    BASIC INFO. GEOGRAPHY GOVERNMENT ... FINLAND Finland has a mixed presidential/parliamentary system with executive powers divided between the president, who has primary responsibility for national security and foreign affairs, and the prime minister, who has primary responsibility for all other areas.
    Constitutional changes made in the late 1980s strengthened the prime minister who must enjoy the confidence of the parliament (Eduskunta) at the expense of the president. Finland's 1995 accession to the European Union has blurred the line between foreign and domestic policy; the respective roles of the president and prime minister are evolving, and plans are under consideration to rewrite the constitution to clarify these and other issues.     Under the 1919 constitution as amended, Finland's head of state is the president, who is elected by popular vote to a six-year term. The president is commander in chief of the armed forces, plays an important role in foreign affairs, and can have considerable influence over legislative matters. Legislation is handled by the unicameral parliament ( Eduskunta ), whose 200 members are elected to four-year terms by a system of proportional representation. All Finns who are at least 18 years old may vote. The country's main administrative body is the cabinet (headed by a prime minister), which is responsible to parliament. The country is divided into 6 provinces. Under the guidelines the Finnish Government also mandates the Council of State to define and create the user identification solutions and certification services needed by the administration. The Finnish Government also announced in November 1998 that a proposal for a new law on privacy in the telecommunications sector, which would provide users with the right to use any technical means available to ensure the confidentiality of telecommunications messages, is pending in the Finnish Parliament.
