CUBAN GOVERNMENT CONCERNED BY LOW BIRTH RATE HAVANA, Cuba (CWN) - Miguel Sosa Martin, Cuban Secretary for the Family said recently that the dramatic decrease of the birth rate in Cuba "is becoming one of the biggest challenges for our near future." In a statement to the official daily newspaper Granma, Sosa Martin revealed that the current Cuban birth rate is 0.72 child per woman and that "there are no signs that this will change in the short run." Cuba experienced a baby boom in the sixties, but "since 1978 Cuban women are not giving birth to enough females to replace them in their reproductive function," said the official. According to Granma, the increasing poverty of the nation is just one among other causes for the "birth crisis." "The need for women to work full time, birth control methods, and abortion are the most frequent reasons" for the problem, the official daily said. In Cuba, the only Latin American country in which abortion is free and legal, six of every ten pregnant women had abortions in 1994. According to Cuban demographer Alfonso Farnos, Cuba needs a birth rate of 2.1 children per woman, "otherwise, we will face the problem of an aging society in few years." At present, 10% of the Cuban population is above 60 years old, while in the year 2020, this group will become 28.9% of the population.

During the early 1970s, Cuba drifted away from ad-hoc "charismatic" decision making and toward a Soviet-style bureaucratic regime comparable to those of the Soviet bloc states of that era. Whereas under the previous model, the political process was characterized by improvisation and appeals to ideology, in the new bureaucratic system political and economic decisions must at least appear to follow a legal process, and policy would more likely reflect "pragmatic" rather than ideological considerations. Nevertheless, Cuba retained several important features of the charismatic model, most significantly the ongoing tutelary role played by Fidel Castro and a select group of Castro loyalists. A second important remnant of the 1960s period was the sustained repressive authoritarianism of the regime and its ongoing tendency to quell dissidence both within and outside the PCC. The current regime's obsession with conformity stems from the combined effects of communist ideology and the unique role played by Fidel Castro in the revolutionary process. During his forty-one years at the helm of the revolutionary state, Castro has blended coercion with ideological adaptability to maintain a unified front behind his personal leadership and policy preferences. In the early 1990s, following the collapse of communism in Eastern Europe and the Soviet Union, the regime undertook extraordinary measures to prevent a similar transition to political pluralism and market economics in Cuba. Whereas the PCC leadership has managed to introduce very limited economic reforms in recent years, Cuba remains a single party state with strong totalitarian controls over society.

This site is dedicated to a young black American named ... Oscar Johnson: For a period of time Oscar worked under my supervision in Miami's government. Oscar was just a big quiet nice guy, he had a speech impediment which caused him difficulty in talking up for himself. He was with the City seven years part time before the administration fired him. They refused to make Oscar full time. Before they fired him they placed Oscar back in a position where a drug gang had threatened to kill him .... when they didn't, he was fired through no fault of his own. I've been told Oscar has died, no doubt a broken heart had something to do with it.

On February 24, 1996 between 3:21 pm and 3:28 pm two pirate Cessna planes coming from Opalocka Airport in the state of Florida were shot down by our armed forces while they were violating, once again, the Cuban airspace at a distance between 5 and 8 miles north of Baracoa Beach, west of the City of Havana. Before this, between 10:15 am and 11:27 am, three planes of the same kind had invaded cuban airspace. In this occasion, an airplane from our armed forces went to the place were these pirate planes were and with its presence impeded the violation of the cuban airspace. The pirate planes then took off to the north. At 1:21 pm, while they were returning again to Cuba, one of these planes responsible for these incursions was warned by the center of control of air traffic of Havana that they had activated areas of air space north of the capital and they were warned of the risks they were running by doing this. In response the pilot of the pirate plane said it was clear he could not fly in that zone, but he was going to do it anyway. At 3:15 pm it is known through internal communications of one of the pilots that they were heading toward Havana. Meanwhile, two of the planes were penetrating the restricted zone of cuban airspace. The head of the group in a third plane remained outside of the 12-mile limit.

Cuban Government Admits Increase In Church Attendance HAVANA (CWN) - For the first time since a new Constitution was approved in 1992, the Cuban government admitted the "steady increase" in the number of Cubans who are becoming members of different religions. In an article published in "Granma", the official newspaper of the Cuban Communist Party, the government accepted that "the membership of the different religions-Catholic, Protestant and Afro-Cuban-increased steadily since 1992." The note also said that the sudden increase in church attendance "was a consequence of the impact of the especial period," the name Cuban authorities have given to the period of severe shortage that followed the fall of the Soviet Union. "But the main reason has to be found in the modifications made to the Constitution which highlights religious liberty even more." Indeed, the 1992 Constitution for the first time legalized membership in a religious denomination, so that members no longer face severe punishment. The Granma article also said, "the rising curve of religious attendance is now stabilizing." Sources in the Catholic Church, instead, say that the number of Cubans now requesting admission into the Church or coming back to practicing their faith "is increasing more and more, even creating big problems because of the shortage of priests and the dramatic lack of room in church facilities."

Decision Making
Within Cuba's totalitarian political system, state-society relations follow Fidel Castro's well-known maxim: "Within the Revolution everything; outside the Revolution nothing." Thus, the regime is somewhat receptive to currents of opinion within its own ranks and within the broader "revolutionary family" (the PCC and the mass organizations under its control). However, regime leaders do not recognize the rights of expression of individuals who are not "integrated" or those whose dissenting views surpass established limits.
Repression of Dissent
During the late 1970s and early 1980s, approximately 20,000 political prisoners were freed on condition that they immediately leave the country. In its 2001 Annual Report, Amnesty International claims that "several hundred" imprisoned Cubans are either political prisoners or prisoners of conscience. Amnesty International and Human Rights Watch/Americas have consistently reported ill treatment of detainees in prisons and police stations, and frequent short-term detention and harassment of human rights and political activists. Tuesday, June 29, 1999 IN HAVANA A new revolution is unfolding in Cuba that has nothing to do with guerrilla warfare. In what amounts to a 180-degree turn back to centuries-old healing techniques, the Cuban government is actively promoting low-cost botanical medicines instead of manufactured drugs. It is also encouraging doctors to re-educate themselves in the techniques of natural medicine. Much of the credit for this revolution goes to the continuing U.S. trade embargo. The economic disaster that followed the withdrawal of Soviet aid in the early 1990s made it impossible to obtain many medicines. So the Cuban health-care system was forced to search for alternatives. Cuban medical practitioners didn't have to look far because medicina verde, green medicine, has been part of Cuban culture for centuries.

Israel confirmed Monday the 400 Cuban Jews were brought to Israel in the past five years in a secret operation that had the blessing of Cuban leader Fidel Castro. Israel's military censor lifted a ban Monday on reporting on their arrival, and the Jewish Agency, a quasi-governmental agency dealing with immigration, allowed reporters limited access to the newcomers. Cuban immigrants interviewed at a center in the southern coastal town of Ashkelon said the operation was common knowledge in Cuba. Everyone in Cuba ``knew the Jews were coming to Israel,'' said Alexei Colon Mizrachi, 23, who now lives at the center with his twin brother, Alexander, and their father, Cristobal. A spokesman for the small Jewish community in Cuba angrily denied any secret operation, saying some Cuban Jews had left for Israel, but not in high numbers and not as part of a secret pact. ``That is absolutely false,'' said Jose Miller, president of the Jewish Community House of Cuba. ``In Cuba, there is a general immigration movement to many countries, but there has been no agreement to take members of our Hebrew community to Israel.''

Statement by Ambassador Sichan Siv, United States Representative to the Economic and Social Council, on the Cuba Embargo, at the Fifty-seventh session of the General Assembly, in Plenary, November 12, 2002 Mr. President, The United States embargo against Cuba is strictly a matter of bilateral policy. It is not a subject which the General Assembly should spend valuable time considering. We strongly oppose this misguided draft resolution, and we encourage all delegations to do the same. The allegation that the United States prohibits other nations from trading with Cuba does not reflect reality. Trade figures show that Cuba imports some one billion dollars worth of goods every year from many different countries, including member states of the European Union. Related assertions that the embargo is the cause of Cuba’s economic problems are equally untrue. The objective of United States policy toward Cuba is clear – to foster a rapid, peaceful transition to a democratic form of government where human rights are protected, civil society thrives, and economic prosperity is extended to all Cubans. The World Blind Union (WBU) hereby expresses its deep concern for the wellbeing of Juan Carlos Gonzalez-Leiva, a blind man imprisoned in Cuba.
It is reported that on 5 March Sr Gonzalez-Leiva participated in a public demonstration during which he was forcibly arrested. We are further informed that he remains in detention and that a hunger strike has left him in poor physical condition. There is also fear for his safety because of the aggressive behavior of his cellmate.
The purpose of this letter is not to take political issue with the Cuban Government, but to intervene in the interest of a blind person who is being subjected to harsh treatment. Sr Gonzalez-Leiva is the President of the Brotherhood of the Independent Blind People of Cuba and it is the responsibility of the WBU to speak out whenever any blind person anywhere suffers undue hardship. We therefore appeal to the Cuban Government to release our colleague without further delay or penalty.
Cuba is one of over 160 member countries of the World Blind Union and it happens that the next meeting of our Officers is due to take place in your country during September. It is therefore very necessary that this matter be resolved speedily without further incident. The WBU is the sole voice speaking on behalf of 180 million blind people in the world.

    ON 4-10-95 Enclosed for each of the offices receiving this communication is a copy of a letter dated 4-7-59 captioned "Cuban Revolutionary Activities." The subject is the source of the information contained in this communication. For your additional, the subject was interviewed on 3-31-59 at the Bureau by Bureau representatives. At that time he exhibited a letter from the Director of Inspections of the National Lottery Institute, Havana, Cuba, which appointed him Chief Inspector for all gambling casinos and cabarets in Havana. The subject described himself as a Captain in the Rebel Army and exhibited a document which he described as a credential of his rank. He furnished his local address as the Mayflower Hotel and indicated he planned to return to Havana by way of Miami on 4-1-59. He gave his Havana address as the Inspector General's Office, Camp "Tte Brihuega," Cuidad Militar, Havana. He advised that his father resides at 326 Bank Street, Norfolk, Virginia. Fiorini stated that he had served with Castro's forces for the past two years. He stated that he had been engaged in the raising of funds and arms in Miami, Mexico, and in other countries of Latin America and that he had been engaged in the fighting in the mountain provinces of Cuba. Upon the victory of Castro's forces, Fiorini was appointed to the position of the Chief Inspector of the gambling casinos and as Captain of the Cuban Air Force. His duties with the U. S. Air Attache, Havana, and the Cuban Air Force. In connection with this position, he had, within the past week, presented his credentials to the American Air Attache, colonel Nichols (phonetic). De La Fuente, Evelio Navarro, Julio Synopsis: Walfrido Moreno arrived and settled in New York City in the late 1940's. In the late 1950's Moreno returned to Cuba and resided there for a brief period of time. While in Cuba, Moreno held a minor post in Fulgencio Batista's government, but soon he became disenchanted with what he termed as "governmental abuses" and he abandoned his post. Moreno remained in Cuba until Fidel Castro's takeover, and during that time, he befriended many high ranking revolutionary army officers. Moreno returned to the U.S. in the mid-1960s and resumed anonymity. In 1978, Moreno and a group of Cuban exile figures joined what was later termed "The 75 Group". The group, led by Bernardo Benes and Rev. Manuel Espinosa, travelled to Cuba and engaged in a political dialogue with Cuban government officials. As a result of the encounter between Cuban exiles and Cuban officials, the Cuban government agreed to release hundreds of political prisoners and to re-open flights between Havana and Miami. While in Cuba Moreno reaffirmed his ties with high ranking government figures.
