President Clinton Tuesday further relaxed the U.S. embargo against Cuba and proposed a round of ''baseball diplomacy'' aimed at bringing the people of the two nations closer together. The incremental steps were an alternative to a proposal rejected by Clinton for a full-scale review of the U.S. policy of isolating communist-ruled Cuba, which greeted the news with skepticism. ``These steps are designed to help the Cuban people without strengthening the Cuban government,'' Clinton said in announcing the measures, which expand on a previous easing last March of the nearly 37-year-old embargo. The steps announced by Clinton included: Increasing charter passenger flights to and from Cuba by allowing them to serve cities other than Miami and Havana; Allowing any U.S. resident, not just family members of Cubans, to send payments to Cuban families. The payments can total $1,200 per year; Permitting the sale of U.S. food and agricultural supplies to non-governmental bodies including private restaurants and farmers.

ALONG with tightening the economic squeeze on Cuba, the Helms-Burton law has also increased the alternative tactics that Washington employs for promoting political change in Cuba. Under the Law, the President is to make available $2.5 million annually to be distributed to NGOs engaged in promoting 'democracy and human rights in Cuba.' Last year Clinton granted the Washington based right-wing NGO Freedom House $500,000 and in the Autumn a case came to light of what happened to the money. According to the newspaper, David Norman Dorn, was detained on August 15 and sent back home after the U.S. Interests Section in Havana was informed that he had come to Cuba as a tourist but with instructions to provide material and financial aid to illegal dissident groups. Dorn was instructed not to identify himself nor reveal his place of lodging, to walk facing the traffic at all times, immediately leave any house where more than three adults were present, and not answer anyone asking for arms, because they could be Cuban security agents. U.S. measures to " promote political change in Cuba," are designed to contribute to the fall of the revolutionary government through more flexible private contacts.

As soon as Fulgencio Batista took power in 1952, he suspended the Constitution of 1940, one of the most progressive in the Americas at the time. But no soon the Revolutionary Government took power it established the Fundamental Law of the Republic of 1959 which took up the cardinal points of the 1940 Constitution. The first measures of popular restoration taken by the Revolutionary Government of Cuba were directed towards ending the large land holdings that were suffocating the economy, surrender the land to those who work it and liquidate the semi-feudal agrarian agreements with foreign oligarchies in Cuban territory. For this all the Cuban Revolution had to do was to fulfill old constitutional precepts that previous governments left dormant for years, in cooperation with a national oligarchy and foreign consortiums. One need to remember that the 1940 Constitution made large landholdings illegal, but there was never a complementary law for its execution. Article 24 of the 1940 Constitution established the expropriation for reasons of public utility and national interests, but again there was no complimentary law to reinforce it. Thus Article 90 on the 1940 Constitution states: "Large land holdings are not permitted, and on their disappearance the Law will determine the size granted to each individual or institution for each type of use taking into account the respective peculiarities...

Cuban Government: The whole world supports the USA, but we cannot let war occur
Some leaders being guided by the feeling of hatred and arrogance decided to restore old methods and doctrines that were the grounds for terrorism and very serious tension in the modern world. This was basically caused by the shock from the terrible events in the United States on September 11. During a time when the only reasonable thing to do is to search for a final solution to the problem of terroism, we can hear brutal phrases from the politicians of the USA. Their expressions are filled with rage and anger; such statements have not been made since the time leading upt to World War II.
Any honest person has a right to question himself whether or not the United States really wants to establish justice or if it is just using the horrible tragedy to impose their methods, prerogatives, and authority, which would lead to the tyranny of the most powerful state in the world and without any limitations or restrictions, tyranny over all nations of the world.
The whole world expressed its universal support and most sincere condolences to the noble people of America, but this was not for developing doctrines that have the objective to establish chaos and spill blood all over the planet. This is a criminal issue: the state proclaims its right to kill according to its own desire in any part of the world, deviating from the judicial norms of courts, even without proof. By its nature, this is also like terrorism. Such a policy is barbaric and uncivilized, denying all the legal norms and grounds on which co-exist peacefully in this world.

MIAMI The Cuban government has released a list of people it calls terrorists. The list, containing 64 names, was released late Sunday by the Cuban Government and printed in the state controlled newspapers. If you live in Miami the list may contain the name of someone you know, or perhaps a relative certainly it contains someone you have seen on television or read about in the local papers. The list is the lead story on local talk radio, certainly on Spanish language television, and is getting mention on some English language newscasts. On it are the names of persons the Cuban Government regards as terrorists people who have participated in actions against the Island Nation in attempts to topple the Castro government. There is Luis Posada Carriles, who is jailed in Panama, accused of attempting to plant a bomb under Castro. There is Orlando Bosch, who is credited with blowing up a Cuban airliner. Also on the list, Andres Nazario Sargen, who heads up Alpha 66, the group of aging exiles who once invaded the Island on a regular basis.

Web posted at: 1:15 p.m. EST (1815 GMT) On February 24, 1996 between 3:21 p.m. and 3:28 p.m. two Cessna planes were shot down by our armed forces. They were coming from the Opalocka airport in the state of Florida. The two Cessna planes were pirate planes. As they flew, once again, in the Cuban airspace at a distance between 5 and 8 miles north of the Baracoa Beach west of the city of Havana. Before this, between 10:15 a.m. and 11:27 a.m., three planes of the same kind had invaded Cuban airspace. In this occasion, an airplane from our armed forces went to the place where these pirate planes were and with their presence impeded the violation of the Cuban airspace. The pirate planes then took off to the north. At 3:21 p.m., while they were returning again to Cuba, one of these planes responsible for these incursions was warned by the center of control of air traffic of Havana that they had activated areas of airspace north of the capital and they were warned of the risks they were running by doing this. In response the pilot of the pirate plane said it was clear he couldn't fly in that zone but he was going to do it anyway.

RELATED Papaya Records' Web site (CNN) A rebellion has taken root in Cuba, nourished by a stifling trade embargo, the collapse of the Soviet Union, and racial inequality. But these rebels use lyrics, not guns, and they dance instead of march. Hip-hop is the rebellion within the revolution. Its soldiers are Cuban rappers, (raperos). Their missions are poverty and racism. There are an estimated 200 hip-hop groups in Havana with another 300 scattered throughout the rest of the island. The groups range from kids rapping in the streets, to artists performing in clubs, to a small number recording in studios. Rap began growing in Cuba in the mid-'90s. Some of the first groups; Amenaza (The Threat), Primera Base (First Base), were seen as criticizing the country's racial inequality. Despite police raiding shows not sanctioned by the government, the movement grew, as did the audiences. In the spring of 1999, the Cuban government changed its stance against hip-hop, declaring it "an authentic expression of Cuban Culture." This fall, the government formed the Agencia Cubana de Rap (The Cuban Rap Agency) that provides a state-run record label and hip-hop magazine, and began supporting the annual Cuban Hip Hop festival.

Trade Accord Reached Gives Black Farmers Access to $1.5 billion Agriculture Market
HAVANA Kweisi Mfume, President and CEO, the National Association for the Advancement of Colored People (NAACP), said an agreement was reached earlier this week with the Cuban government to purchase some of its food products directly from African American farmers. The accord represents a major breakthrough in the NAACP's efforts to help black farmers win business in new and emerging markets. Mfume and John Boyd, president, the National Black Farmers Association, announced the deal after meeting with Pedro Alvarez, director of ALIMPORT, Cuba's food import company. "This is an historic announcement and one that I personally find very heartening," Mfume said. "President Fidel Castro promised to establish trade links with black farmers, and it appears he has kept his word." Mfume is leading a good will and trade mission to Cuba that includes three members of the NAACP National Board of Directors, senior staff and Boyd. Castro, after a lengthy meeting earlier this week with the NAACP, promised that African American farmers would have full access to Cuba's $1.5 billion import agricultural market.

The net effect of these restrictions and requirements is a “de facto embargo” resulting in minimal medical sales and non-existent food sales. Licensed sales of food and agricultural inputs to independent entities in Cuba including Cuban restaurants and religious groups were permitted in May of 1999 following a January 1999 Presidential initiative. Food sales to Cuba can be made, but only with a license obtained on a case-by-case basis from the Department of Commerce, Bureau of Export Administration. The Cuban Democracy Act of 1992 governs the export of medicines and medical equipment to Cuba. In order to sell medicines and medical equipment to Cuba, it is necessary to obtain a license from the United States Department of Commerce, Bureau of Export Administration. The primary requirement for obtaining a license is to arrange for proper end-use monitoring. The purpose of this stipulation is to ensure that these sales do not benefit the Cuban government but rather the Cuban people.

12 de June de 2002 (Guantánamo, Cuba) – The agonizing terror-communist system of government of the dictator Fidel Castro, continues deteriorating the deficient economy of the island, while the suffering people of Cuba are victimized by continual black-outs due to a lack of petroleum. In an effort to bring masses to the hypocritical Open Tribunals which are held every Saturday in various provinces in the country, numerous tons of petroleum are being used to transport people from one province to another. Last Saturday, June 1st, the Province of Guantánamo sent close to 500 vehicles to the Province of Santiago de Cuba, to take workers to the Province of Holguin, where this rigged and manipulated concentration was held, and where the autocrat spoke, and on this Saturday, the 8th, the same number of transportation vehicles would be available for the transfer of residents of Guantánamo to a city in Santiago de Cuba; and on Saturday the 15th the same number of vehicles will be used to transport residents of Santiago de Cuba to the town of Imias in the Province of Guantanamo and return them; but every province is should make available the same or more number of transportation vehicles in order to achieve their goal. If this government would count solely on the support of the masses in each city, it would evidence the lack of acceptance from the people. But they are forced to support the government to cause an image before public opinion that is not true.

HAVANA, Jan 20 (AFP) - Cuba's one-party elections delivered an overwhelming vote of support for President Fidel Castro's government, the official newspaper Granma said Monday, dismissing opposition charges that the ballot was a farce. Official newspapers reported more than eight million Cubans more than 97 percent of those eligible voted for National and provincial assembly delegates Sunday, including Castro, in the Americas' only communist-ruled country. "The people have offered definitive proof of their backing not only of candidates for national and provincial legislative posts, but also to the nation, the revolution and to socialism," said Granma, the mouthpiece of the Communist Party of Cuba. Some 8.2 million of the total population of 11 million were eligible to vote for the 609 deputies to the National Assembly and 1,199 delegates to provincial assemblies all of whom ran unopposed. Castro, 76, who has led Cuba since 1959, was returned to his post representing Santiago province in the assembly for his sixth five-year term since direct elections were instituted in 1976.
