General Investigations Division General Investigations Division The General Investigations Division (GID) is an investigative branch of the Virginia State Police Bureau of Criminal Investigation, with over 182 authorized positions, of which 134 are special agents and the remaining 48 positions are supervisors and support personnel. Bureau of Criminal Investigation
Bureau of Criminal Investigation Division (BCI) has full law enforcement and arrest authority throughout the state. The division assists local, state, and federal law enforcement agencies in the investigation of crimes within North Dakota; maintains the state’s criminal history records system; issues concealed weapons permits; maintains offender registration information; and coordinates training and licensing for North Dakota law enforcement officers. Staff of the BCI frequently conduct presentations for civic groups, professional associations, students, and parents related to the signs and dangers of drug abuse. In addition, each year the division receives a grant that is used to provide officer training and materials necessary to implement CounterAct, a drug and alcohol education program aimed at elementary-age children. The public is encouraged to call the following toll-free number to report and suspicious activity to the BCI.

    Procedures for Contacts Between the FBI and the Criminal Division Concerning Foreign Intelligence and Foreign Counterintelligence Investigations
The procedures contained herein, unless otherwise specified by the Attorney General, apply to foreign intelligence (FI) and foreign counterintelligence (FCI) investigations conducted by the FBI, including investigations related to espionage and foreign and international terrorism. The purpose of these procedures is to ensure that FI and FCI investigations are conducted lawfully, and that the Department's criminal and intelligence/counterintelligence functions are properly coordinated. A. Contacts During an FI or FCI Investigation in Which FISA Surveillance or Searches are Being Conducted 1. If, in the course of an FI or FCI investigation utilizing electronic surveillance or physical searches under the Foreign Intelligence Surveillance Act (FISA), facts or circumstances are developed that reasonably indicate that a significant federal crime has been, is being, or may be committed, the FBI and OIPR each shall independently notify the Criminal Division. Notice to the Criminal Division shall include the facts and circumstances developed during the investigation that support the indication of significant federal criminal activity. The FBI shall inform OIPR when it initiates contact with the Criminal Division. After this initial notification, the Criminal Division shall notify OIPR before engaging in substantive consultations with the FBI, as discussed in paragraph 5, below.

    This unit is a local assistance agency or one to whom all law enforcement may come for help in difficult criminal investigations. Investigations are normally conducted at the request of any duly authorized law enforcement agency in the state. However, this unit may also conduct investigations at the direction of the Commissioner of Public Safety, the Attorney General or the Governor. Responsibilities include the following: Investigations conducted into crimes against persons (murder, rape, robbery, etc. ) and crimes against property (burglary, theft, fraud and embezzlement). Investigations into vice related crimes of gambling and liquor. Conducting investigations into violations covered by the Sex Offender Registry as well as conducting risk assessments on registrants. Investigations into missing person cases and unidentified persons/bodies. The unit cooperates with the Governor's Office in conducting background investigations into those who would seek a pardon, clemency or other relief from the Governor for any crime for which they were convicted. Specially trained personnel conduct polygraph examinations, intelligence investigations and provide expertise in criminal profiling.

From The Wall Street Journal Online On July 27, agents from the IRS criminal investigation division together with agents from the Treasury inspector general's office raided the company's headquarters in Charleston, S.C. "They showed up here with the darn agents, the badges and stuff," says John Harris, the founder of the company. "It petrified our employees." Mr. Harris, 47 years old, says the subpoena was for thousands of documents he had signed that gave him the right to represent taxpayers before the IRS. One specific issue behind the raid is whether Mr. Harris had relinquished that right last year, when he gave up "active" status as a certified public accountant. But the probe may be widening. Several former employees say they have been contacted by Treasury officials looking into the firm's business practices.

    As the state of Iowa celebrates 150 years of statehood in 1996, the Iowa Division of Criminal Investigation will celebrate 75 years of existence. Authorized by legislative action in 1921, special agents were employed by the governor of the state of Iowa as early as 1906. Efforts to organize a state investigative unit began in the late 1800s, and were intensified by the efforts of Attorney General H.W. Byars in 1907 and 1908. In 1910, Attorney General George Cosson employed a few special agents who assisted in the investigation of a "sensational" case. However, the amount of agents employed proved to be inadequate, and in 1915, the Legislature approved the Special Agents Act. This act additionally provided the governor with special agents assigned specifically to his office. By the end of 1916, 400 bootleggers, 100 gamblers and 25 other persons had been arrested and sent to prison by the efforts of these agents. Additional legislation in 1917 continued their efforts, and a $25,000 budget was approved for the special agent staff. The Iowa Bankers Association served as advocates in pressuring the Legislature to create the Bureau of Criminal Investigation because they were experiencing a rash of robberies and the investigations needed coordinating.

    Into Activities of Atlantic County Funeral Director
    This week, Jewell came under intense scrutiny by the Atlantic City Police Department and the Atlantic County Prosecutors Office after decomposing human remains were found at her funeral home. Consumer Affairs, which oversees the Board of Mortuary Science, has been closely monitoring the local and county investigations. "State law requires funeral directors who take possession of human remains to dispose of those remains in accordance with State law and the instructions of the person who arranged for the burial or cremation of the decedent," Erdos said. "Obviously, failing to tend to decomposing human remains does not comport with State law." The Office of the Attorney General will also look at the complaints relating to Jewell's handling of pre-need accounts. "Today, it is not unusual for people to plan their own funerals or that of loved ones prior to their -more- deaths," Erdos said. "These plans are referred to as pre-need funeral arrangements which allow people to pay for their funerals in advance." Under New Jersey law, pre-need funds may be placed in either a trust account or a funeral insurance policy, either of which must be in the consumer's name and established within 30 days of receipt.
