Home Travel Calendar ... About us New books feature facets of country's history By the A.M. Costa Rica staff Two limited edition works unveiled Thursday spotlight outstanding churches of the Central Valley and Guayabo de Turrialba, a pre-Hispanic settlement. The first book, "Templos del Valle Central," is a study of five churches built at the end of the 19th or in the first half of the 20th century. Just 1,000 copies of the book, written in Spanish, were printed, all with funds provided by the Patrimonio, said the ministry. In addition to an important economic investment, the churches represent a communal effort relevant to the reinforcement of the religious and cultural identity of the communities in which they are located, said a release from the ministry. Authors of the work are Carlos Zamora This book was financed with a grant from the U.N. Educational, Scientific and Cultural Organization. The work documents the restoration and conservation that various institutions have undertaken at the archaeological site over the last 20 years. The work also gives a summary of the investigations that have taken place there and analyzes the gradual development of the site over 2,0000 years by the pre-Hispanic residents of what is now Costa Rica

Starting a Business in Costa Rica
by Ed Underwood , President
Central American Consulting Services, Inc.

F or outsiders, doing business in a foreign country can be dauntingCosta Rica is no exception. Like many small countries, the business environment in Costa Rica is controlled by a few entrenched interests. However, the opening of the global marketplace has put pressure on those entrenched interests to yield to outside investment and investors. Costa Rica, a peaceful democracy for decades, has a history of actually inviting foreign investment. An example of this is that it is relatively simple to begin a business in Costa Rica. What one does after a business is begun is an entirely different matter. Costa Rica is an enchanting place to live. Of course, there are some internal problems, but there are problems everywhere. Costa Rica is centrally located between two of the largest consumer markets in the world and, with all the neat, new technology, business can be done from here as easily as from Peoria, Illinois or Patagonia, Argentina! Costa Rica's government is as stable as one could want (in Central America) and the Costa Rican people are simply "a cut above." The Costa Rican corporate legal system is like the country itself"user friendly." Incorporating here is painless and suggested as the first step to doing any other kind of business. With a smattering of business sense, a rudimentary grasp of Spanish, a bit of ready cash, and the desire to become a global power (!), anyone can be a recognized business entity.

History and Government
History:
Under the rule of General Tomas Guardia between 1870 and 1882, Costa Rica developed many of its principal modern characteristics, notably the minimal role of the Catholic Church in secular matters and a relatively isolationist foreign policy. (The democratic elections of 1890 are acknowledged to have been the first in the region). Throughout the 20th century, Costa Rica has enjoyed peace and a steady growth in prosperity, with the notable exception of a civil war in 1948 which followed a disputed presidential election. After the victory of José Figueres Ferrer in the conflict, the army was abolished in a unique political decision which entrusted the defence of the country to a Civil Guard, and this decision was enshrined in a new constitution (which still prevails today). The country enjoys good relations with its neighbours: a minor outstanding territorial dispute with Nicaragua over navigation along the San Juan river (which serves as their mutual border) was settled in 2000.
In recent times, one of the most prominent political figures has been Oscar Arias Sanchez of the

SINPE The current application for the Settlement System, SINPE (Inter-bank Electronic Payments and Transactions System), is a mission critical system due to its utility (inter-bank financial transactions) as well as the number of transactions it handles (more than 100,000 daily, exceeding $500 million). The Central Bank and the department in charge of managing SINPE, in particular, have long been recognized as pioneers in adopting and deploying the most advanced and modern technologies, such as XML, COM+, Web Services. SNIPE is a clear example of such forward thinking. The application is built on Microsoft technologies, such as Visual Basic 6.0, SQL Server and ASP. It is built in line with the three-tiered NDA model: data layer, which uses ADO to connect to the database server; business layer, which uses COM+ services to provide security, scalability and productivity; and the presentation layer, or client, which must be installed locally for every user.

Doing Business in Costa Rica Costa Rica remains one of the safest and most attractive country for foreign investment in Latin America. The Costa Rican government, its ministries and financial institutions maintain a decidedly pro-U.S. and continental stance in regard to financial security and tax laws. The stated aim is to entice primarily high-tech corporations to take advantage of Central America's most educated, computer literate and disciplined workforce, along with the modern production infrastructure the country is currently creating. The economy is being transformed from its long-time dependence on coffee, bananas and cattle raising to one centered on microprocessor production and high-tech telecommunications services.
The Costa Rican-American Chamber of Commerce AmCham is an important resource for anyone interested in doing business in Costa Rica.
http://www.amcham.co.cr/
This investment-friendly climate and government policy of making Costa Rica "the Silicon Valley of Latin America" has enticed commercial leaders such as Acer, Microsoft, GE, Abbot Laboratories, Continental Airways and Intel Corporation to make sizable investments here, both financially and physically, with major production and distribution facilities. Western Union has chosen Costa Rica to host its Latin American regional operations center. In 1998, for the first time ever, Costa Rica is poised to earn more from high technology exports than from coffee or bananas or even its lucrative, thriving tourism industry.
