Alaska Standards and Key Elements for History History is one of the fundamental intellectual disciplines in the public school curriculum. A basic way of thinking and understanding reality, it is at once facts ñwhat happened, when, where, and with whom ñand meaning ñthe why of the past. Its tools are chronology, logic, and the full documentary record of the past. The goal of history instruction is to explore the subject matter, its contribution to human understanding, and its relevance to students.
Unfortunately, in many parts of the country history courses are textbook-driven, and few textbooks contain primary resources. As a result the history curriculum in public schools often revolves around the reading of secondary narrative history. There is an advantage to this approach ñmore of the content can be ìcovered.îBut the disadvantages outweigh the advantage: students can become overwhelmed by information, can fail to see its relevance, and consequently fail to retain it. Furthermore, when students read textbooks they are not allowed to devise their own theories about what happened and why, but instead must accept the pronouncements of unknown scholars or writers. The joy of discovering patterns and processes ñthe actual doing of history ñis denied them.

ou’ve got to make it “relevant,” insists Meir Peretz, the Israeli Education Ministry official in charge of adult education, in explaining a new approach to teach Hebrew to thousands of illiterate Ethiopian immigrants.
Since the early 1980’s, Israel has brought in tens of thousands of Jews from Ethiopia, including two spectacular airlifts. More than 40,000 arrived in the 1990s and about 100 immigrants continue to trickle in each week.
The government earmarks about $30 million a year to teaching all immigrants Hebrew, according to Peretz. With the Ethiopians it’s not an easy job, since as many as 90 percent cannot read or write in their native tongue, Amharic. The scale and scope of the project is unprecedented internationally, whereby “a group of mostly illiterate people is simultaneously trying to learn to read, write and converse in a foreign language,” says Peretz.
Peretz realized several years ago that rote learning of vocabulary and grammar simply didn’t work with most Ethiopian adults enrolled in the compulsory 10 months of government-funded classes, keeping many from joining the workforce and blending into Israeli society.

International Literacy Day is an occasion to celebrate the importance of literacy to individuals, communities and societies everywhere and to affirm the centrality of literacy within all struggles for sustainable human development. It is also an opportunity to send a message of hope and encouragement to the estimated 862 million adults, of whom about two-thirds are women, whose illiteracy currently excludes them from full participation in society. This year, we draw particular attention to the forthcoming United Nations Literacy Decade, which will be launched at the beginning of 2003. The nations of the world have given their collective support for this important new initiative, which will provide an international framework for mobilizing efforts to spread the benefits of literacy as widely as possible in the years ahead. The Decade will be crucial for galvanizing action to achieve the agreed international goal of a 50 per cent improvement in levels of adult literacy by 2015, especially for women. This goal must be pursued in conjunction with the wider Education for All agenda, notably the guarantee of a quality basic education for all children, boys and girls, so that a lasting foundation of literacy skills is laid.
