Under the proposed Aimee's Law, if a murderer, rapist or child molester who has finished his sentence in one state commits a similar crime in another, the state in which the perpetrator committed the second offense would have a claim against the first states' federal law enforcement funds for the cost of apprehending, prosecuting and incarcerating the criminal. According to Representative Lawlor, the proposed law "does not take into account the diversity of criminal statutes and the lack of uniformity in sentencing systems. It is almost impossible to develop a formula that appropriately acknowledges the unique aspects of criminal law and procedure in each of the fifty states." Under Aimee's law, states would be encouraged to adopt a criminal code identical to one another's.
