It's no different with crime statistics. Statistics on crime per resident show Topekans are more likely to be victimized if they're in the downtown area rather than in the southwest part of the city. But that's largely because fewer people live in the downtown area. Police records show more than five and one-half times the number of crimes per resident are committed in police patrol territory 441, which includes downtown Topeka, than in territory 448, which is situated south and west of S.W. 21st and Gage Boulevard. Yet police received reports of nearly 70 percent more crimes in territory 448 last year than in 441. The latter area is bounded on the north by the Kansas River, on the south by S. 17th Street, on the east by S.E. Branner Trafficway and on the west by S.W. Topeka Boulevard. Police say territory 441 has a higher crime rate per resident because nearly seven times as many people live in 448 than in 441.

"I have obtained correspondence between the police and the Minister before this year's election. This clearly shows Mr Hawkins received crime statistics indicating a rise in crime between 2000/01 and 2001/02, but deliberately used inaccurate figures to issue a media statement, two weeks before the election, claiming crime had dropped by 2.4 percent. "Mr Hawkins exploited the previous year's incorrect figures in order to create a drop in crime. "Mr Hawkins claimed in his press release that he had compared the 2001/02 provisional ten-monthly figures with the crime figures of the same period from the previous year. In fact, he did not use the 2000/01 recorded crime figures at all. Despite knowing the true crime rate for those ten months, Mr Hawkins used the 2000/01 "provisional" figures - outdated and blatantly inaccurate estimates which he knew overstated the period's crime by 10,000. Holder Jr. told the Gannett National Conference for Reporters and Editors.
