a division of Home School Legal Defense Association December 7, 2000 By Samuel Redfern The problem is worse in the United States than in many other countries because we allow teenagers to get drivers licenses and cars at an earlier age than in most other countries, and little driving experience is required before these licenses are issued. Licenses are also inexpensive and easy to obtain. All of these factors result in greatly elevated crash risk to young drivers. The risk of crash involvement per mile driven among drivers 16-19 years old is 4 times the risk among older drivers. Risk is highest at age 16-17. In fact, the crash rate per mile driven is almost 3 times as high among 16 year-olds as it is among 18-19 year-olds.
  • Thirty-six percent of deaths of 16-19 year olds in 1996 from all causes occurred in crashes. (This is the latest year for which this information is available).
  • Motor vehicle death rates per 100,000 people in 1997 peaked at age 18 (drivers) and 17-18 (passengers).

APPROVAL OF AGENDA Mr. Reed requested the addition of item #7.6, the DARE Governor's Grant be considered to avoid delay in funding. Mr. Barnes moved to approve the agenda with the addition of #7.6. Seconded by Mrs. Guzman. Motion carried 5-0. IV. APPROVAL OF THE MINUTES Mrs. Guzman moved to approve the minutes of November 8, 1995 as printed. Seconded by Mr. Barnes. Motion carried 5-0. V. ITEMS REQUESTED BY THE PUBLIC None CONSIDERATION OF EXECUTIVE SESSION Mr. Barnes moved to hold an executive session to discuss employment items under 6.1,6.2 and 6.3. Seconded by Mrs. Guzman. Make a smart, informed choice
A driver education course is designed to teach new drivers fundamental skills and basic knowledge about driving a motor vehicle. All driver education schools are required to use MVA-approved standardized curriculum and all instructors are licensed by the MVA. Use the following tips in selecting the best driver education school for you: Obtain a list of driver education schools. Ask friends and neighbors.
Have they attended a school? Can they recommend one for you? Call several schools.
Find out about course schedules, fees, registration procedures, and the next available course dates and times. Visit schools.
Ask to see classrooms and if you could observe part of a course. Classrooms should be clean, orderly and set up to conduct classroom sessions. Ask to see the course textbook. (Note: The Maryland Driver's Handbook is not a textbook.) Is the text up to date? Are there enough textbooks for all students? Check the Driver Education School License.
