AND FOREIGN MILITARY SERVICE
A U.S. citizen who is a resident or citizen of a foreign country may be subject to compulsory military service in that country. Although the United States opposes service by U.S. citizens in foreign armed forces, there is little that we can do to prevent it since each sovereign country has the right to make its own laws on military service and apply them as it sees fit to its citizens and residents. Such participation by citizens of our country in the internal affairs of foreign countries can cause problems in the conduct of our foreign relations and may involve U.S. citizens in hostilities against countries with which we are at peace. For this reason, U.S. citizens facing the possibility of foreign military service should do what is legally possible to avoid such service. Federal statutes long in force prohibit certain aspects of foreign military service originating within the United States. The current laws are set forth in Section 958-960 of Title 18 of the United States Code. In Wiborg v. U.S.

Foreign Military Sales (FMS)
The Foreign Military Sales (FMS) program is the government-to-government method for selling U.S. defense equipment, services, and training. Sales in FY98 were approximately $8.6 billion and $12.2 billion in FY99. Responsible arms sales further national security and foreign policy objectives by strengthening bilateral defense relations, supporting coalition building, and enhancing interoperability between U.S. forces and militaries of friends and allies. These sales also contribute to American prosperity by improving the U.S. balance of trade position, sustaining highly skilled jobs in the defense industrial base, and extending production lines and lowering unit costs for key weapon systems. The Department of Defense has launched a major effort to reform the current foreign military sales system and to ensure that this valuable program remains viable into the next millennium. This reform effort will focus on improving the FMS system’s performance and adopting better business practices wherever possible. Program Descriptions Listed below are several U.S. programs that provide foreign states with military and related assistance, directly and indirectly supporting U.S. arms transfers. Foreign Military Financing: Foreign Military Financing refers to congressionally appropriated grants given to foreign governments to finance the purchase of American-made weapons, services and training. Since 1950, the US government has provided over $91 billion in FMF to militaries around the world. The vast majority of these funds goes to Israel and Egypt to reward them for making a cold peace in 1979.
    Economic Support Fund Congress established the economic support fund (ESF) to promote economic and political stability in strategically important regions where the United States has special security interests. The funds are provided on a grant basis and are available for a variety of economic purposes, like infrastructure and development projects. More Aboriginal Considerations There are no aboriginal settlements within the training area, although groups and individuals may travel or camp in a number of locations during certain periods. Some aboriginal groups have expressed their opposition to military training due to concerns relating to the environment, their traditional way of life, and land claims issues.

FOREIGN MILITARY FINANCING PROGRAM The principal means of ensuring America’s security is through the deterrence of potential aggressors who would threaten the U.S. or its allies. Foreign Military Financing, the U.S. government program for financing through grants or loans the acquisition of U.S. military articles, services, and training, supports U.S. regional stability goals and enables friends and allies to improve their defense capabilities. Foreign Military Sales (FMS) is made available under the authority of the Arms Export Control Act (AECA). Congress appropriates FMF funds in the International Affairs Budget, the Department of State allocates the funds for eligible friends and allies; and the Department of Defense executes the program. FMF helps countries meet their legitimate defense needs, promotes U.S. national security interests by strengthening coalitions with friends and allies, cements cooperative bilateral military relationships, and enhances interoperability with U.S. forces. Because FMF monies are used to purchase U.S. military equipment and training, FMF contributes to a strong U.S. defense industrial base, which benefits both America’s armed forces and American workers.

Guidelines: To enable the Visa Office to process requests for the re-issuance of A-2 and NATO visas for foreign military personnel stationed in the United States, the following documentation must be presented:
  • Valid passport - dependents' passports must contain previous NATO or A-2 visa.
    Valid original form I-94, Arrival and Departure card, which BCIS issued upon admission into the U.S. Department of State.
    One typed form DS-1648, Application for A, G or NATO visa. Applicant's entire last name must be on the form as well as first and middle name. Please spell out the date of birth, i.e. 04MAR1940.
    One passport-size photo per person. Only one person in photo. Dark backgrounds in photos result in poor quality visas.
    The Personal Identification Number (PID) which has been assigned by the Office of Protocol, if available (many NATA applicants do no have the PID number.)
    If the military applicant is not working at an Embassy/Consulate, and has no PID number, he/she must submit either military orders or a letter from the U.S. military contingent vouching for applicant's presence in this country. The letter must be on military letterhead, contain the applicant's and dependents' names as well as when tour of duty will be completed. Foreign military orders must be in English or have an English translation.

Taliban - a Model for "Islamicising" Central Asia? During the past four years, the Western media has written much about the Taliban movement in Afghanistan. The coverage has included the Taliban's genesis as a political/military movement and its rapid rise to power in the strife-ridden country. Reporters have addressed many important issues including the movement's fairly rigid and puritanical interpretation of Islam, its military and political significance, its human rights violations, and its potential for spreading its brand of Islamic extremism to the neighboring countries, particularly to the newly independent states in Central Asia. In many instances, the description of the Taliban's behavior and the reactions of rival factions and individuals to the Taliban have been over-simplified. The cultural, religious and political underpinnings of the movement's ideology present keys to understanding its policies and whether the movement has the capacity to establish and administer a viable government in Afghanistan.
