This common-sense education reform is a positive step toward ensuring that every child will have the necessary resources at the earliest levels of development. The core principles of this legislation center around accountability, parental involvement, flexibility and safety in our nation's schools. As a result of our efforts, states are held accountable in their use of federal education dollars and are empowered to make the best educational decisions for each of their students.
Teachers provide an invaluable service, but no one is more influential in a child's educational growth than a parent. For this reason, we have given parents greater discretion where to send their child to school by providing them with public/charter school choice. We have also provided for charter school expansion giving even more options to parents.
This legislation also provides relief from many burdensome federal regulations and includes new and innovative ways to increase student achievement by giving states and districts added flexibility to decide what works best for them. The needs of students in South Florida are very different from those in other parts of the country. This flexibility will make sure that education remains in the hands of parents, teachers and local boards.
Education has always been of the highest priority during my service on Capitol Hill. I am a strong supporter of empowering states and local school districts while maintaining strong accountability measures. In the 105th Congress, I was a co-sponsor of the Ed-Flex bill which was passed to give local school districts and schools more flexibility and local control. I have also supported legislation that has raised contribution limits and expanded the roles of education accounts, called education individual retirement accounts (education IRAs).

University of Florida Training Requirements Belmont Report : The Office of Human Research Protections (OHRP) considers it unethical for anyone involved in human subject research not to have read the Belmont Report. It describes and explains the ethical principles that should be followed by such investigators: respect for persons, beneficence and justice. Multiple Project Assurance : The MPA is a contract between the DHHS and the University of Florida. This document provides the details of the human subjects protection agreement that UF made with the Federal government. Our MPA states that all research will undergo the same review process regardless of its funding status. In addition, the MPA stresses that all investigators conducting human research at the University will follow the ethical principles outlined in the Belmont Report and be held to the same standards despite their origin of funding. The University of Florida, Institutional Review Board requires this reading because this document spells out the roles and responsibilities of investigators.

Recordkeeping/Reports: Parochial, denominational, and private schools must keep a register of student enrollment and daily attendance in a manner prescribed by the state and open for inspection by the local superintendent or attendance assistant. Fla. Stat. Ch. 232.021. The register may be used as evidence in a court procedure for the enforcement of the Florida compulsory education statute. Fla. Stat. Ch. 233.19(5). Prior to admission to pre-kindergarten or kindergarten, a private school principal must require that the child provide evidence of age such as a transcript of the child’s birth record or certificate of baptism. Fla. Stat. Ch. 232.03. Nonpublic schools which become defunct must arrange for the transfer of student records to the local public school superintendent, or if a member, the principal office of a nonpublic school system or association. Notice of transfer must be given to the Department of Education. Fla. Stat. Ch. 228.092. Nonpublic schools serving K-12 students must file a database survey form with the Florida Department of Education indicating the name of the institution, address, telephone number, type, administrative officers, enrollment by grade or special group, number of graduates, number of instructional and administrative personnel, number of school days, and other data as needed under §228.092 and 232.021. Fla. Stat. ch. 229.808 (1),(2),(3),(4)-(7).

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

PUBLIC HUNTING AREAS - Public Shooting Ranges
Currently, there are six public ranges (below) operating throughout the state under the Florida Fish and Wildlife Conservation Commission's Hunter Education Program. Funding for these ranges was provided through the Pittman-Robertson Act (PR). This act levies an excise tax on all sporting arms and ammunition. The money is then divided among the states by the U.S. Fish and Wildlife Service for wildlife restoration, hunter education training, range construction and maintenance.
Champion International is maintained by a concessionaire, and a fee is charged. It also is unmanned (no range officers present). The other ranges are unmanned facilities, open to the public free of charge during daylight hours.
