To get the ball rolling so to speak, since I consider myself a green capitalist, I have mixed feeling about the unprecedented rise of gas and electrical prices in the San Diego area. On one hand I think the rise in energy prices is good because it will force people to adopt energy conservation habits long since ignored because energy costs do not really reflect the true cost to the environment and public health. On the other hand it is shocking to pay lots more money (than usual) for gas and electricity, money which could be used for cool capitalist toys and capital improvement.

Energy Deregulation and Restructuring Change has come to Texas electric utilities, and some consumers in Texas can select the supplier of the generated electricity that they use in their homes and businesses. The Texas Legislature passed the restructuring bill with the hope that competition will result in lower cost and better service for consumers. Electricity will still be delivered by the current local utility through the same wires as it is today. Co-op members will continue to receive electricity over co-op lines even if the co-op chooses to enter the restructured market. It's just the power source that is the subject of electric restructuringor deregulation as it's also called. SB 7, the restructuring bill, required Texas' private investor-owned electric utilities (IOUs) to enter the competitive market on January 1, 2002. Cooperatives and municipally owned utilities have the option to compete or not. When Texas legislators approved electric restructuring in 1999 they recognized that member-owned electric co-ops and city-owned systems are locally based and that they operate under a democratic business model. Therefore they gave the co-ops and municipalities more options. When it comes to co-ops, each elected co-op board of directors will determine what path is best for their area's unique needs. Co-ops will be able to expand service into new territory

Web posted at: 5:20 p.m. EST (CNN) The energy industry is deregulating, forcing utility companies to come up with new products to compete for customers. And when there's competition, savings usually follow. The coming change is similar to the deregulation of the telephone industry, which has enabled consumers to pick their long-distance carrier, said Brian Douglas of the Association of Energy Engineers.
Among the new product offerings for summer use is a clear window film that blocks the sun's heat-causing rays while letting in light. Also keeping the energy bill down from the inside is a new thermostat designed with apartment landlords in mind. Because it comes with preset temperatures for heating and cooling, tenants can adjust the thermostat, but only within limits.
For larger spaces, new low-watt fluorescent lighting can replace hotter incandescent lights without losing brightness. Such energy-efficient lighting can produce a 70 percent savings on lighting bills and cut air conditioning costs as well, according to Peter Kassay of Intrepid Lighting Manufacturing. Another way to lower the cost of air conditioning is an old idea made new again ice cooling. Savings result when the ice is made at night, when electric utility rates are usually lower, then stored until it's needed.

Wow whose stupid idea was deregulation? This past week we have had a few days of consecutive rolling blackouts in California, which makes it seem more like third world countries and former communist states than the so called golden state. Now I do not have to travel to interesting parts of the world to see the effects of poor resource management. Since I was luck enough to have the foresight to switch to an alternative energy provider when this mess began last summer, then find out that the alternative energy provider I selected itself become a victim of ill conceived deregulation (see my December 27, 2000 entry), I think I have a rough idea of what went wrong with so called deregulation. BTW this past week another alternative energy provider Utility.Com, a web energy provider pulls the plug on consumers After an unsuccessful presidential bid by Pete Wilson, another California politician Assemblyman Steve Peace in 1996 decided to make a name for himself and gathered the big industrial customers, utilities, and various interest groups together and somehow managed to get the legislature to unanimously pass an electricity restructuring bill. The reality was at the time, California had one of the highest energy rates in the nation, and it was thought that so called deregulation would lower energy bills. For a few years it worked, because it forced local utilities to sell off their power generation units under the restructuring bill, and the proceeds of the sales were used to lower rates for all utility customers.

Energy Deregulation: What's Really Going On? Part 1 We've all looked past the $27 screwdriver. A little corruption is manageable. But when it comes and knocks on everyone's door and there's no longer a choice as to whether or not you can be manipulated and taken advantage of, it's time to step up and take action.
This is the second article in a series on the current energy situation and the energy deregulation in the Western region of the United States. We asked several questions last time and now we're going to try to uncover some of the facts behind them.
Basically, this is the energy problem as it stands today: The Western Grid, as it's known, is a network of high power lines that is hooked up to generating power throughout the United States. It is simple to move energy great distances, like from Canada to San Diego. It's applied into the system at one end as a bank of consumption for the other end. When energy deregulation took place, Southern California Edison and many of the cur rent electrical companies were generating, producing and creating a profit on about $4 per kilowatt (I,000 watts of electricity). Then they were forced to sell their generating capabilities.

Deregulatory Lessons Randy St. John, senior vice president, Pennsylvania Food Merchants Association (PFMA), spoke of his association representing 6,500 stores in Pennsyl-vania and other states. PFMA lobbied for the passage of deregulation legislation in 1995, he said.
