By 1870, the London Swimming Association made a set of water polo rules for indoor swimming pools. The sport was primarily played in rivers and lakes and was in stark contrast from today's game. Water polo was more rough than rugby and players often came to the water's surface almost unconscious from long wrestling bouts underwater. It was so brutal that many colleges in the U.S. banned water polo from its campuses. When rule changes were introduced in Scotland in the 1880s, the modern game came to be, focusing more on skill than strength. As a result, the sport became more popular as it spread throughout Europe and Britain.
