In 1996, Canada's crime rate fell for the fifth consecutive year (down 2% in 1996), after almost three decades of steady increases. However, an Angus Reid poll in July 1997 shows that a majority of Canadians (60%) perceive that crime is actually on the rise. In the last 30 years:
  • property crime has tripled
  • violent crime has quadrupled
How do we compare to our American neighbours?
Victimization studies conducted by Statistics Canada show that:
  • 25% of Canadians were victims of crime in 1996
  • personal property theft is 50% higher in Canada
  • home invasions are four times more likely to occur in Canada than they are in the U.S. Except for murder, Canadians suffer almost as much violent crime as Americans (6% in Canada vs. 7% in the United States) and more non-violent crime
Property Crimes
Motor vehicle theft has grown by 79% since 1988, with a 9% jump in 1996. And residential break and enters are up by 3%. Violent Crimes
The homicide rate increased by 6% in 1996. The robbery rate rose by 2%.

Since February 1999, the public has had access to crime statistics in Houston via HPD's website. The data has in the past been distributed at local Positive Interaction Program (PIP) Meetings. Now, anyone with access to the Internet is able to search the database for current statistics affecting their neighborhood. The information is broken down by police beat and uses a table format to show occurrences of the following types of crimes:
  • Murder Rape Robbery Aggravated assault Burglary Burglary to a motor vehicle Auto theft Narcotic drug law violations Driving while intoxicated
In order to obtain the information, you will need to determine which area of the city you wish to research. Punishment Helping Reduce Crime
Serious crime in the United States soared to alarming heights beginning in the 1960s, but began leveling off in the 1980s and has declined by one-third during the 1990s. Every category of violent crime has decreased since 1993. Last year, serious crime reported to the police was only 5 percent above the rates for 1970, and in many cities across the country, it matched the crime rates of the 1960s. A major reason for this reduction in crime is that crime has become more costly to the perpetrators. The likelihood of going to prison for committing any type of major crime has increased substantially. Since 1993:
•The murder rate has dropped 30 percent, as the probability of going to prison for murder has risen 53 percent. •Rape has decreased 14 percent, as the probability of imprisonment has increased 12 percent. •Robbery has decreased 29 percent, as the probability of imprisonment has increased 28 percent. •Aggravated assault has decreased 14 percent, as the probability of imprisonment has increased 27 percent.

Part 1 crime in West Sacramento decreased 4.61% in 2001, however it is important to note we have changed the way aggravated assault is defined. According to the Department of Justice, an assault is considered aggravated only if someone seeks or requires medical attention from a professional. Previously, every felony assault was counted as an aggravated assault. In order to accurately show crime trends all assaults (simple and aggravated) have been included in several of the following graphs. The FBI tabulates the total number of Part One Crimes committed per city to calculate the Crime Index for cities in the United States and these statistics are published in their Uniform Crime Report (UCR).
The UCR is not released by the FBI until October of each year for the preceeding year's stats. Please Note : In UCR Summary Reporting only the most serious crime in any offense is counted for statistical figures where as in National Incident Based Reporting (NIBR) all reported offenses are counted. The Crime Index involves Violent Crimes and Property Crimes.
Here is a breakdown of what constitutes a violent or property crime:

63,000 Fewer Crime Victims Than in 1991 January 18, 1998 For the sixth year in a row, the number of major crimes reported in Chicago declined in 1997, according to preliminary statistics released by the Chicago Police Department. There were 63,000 fewer victims of serious crime last year than there were in 1991, a 20 percent reduction, police said. "Every major crime category is significantly lower today than it was at the beginning of this decade, with the largest reductions coming in the area of violent crime," said Acting Police Superintendent John J. Townsend. "Crime and violence remain serious concerns for our City. But we have made steady and significant progress, thanks in large part to the efforts of Chicago police officers, residents and other City agencies working together under our CAPS strategy," he said. Compared with 1991, there were 25,400 fewer victims of violent crime in Chicago last year, a decrease of 28 percent. Robberies were down 42 percent during this period, with 18,500 fewer victims last year than in 1991. Criminal sexual assaults declined 29 percent between 1991 and 1997, while homicides were reduced by more than 18 percent. The 1997 murder count was the lowest since 1989.
