UWS 17.04(g) or (h), Wis. Adm. Code. University employees are also subject to disciplinary sanctions for violation of these provisions occurring on university property or the worksite or during work time, up to and including termination from employment. Any student who engages in an activity, on campus or at an event sponsored by a center or institution or by the system, that constitutes a violation of ch. 161 is subject to non academic misconduct disciplinary sanctions, as provided by the board by rule. In determining the appropriate sanction, the board or its designee shall consider those penalties (including suspension and expulsion), that will contribute most effectively to maintaining a system environment that is free from controlled substances, as defined in s. 161.01(4). Disciplinary sanctions are initiated and imposed in accordance with applicable procedural requirements and work rules, as set forth in Wisconsin statutes, administrative rules, faculty and academic staff policies, and collective bargaining agreements. Referral for prosecution under criminal law is also possible. Further, violations of ss. UWS 18.06(13) and 18.10, Wis. Adm. Code may result in additional penalties as allowed under ch. UWS 18, Wis. Adm. Code. Employees who are convicted of any criminal drug statute violation occurring in the workplace must notify their dean, director or department chair within 5 days of the conviction if the employees are employed by the University at the time of the conviction.

The Cost of Employee Fraud and Abuse Crime is the most important subject on the public agenda today according to most national polls. Citizens of all races are fearful of violence and concerned about their own safety. People want their legislators and law enforcement leaders at all levels of government to develop effective strategies to reduce crime and ensure safety. This web page provides a compilation of resources on this topic, including both resources that are available in the Michigan State University Main Library as well as those that are available over the world wide web. In the most comprehensive study of its type, an article in the October issue of the Journal of Law and Economics (University of Chicago Press) says that crime costs $4,100 per person, or $1.7 trillion in 1997 dollars. The report, researched and written by David Anderson, an economist at Davidson College in North Carolina, covered such details as police and private security expenses, corrections costs, expense of crime-related injuries, amount of theft. Crime Stats From National Center for Policy Analysis 24 September, 1998 Punishment Helping Reduce Crime Serious crime in the United States soared to alarming heights beginning in the 1960s, but began leveling off in the 1980s and has declined by one-third during the 1990s. Every category of violent crime has decreased since 1993. Last year, serious crime reported to the police was only 5 percent above the rates for 1970, and in many cities across the country, it matched the crime rates of the 1960s. A major reason for this reduction in crime is that crime has become more costly to the perpetrators. The likelihood of going to prison for committing any type of major crime has increased substantially. Since 1993: •The murder rate has dropped 30 percent, as the probability of going to prison for murder has risen 53 percent. •Rape has decreased 14 percent, as the probability of imprisonment has increased 12 percent. •Robbery has decreased 29 percent, as the probability of imprisonment has increased 28 percent. •Aggravated assault has decreased 14 percent, as the probability of imprisonment has increased 27 percent.

A young offender (17 yrs) in Deline, NWT, was sentenced to two years probation as the result of a standoff in this community. The YO was holed up in a residence and was talked down by the local RCMP and the ERT from Yellowknife after three hours. This incident also included a slow chase throughout the commmunity. I understand the YO had a shotgun in his possession. He was charged with having in his possession a weapon dangerous to the public peace. Subject: Japanese Youth Crimes VIOLENT! Source: SOF, Feb98; Report by the Japan Justice Ministry, youth crimes are becoming more henious, and are increasingly committed by groups rather than individuals. The Report indicates that over the last 10 years cases involving 16 year olds and over indicated 83% involved the use of weapons, including knives, and 61% were committed by groups. The spark for the report was the cry for young offenders to be able to be tried in criminal court. They want it lowered to 14 from the current 16. In May 1997 a Boy 14 years old slew and beheaded a 11 year old Kobe boy, the case went to "Family Court" instead of Criminal Trial.
