Boards, Superintendents Should Collaborate More
Friction among school board members and between boards and superintendents makes recruiting people to serve on boards or work as administrators harder, Dr. Paul Houston, executive director of the American Association of School Administrators, told Education World. A recent report from the New England School Development Council offers strategies to help build strong school board-superintendent teams. Included: Practical suggestions from the report and comments from officials of national school leadership organizations. School boards need to focus more on setting policy and less on micro-managing superintendents and school systems, according to a New England School Development Council (NESDC) report. The council advises boards and superintendents to work more as teams and less as adversaries.

Wesleyan University's Upward Bound Program, initiated in 1966, is a nationally acclaimed educational program for at-risk youth from the cities of Middletown, Meriden and Portland. Working in close concert with the public schools and parents, Upward Bound assists over 120 students grades 9-12, in a program of instruction, college, financial aid and career counseling, tutoring, community service and cultural activities aimed at high school success and college enrollment. All new students participate in a two week wilderness rite of passage for which they are released from school two weeks early at the end of grade 8. The program operates at the high schools during the school year and includes an intensive six week summer academic, cultural and counseling program on the Wesleyan campus. Wesleyan Upward Bound is operated by the University with grants from the U.S. Department of Education, the Connecticut Department of Higher Education (*Connecticut Collegiate Awareness and Preparation Program) and the Middletown, Meriden and Portland Boards of Education. Wesleyan Upward Bound is the only one of over 600 Upward Bound programs in the country to receive federal, state and local funding. In 1987, it was selected as a Model of the College Compensatory Program by the U.S. Department of Education and the Council for Opportunity in Education (formerly the National Council of Educational Opportunity Associations).

Includes research, examples, and other resources for students, educators, administrators, and concerned community members who support validating student voice in school decision-making by including students on school boards. Introduction STUDENT participation on boards of education is a small part of a much larger movement towards meaningful student involvement throughout education. Since the 1960s this effort has waxed and waned, according to the will of school officials and the sincere interest of students involved. Today that tide is turning, and students across the US are calling for deepened engagement in the decision-making that affects them on all levels - in the classroom, in the auditorium, and in the boardroom. In Washington state the Seattle Young People's Project is calling for two students - one male, one female - to be elected to the school board through popular vote among students. These students would ideally represent the diversity and power of young people throughout the district. The Washington State Resource Guide is being created to support the work of these young people in their struggle, as well as the adults who ultimately choose the fate of student voice on the school board.

Gaffey was elected to a fifth term in the Connecticut State Senate in November of 2002. He represents the 13th Senatorial District and the residents of Meriden and Middlefield, as well as portions of Middletown and Cheshire. In January, for the fourth consecutive term, Senator Gaffey was appointed Deputy Majority Leader and Chairman of the Education Committee. That committee has cognizance of all matters relating to elementary and secondary education, the state Department of Education, local and regional boards of education, and collective bargaining for teachers and administrators. In addition, Senator Gaffey is vice-chair of the Higher Education and Employment Enhancement Committee and he's a member of the Legislative Management and Finance, Revenue and Bonding Committees. He is also a member of the New England Board of Higher Education, the Bushnell Education Committee, and the Education Committee of the National Conference of State Legislatures. Senator Gaffey has consistently maintained a commitment to his educational priorities. He successfully maintained high levels of Education Cost Sharing (ECS) grants and school construction funding for Connecticut cities and towns. He also provided additional funding for the state's vocational/technical high schools, Community Colleges, State Universities, and UConn.

Sullivan Addresses Local Education Officials at C.A.B.E.'s Annual "Day on the Hill"
Speaking today in front of local education officials at the Connecticut Association of Boards of Education's (CABE's) annual "Day on the Hill," Senate President Pro Tempore Kevin B. Sullivan (DWest Hartford) said, "There is no question that tough times still lie ahead for Connecticut but creating a leaner budget does not mean making a leaner meaner budget; it means making a leaner smart budget. And our commitment to education must remain strong." The event, which is sponsored annually by CABE, is an opportunity for members to meet with and discuss pending legislation with state lawmakers. CABE is a non-profit organization aimed at assisting local and regional boards of education through lobbying efforts, workshops, and providing legal, policy, and negotiation support. During his remarks, Sullivan said, "The governor was right when he said that no one was going to like his budget. No one does. His budget proposal does not hit any area harder than it does education. From college aid to core local school funding the governor has proposed reductions in all educational areas. That means that most school districts will actually be getting less of lessnot less of more. The proposed budget from the administration produced absolute reductions in state funding to education, and worse yet, real policy changes in the fairness of the distribution of the Educational Cost Sharing (ECS) grant."

To that end, CSSA holds a quarterly lecture series and works with CSTA to cosponsor an annual science educators conference. CSSA is in the process of incorporating as a non-profit association. Members may jointly belong to the National Science Education Leadership Association (NSELA)
Connecticut Science Supervisors Association Activities: o Science Education for the Deaf, presented by Dr. Peter Schieffele, University of Connecticut, Avery Point. Dr. Schieffele used video, overheads, and print materials to explain and illustrate his program for deaf students using instruments to survey whales and dolphins. He also went over his Aquanaut program with NOAA for High School Students. He explained and gave lesson ideas for teachers on marine science activities. o Connecticut State Department Science Standards, presented by Mr. Raymond Pecheone from the Connecticut State Department of Education on the newest Connecticut Science Standards which will be assessed. Supervisors were given the newest information to use with their teachers and students in preparing for the Connecticut Academic Performance Test. o Performance-Based Assessment Materials from the Connecticut Academy for Mathematics, Science, and Technology, presented by Dr. Ralph Yulo, explained the new elementary science component which eventually may be used for assessment in grades 4 and 8. Supervisors within districts will be given the option of piloting these programs.
