The Chuukese family consists of the father, mother, their offspring, the grandparents, and the first cousins, aunts, and uncles. This extended family is common throughout the islands of Chuuk. The father is the head of the household and when he passes away, the first-born male child will take responsibility. In the Chuukese culture, one greets an elder by shaking hands or bowing down. Children are taught to greet every elder they meet with respect. They learn at an early age not to talk in a group of people or when older people are talking. This is to show respect. Chuukese children are further taught not to talk back to an older person, but to listen and concur. Language
The Chuukese language is only one of the many languages that fall under the Austronesian linguistic group. Approximately 50,000 people in the islands of Chuuk speak it. In the central region of the Chuuk islands, people speak three different dialects, but they can each understand the other. Education
Formal education in Chuuk dates from the arrival of the first protestant missionaries in the 1800s. Before that, learning of traditional skills was the norm. At present, the educational system offers both public and private schooling. Elementary is from grades 1 to 8 with five-year-old children attending Head Start. After grade school, students attend junior high school and then senior high school. The curriculum comprises Language Arts, Science, Social Studies, Mathematics, Physical Education, Health, Vernacular Language Arts, and Cultural Studies. English is the required spoken language at all grade levels, especially from third grade through high school.

Kosrae is located in the Federated States of Micronesia , an island group in the Pacific Ocean that is north of Papua New Guinea. See the Map of Micronesia below. You may have heard about the diving in Palau, diving in Yap with the Mantas, diving in Truk (Chuuk) with the World War II wrecks. Kosrae is also in Micronesia, just east of Truk and south of Pohnpei. We are not as well known, which means not so many visitors! The Federated States of Micronesia (FSM), commonly known as Micronesia consists of four states: Chuuk (a.k.a. Truk), Kosrae, Pohnpei and Yap. The country itself has over 600 islands scattered across more than one million square miles of the Pacific, southwest of the Hawaiian islands, and Northeast of the Philippines. The people of the Federated States of Micronesia are normally called Micronesians. The population of the nation is over 534,000. Though the South Pacific islanders have been migrating to the United States, Micronesians have only been steadily migrating to the United States since 1986 when the United States Congress ratified the Compact of Free Association Treaty with the Federated States of Micronesia. The treaty essentially allowed Micronesian citizens to habitually live in the United States and its Territories without the usual immigration restrictions imposed on other nations. Now, Micronesians have steadily migrated to Guam, the closest U.S. Territory, and the Hawaiian islands in search of jobs and other opportunities.

General Characteristics The Federated States of Micronesia (FSM) is a chain of 607 small islands in the Western Pacific about 2,500 miles west of Hawaii. FSM’s total land area amounts to only 270.8 square miles scattered over more than one million square miles of the Pacific, extending 1,700 miles from the east (Kosrae) to the west (Yap). The 130 square mile Island of Pohnpei is the largest in the FSM and home of the country’s capital and civic center. FSM emerged as a nation from the former United Nations Trust Territory of the Pacific Islands (TTPI) administered by the United States from the end of World War II until its dissolution in 1994 when its last member, Palau, became an independent nation. Palau, which lies west of FSM, completes the Caroline Island chain. FSM is a heterogeneous mix of peoples with different customs and traditions united by common cultural and economic bonds that are centuries old. There are at least 8 major indigenous languages and none is spoken throughout the nation. Instead, every state has a language of its own and the common language of commerce and government is English. Many people are familiar with Japanese because of 3 decades of Japanese rule before World War II. FSM’s currency is the US dollar. As in most developing economies in the Pacific, population is growing rapidly, averaging 3 percent annually since the 1950s. However, with easy emigration to the United States, about 2 percent of the FSM population leaves the country for the United States annually, reducing the effective population growth rate to one percent.

July 17, 2002 Mr. Chairman and Members of the Committee: Thank you for this opportunity to testify on the Administration’s progress in Compact negotiations with the Federated States of Micronesia (FSM) and the Republic of the Marshall Islands (RMI). Over the past six months, the U.S. has tabled language with both countries to amend the Compact of Free Association. This effort began with Title Two (containing replacements for the expiring economic provisions of the Compact) followed by the remaining titles: Title One where several provisions deal with immigration, Title Three defining our defense and security relationship (which remains essentially unchanged), and Title Four setting out administrative, termination, and survivability provisions. The U.S. proposal reflects the basic approach laid out in previous testimony:

The Federated States of Micronesia (FSM) is composed of 607 small islands extending over a large area of the central Pacific. Four statesChuuk (formerly Truk), Kosrae, Pohnpei, and Yapmake up the federation. The population is estimated at 130,000, mostly of Micronesian origin. The four states were part of the Trust Territory of the Pacific Islands and were administered by the United States from 1947 to 1986 pursuant to an agreement with the United Nations. Political legitimacy rests on the popular will expressed by a majority vote through elections in accordance with the Constitution. There are three branches of government: An executive branch led by a president who also serves as head of state; a unicameral legislature elected from the four constituent states; and an independent judicial system that applies criminal and civil laws and procedures closely paralleling those of the United States. Under the Compact of Free Association, the United States is responsible for the islands defense. The FSM has no security forces aside from national police operating under the office of the Secretary of Justice and public safety officers operating under the authority of the attorney generals of the individual state governments.

It comprises four states: Kosrae, Pohnpei (formerly Ponape), Chuuk (formerly Truk), and Yap . The capital, Kolonia, is on the island of Pohnpei. The population is predominantly Micronesian and Christian. English is the official language; a number of local languages are also spoken. The United States spent heavily in the islands in the 1990s, making financial assistance the primary source of income. Other mainstays of the economy are subsistence farming and fishing. The islands are governed by a president, vice president, and unicameral legislature. Defense is the responsibility of the United States. Germany purchased the islands from Spain in 1898. They were occupied (1914) by Japan, which received them (1920) as a League of Nations mandate. During World War II, U.S. forces captured the islands, and in 1947 they became part of the U.S. Trust Territory of the Pacific Islands. In 1979, as negotiations for termination of the trusteeship continued, they became self-governing as the Federated States of Micronesia. In 1986, they assumed free-association status with the United States. Leo A. Falcam became president in 1999.

FSM Telecom Corp GSM no no Cellular phone coverage map of Micronesia Sorry, no coverage map at this time Two most recent Micronesia news stories from our archive GSM arrives on the Cocos Islands (11-Jan-02) interWAVE has completed the installation of a GSM network on Cocos (Keeling) Islands, located in the Indian Ocean, north-west of Australia. eNIC Corporation, a subsidiary of VeriSign and an Internet service provider with deployments around the world, will use interWAVE's network solution to provide wireless telephony services to island residents, business and schools, as well as access to the internet. interWAVE has provided infrastructure equipment, including base stations, a mobile switching center and radios, installed on Home Island and West Island and interconnected via a microwave link. A satellite link from West Island connects the network into Australia's public telephone network. interWAVE's technology switches local calls locally, minimizing the costs associated with backhauling cellular traffic to the Australian mainland. Only long-distance calls are routed via satellite to the public telephone network in Australia. The Cocos (Keeling) Islands, located northwest of Perth and southwest of Christmas Island, consists of twenty-seven coral islands with a total land area of approximately 14 square kilometers. eNIC Corporation's future plans include network expansion to other islands, including Christmas Island. Yesterday interWave won the contract to provide a GSM network to Micronesia.
