Dear friend,
Like you , and like hundreds of millions of others around the world, I was in that plane, I was in that building. Like you, I feel distressed and shocked by this diabolical act and can feel the searing intensity of pain and hate and anguish and rage... How can we cope with such corrosive emotions? How can we stop such lightning-bolts from frying our fragile reason-circuits?
What I have to say comes not out of emotion, but out of cold reason. From your letter, I'm not sure whether you are in the mood for reason, but here it is anyway.
Nothing I say should be misinterpreted as in any way a justification for or a mitigation of the heinous actions committed last Tuesday. To my mind, the attack on the WTC and Pentagon were not only horrendous crimes against innocent victims and their friends and families, they have had a broader terrible effect: of permitting the US government to retake the initiative in its war against democratic rights, working people and oppressed nationalities at home and abroad.

The Cuban Government has cancelled the visit to the U.S. of small farmers and owners of family-style restaurants (name “paladares”), according with an E-Mail sent by Peter Orr, who reported “It has been resolved that the Cuban Government (or indefinitely postponed) the planned visit of small farmers and small restaurant operators.
This decision of the Cuban authorities closes another chapter of the efforts of the U.S Chamber of Commerce to bring to bring over farmers and representatives of private businesses to this country, as part of a process for gradual understanding between the Cuban Government and representatives of U.S business.

CubaConnect WHY DID THE UNITED STATES BREAK DIPLOMATIC RELATIONS WITH CUBA? Return to FactFile It is relevant to remember that Cuban-American diplomatic relations were maintained during the duration of the nationalization period of 1960. It is only on 3 January 1961 that the US government break diplomatic relations, initiating the first incident in an escalating war. It was not the nationalizations carried out by the Cuban Government that cause the breaking down of diplomatic relations, it was because the Cuban Government requested that the hundred or so employees that were part of the Embassy and Consulate of the United States in Cuba should be reduced to a rational and nominal number. This request is in accord with the practice of International Law and thus recognized as the established norm that stipulate diplomatic relations, as given in Article 11 of the Vienna Convention in reference to Diplomatic Relations. On January 3rd 1961 the Foreign Relations Minister, Dr. Raul Roa, wrote to the President of the UN Security Council the following explanation:

SUBJECT Deferral of Action on Cuban Government Request for Purchase of Tanks Background In a note of May 8, 1957, the Cuban Embassy asked for our approval for the purchase by the Cuban Army of eight (8) M-4 A-3 medium tanks.[2] The note did not indicate what these tanks were to be used for but our Army Mission in Habana stated that they were to be added to seven (7) like tanks already on inventory to form a tank company. A decision on this request was delayed pending a clarification from the Cuban Government on its then pending order for six (6) light tanks which our Army Mission in Habana considered unwarranted. The latter order was finally cancelled in July and in response to the Department's request, Embassy Habana recommended that the medium tank order be approved subject to the Department's review prior to delivery. As payment on acceptance of such an order is required, the Department with the concurrence of the Department of Defense considered that it was not feasible to comply with the Embassy's recommendation. Since the receipt of this request last May, the Department has been under constant pressure from the Cuban Embassy for a favorable decision on the grounds that it had President Batista's personal support. In the aftermath of the recent revolt at Cienfuegos (September 5 and 6), which was quelled by the use of tanks and MAP furnished and/or supported aircraft, Cuban pressure to approve this request increased and it became apparent that an immediate decision would have to be made.

16 july On the first anniversary of the arrest and detention of four leading critics of the Cuban government, Amnesty International reiterates its call for their immediate and unconditional release on the grounds that they are prisoners of conscience detained solely for peacefully expressing views that are contrary to Cuban Government policy. They were arrested following a press conference for foreign journalists during which they criticized an official discussion document The Party of Unity, Democracy and the Human Rights We Defend which is being circulated within the country as a prelude to the Communist Party Congress. They also presented to the journalists their own analysis of the document The Homeland is for Everyone. All four are awaiting trial on charges which are believed to include "enemy propaganda" which carries a maximum prison sentence of fifteen years. Date and formal charges for their trial are unknown. Background: In 1995 the Cuban Government began a major crackdown on dissidents, following the formation of Concilio Cubano, Cuban Concilium, a forum of over 100 unofficial groups, including human rights groups, independent professional associations and political parties. Since then, members of Concilio Cubano and journalists working for independent organizations have been subjected to persistent harassment and frequent short-term detention. They have also been threatened with long-term imprisonment and occasionally with physical violence if they do not cease their activities or leave the country. A few have been brought to trial and imprisoned.

In the early morning hours of July 13, 1994 the tugboat "13 de Marzo" was attacked by agents of the Cuban government. They repeatedly rammed the tug, used high pressure water hoses on the victims, and sank the ship killing at least 41 men, women, and children seven miles off the coast of Havana, Cuba. Nearly two years later on October 16, 1996 the Inter-American Commission on Human Rights concluded that the Cuban government was responsible for the deaths of the 41 people shipwrecked on the tug "13 de Marzo", the emotional trauma of the relatives of the victims and survivors who lost loved ones. The Commission also noted that the Cuban government had refused to recover the bodies or allow others to recover them for proper burial by their families. According to a statement from the Cuban government, which wants the mission to be moved within the next 10 to 14 days, the trip has been postponed because of "unplanned and unforeseen situations." John Haller, SIU vice president for Academic Services and member of the delegation, said since efforts to reschedule the trip did not work, the mission will be placed on hold until spring.

WHEREAS
1. The United States government accused the CUBAN FIVE of conspiracy to commit espionage against the U.S. military and threatening national security among other charges. The Cuban Five maintain their defense that they did not engage in any espionage activities against the U. S. military, rather they only monitored the activities of Miami?based right?wing groups, mainly Cuban?American organizations, which have plotted terrorist activities against the Cuban government; and 2 On June 8, 2001, five Cubans living in Florida were convicted in federal court in Miami.
