thinking in foreign nation-state militaries. Considerable attention is being paid to MOUT thought and practice in non-state actors (e.g., terrorist groups, guerrilla fronts, religious movements) as well.

by Denise Calabria KAISERSLAUTERN, Germany (Army News Service, March 24, 2000) When faced with an accumulation of household goods that are no longer needed, rather than discard them, savvy consumers utilize garage sales or thrift shops. That way, they not only recoup some of their original investment, but save resources, and possibly help those in need acquire items they might otherwise be unable to afford. It is a classic example of a "win-win" situation. That same idea also holds true for excess or outdated military supplies. Although it's unlikely you'll see a used tank or HMMWV parked alongside the highway with a banner saying, "For Sale - Only One Previous Owner," the U.S. Army does have a method for recouping taxpayers' dollars on excess and outdated equipment while encouraging internal order and development in foreign countries. That program is known as the Foreign Military Sales program and is the responsibility of the 200th Materiel Management Center, a 21st Theater Support Command subordinate unit. At the helm of the FMS operation is Web Rose, chief of the 200th MMC International Logistics Office. Rose heads the two-person operation that oversees the sale of outdated or excess U.S. military equipment to countries around the world.
