November 4, 1999 Governor Pataki Awards $6.4 Million To State's Crime Labs Funding to Help Forensic Laboratories Continue High-Tech Crime Fighting
Governor George E. Pataki today announced the distribution of $6,411,970 in funding for accredited forensic laboratories around the state. The grants will be used to purchase new equipment, improve technical training, and support the daily operations of the labs. "Forensic crime labs perform a critical role in law enforcement's efforts to identify and prosecute criminals. So, it's essential that the labs get the resources they need to work efficiently and effectively," Governor Pataki said. "This funding will help provide those technical resources as we enter a new era of crime-fighting where even the smallest piece of DNA evidence can make the difference in identifying a criminal. "The scope of crimes for which convicted criminals must submit samples to the state's DNA Databank will increase more than ten-fold as a result of the bill I signed into law just three weeks ago," the Governor said. "The local forensic labs that perform DNA analysis of crime scene evidence are an essential component to the success of the state Databank and this funding will ensure that these labs can make the greatest use of the Databank." The forensic laboratories will use the funding to maintain operating budgets, purchase new equipment, develop evidence handling and tracking systems, address backlog caseloads and train scientists to meet accreditation standards. New York is one of two states nationwide that has adopted the high accreditation standards developed by the American Society of Crime Laboratory Director's Laboratory Accreditation Board for all public forensic laboratories that conduct analysis of crime scene evidence.

The Utah Bureau of Forensic Services Criminalistics Laboratory System is designed to assist law enforcement and prosecutors in analyzing evidence taken from crime scenes across the State of Utah. Our primary focus areas are homicides, sexual assaults, drug identification, photography, fingerprints, trace evidence, firearms and tool marks. The Laboratory System uses state-of-the-art technology and equipment in the analysis of evidence. For example DNA testing has become an integral part of laboratory services. Several high priority cases have been solved using DNA technology. One of the most significant issues the crime labs deal with is clandestine methamphetamine labs. Illicit meth labs are being taken down all over the state of Utah and the increase of these labs has been alarming to law enforcement officials. Methamphetamine is an insidious drug which imposes serious health risks to the offenders and investigating police agencies. When the Crime Lab is called out to help with the investigation of a meth lab, all appropriate steps are taken to ensure the health and safety of everyone involved. Manufacture of methamphetamine in the state of Utah is a first degree felony and Crime Laboratory personnel go to extreme measures to ensure the integrity of the evidence in order to achieve a successful prosecution of those who are involved in this most dangerous activity.

Clinical Laboratory Science professionals. There is a current shortage of graduates and jobs are available internationally, on all shifts, and with flexible scheduling. Graduates work in hospital clinical laboratories, commercial clinical diagnostic laboratories, forensic laboratories, veterinary laboratories, zoo labs, research labs, Blood Banks, government labs, and others.
Students are taught the pathophysiology of the human body and the tests which will identify and monitor disease states. They are then taught how to perform and troubleshoot the lab tests and equipment and spend from 6-10 months in a clinical setting learning hands-on application of their theoretical work.
A national registry exam is required of all graduates Master graduates in CLS learn additional skills in management, education, research or advanced techniques in one of the above disciplines. Concentrations in Instrumentation are also available. Most CLS supervisors and managers have a Master degree.

DNA Typing: A Unique Weapon Against Crime Author: JOHN W. HICKS
Date: January 23, 1989 Just as the swirls and patterns of fingerprints are unique markers of specific individuals, DNA typing produces unique patterns that are also individual-specific. And today, the application of DNA typing technology to criminal investigations is perhaps the most significant forensic breakthrough of the century. When properly used, it has the potential for identifying the violent criminal sooner than previously possible and for clearing innocent persons who may have been regarded as suspects in a particular crime. The Federal Bureau of Investigation's Crime Laboratory in Washington, D.C., will soon begin to use DNA testing methods regularly. Scientists at the FBI's Forensic Science Research and Training Center in Quantico, Va., have recently completed a comprehensive program in which various DNA testing methods were identified, evaluated for forensic applications, and subjected to a series of studies to establish their reliability for use on physical evidence collected during criminal investigations. The FBI laboratory will perform DNA testing on a selective basis on physical evidence submitted by state and local law enforcement agencies, as well as on material submitted in connection with FBI investigations. The test will be used to extract and type the DNA from dried bloodstains and other body fluid stains collected at the scene of violent crimes such as homicide, rape, and aggravated assault. The police agencies must submit known blood standards from the suspect and victim in the case along with the crime scene material so that the DNA types can be effectively compared.

Scientific aid for State police approved
By S.Rajendran BANGALORE, SEPT. 17. The Government has cleared a proposal for the introduction of scientific aid in police stations to ensure a ``comprehensive and conclusive investigation'' of crimes without loss of time. This, in itself, police sources said, will directly correspond to a higher degree of conviction apart from serving as a deterrent to the increasing crime rate. The Chief Minister, Mr. S.M.Krishna, and the Minister for Home, Mr. Mallikarjun Kharge, recently cleared the modernisation plan of the State police pertaining to introduction of scientific kits in the 791 police stations. The project will cost Rs.15 crores and will be part of the modernisation scheme with the expenditure being borne by both the Union and the State governments. The Director-General and Inspector-General of Police, Mr. V.V.Bhaskar, who has been instrumental in pushing the case for better-equipping the police at the ``cutting edge level'' (police stations) with scientific aid for investigation, told The Hindu here today that police stations would be provided with a kit containing a highly sophisticated camera and other equipment to pick up finger and foot prints and other important clues that should help in the quick detection of crime. Police personnel of all ranks, including the constabulary, would be put through an orientation course by experts of the Forensic Science Laboratories.

Maryland may expand its criminal DNA sample program to include all people convicted of violent crimes. A House committee will not seek DNA samples from all state residents because bill sponsor Del. Ann Marie Doory is afraid of trampling on people's civil liberties. She hopes that unsolved cases and new crimes may be solved by using the DNA of people already convicted of other indiscretions. The legislation also calls for a larger DNA database to help eliminate backlogs and for a technology fund to be established to help Maryland get federal assistance for DNA testing. Howard P. Rawlings, chairman of the committee considering the DNA bill, notes that cost might be the biggest opposition to it. The state may also pass a law that forces police and prosecutors to keep DNA from a case for the duration of the perpetrator's imprisonment. (

The investigation of illicit drug laboratories in the state of Victoria is tasked to a small group of specially trained detectives attached to the Victoria Police Drug Squad. Like all members of the Drug Squad, members of the Clandestine Laboratory Unit are qualified in the investigation of serious crime by completing Detective Training School and subsequent years of policing experience. This group of dedicated police members all have further qualifications in specialist skills necessary to deal with the hazards of investigating illegal drug laboratories. Police Members in Breathing Apparatus The criminals operating illegal laboratories display little, if any, regard for the safety and health of the community, often producing their drugs in unhygienic and potentially explosive conditions. Detectives from the Clandestine Laboratory Unit are exposed on a daily basis to the risk of toxic chemicals and explosive substances. For this reason the members are supplied with protective clothing and equipment and are trained by the Metropolitan Fire Brigade in the use of Self Contained Breathing Apparatus. Detectives are subjected to an annual physical examination and regular blood testing to monitor the build up of toxic chemicals within their systems.
