PROVINCIAL SUSTAINABILITY INDICATORS INITIATIVE Purpose The purpose of the Provincial Sustainability Indicators Initiative is to establish a set of indicators for sustainability reporting that will provide information on the key vital signs of Manitoba's environment, economy, human health and social well-being, and discuss the linkages and interdependencies. This is intended to provide the basis for making better informed, holistically based decisions, to ensure future generations have the same or better opportunities we do. It will aid in benchmarking as well as monitoring trends and determining progress toward established targets. Legislated Mandate The process of developing a set of provincial sustainability indicators began in July of 1998, with the passage of The Sustainable Development Act Under part 5, sections 9 and 10, the Province of Manitoba must establish a set of sustainability indicators by July 2001, and prepare a Provincial Sustainability Report based on these indicators by July 2005. Sustainability Reporting has replaced State of the Environment Reporting, which was required in

MANITOBA SUSTAINABILITY INDICATORS AND REPORTING INITIATIVE Purpose The purpose of the Manitoba Sustainability Indicators and Reporting Initiative is to establish a set of indicators for sustainability reporting that will provide information on the key vital signs of Manitoba's environment, economy, human health and social well-being, and discuss the linkages and interdependencies between these areas. Interpretive Summary:
Economic research was undertaken to study which soils might best be targeted for conservation, using economic and sustainability criteria. An economic model of non-irrigated corn production was created to determine, under requirements of maintaining a certain level of production or maintaining soil quality, if it was best to apply conservation practices in the management of the production process. Results show that decisions to use or conserve soil and the impacts of these decisions are highly dependent upon the characteristics of the soil and how sustainability is defined. In general, while soil conservation slowed degradation on erodible soils, it seemed to be more effective and economically efficient the better the initial quality of the soil.

Financial Sustainability in Biodiversity Conservation Programmes The need for additional resources arises from the imbalance between a country's need for capacity building and provision of basic infrastructure for conserving biodiversity on the one hand, and the ability of the country to mobilise resources on the other. It appears that domestic resources in most developing countries will continue to be inadequate for financing the conservation of biodiversity. And there are other reasons why financial resources are needed for Biodiversity: First of all, many of the benefits of biodiversity flow to all citizens of the world, while the costs tend to fall on the countries with only limited financial resources. Secondly, while many investments in conserving biodiversity will provide substantial benefits, these are often long-term and the full benefits may not be realised for many years, while the costs need to be paid today, necessitating long-term bridge financing which is difficult to obtain in developing countries. Finally, payment for conservation services provided to the global community by developing countries and hence avoiding irreversible losses of biodiversity when countries are poor, may be highly valued after those countries become more wealthy.
Jeffrey A. McNeely, Chief Scientist at the IUCN wrote a paper that surveys the current situation, presents trends, and promising innovations in the financing of biodiversity conservation. It describes each promising financial tool and the policies, technologies, and entrepreneurial initiatives required to make the tool successful. It emphasises innovative tools that are relatively poorly known.

It has a rather sophisticated design that incorporates clay lining to prevent leaching. The landfill also has a recycling center, a used goods drop off, and a hazardous material drop off day.

    A Sahelian country in the Horn of Africa
    With an area of approximately 120,000 sq km, Eritrea is nearly three times the size of Switzerland, although it is one of the smallest states in Africa. It is a young state - the country only became independent in 1993 after a 30-year war with Ethiopia, of which it was previously the northernmost province. Nature has not been kind to Eritrea, and it has all the characteristics of a Sahelian country. This applies in particular to its rainfall, which is low and varies widely from year to year, both with regard to quantity and the time the rainy season starts. The majority of the country consists of savanna, with its typical acacias, as well as steppe and desert, particularly in the western lowlands near Sudan and in the east toward the Red Sea. Only the central highlands, at altitudes between 1500 and 2500 meters, which represent about a quarter of the country's area, have sufficient rainfall to allow farming.

    DESCRIPTION
    The percentage of realised nature conservation programmes measures the degree to which the programmes have succeeded. The status of programmes cannot be presented as a time series, because the data are not comparable as mapping techniques have evolved, estimates of e.g. the surface area of nature reserves have improved. The table above gives the percentage of realised nature reserves (total for public and private lands), lands bought for conservation purposes by the state, and unbought land still in private hands. Lands already in state hands are in practice conserved, even if formal legal definition of their status is still lacking. On state property conservation programmes are implemented by formal Governmental decisions. Nature reserves designated on private property are bought with state funds or exchanged for state lands, or declared protected by decision of the local Regional Environmental Centre. National parks and strict nature reserves of over 1000 hectares are ratified by an act of parliament. Amendments may also be passed to designate smaller reserves on state property, in addition to which Government bodies have the right to give protection to land under their control. The main responsibility for realising nature conservation programmes rests with the Regional Environmental Centres. The actual acquisition of land for conservation is carried out jointly by the Environmental Centres and the Forest and Park Service.
