It is also thought that First Americans migrated from Siberia over the Bering Strait about 14,000 years ago, or perhaps even earlier. The land bridge was dry ground for several thousand years before the sea level rose again and stopped migration. The hunters would have followed the migrating herds of large mammals as they moved south. As the glaciers melted, the First Americans spread to the North American coasts and across the entire continent. Native Americans adapted to the climates and terrains in which they lived and used whatever natural resources were available. The arrival of the Europeans in the 1500's began a change in the lives of the Indian people that continued through the next centuries. Sometimes the changes were good. The horses brought by the Spanish made bison hunting much easier and safer. But Vikings, Spanish, English and French explorers, colonists and missionaries spread diseases, made slaves of the people, forced relocations, claimed ownership of natural resources and land, and tried to stamp out the native cultures. Some of the Indian people survived, but not without making drastic changes in their life styles.

The Library of Congress home Overview Documents A map of the United States of America Map Collections, 1544-1999 In 1776, the Continental Congress appointed a committee to develop a plan for a central government. Shortly thereafter, the Articles of Confederation were written and a union of states, called the United States of America, came into being. Under the Articles of Confederation, the newly developed central government was required to share power with the states. Among the powers given over to the central government were making war and peace, conducting diplomatic relations, requisitioning men and money from the states, coining and borrowing money, and regulating Indian affairs. The states were responsible for enforcing laws, regulating commerce, administering justice, and levying taxes. During the mid 1780s, the Confederation Congress was particularly attentive to problems in the Northwest Territory, an area of land located between the thirteen states and the Mississippi River. Thousands of settlers had moved into the area by 1780. However, they were not the first settlers. Living on the land were numerous nations of Native Americans. The Congress spent a good deal of time and effort developing policies to keep peace between the white settlers and the Native Americans. Treaties, the appointment of government agents and superintendents to serve as intermediaries between Native Americans and the government, and raising and arming troops to put down insurrections, are examples of strategies the Confederation Congress used to maintain peace, meet the needs of the Native Americans, and open the area for further settlement.

The welcome mat was always out, and I took advantage of it just as often as I could sneak off from home. Indians can have fun with the simplest things on earth. Some of the best fun we had as kids was sketching animals in the dark night with a live coal. Chasing rattlesnakes was the second best thing we did for fun, though I feel sorry for all those snakes now. As the evening shadows lengthened and the leaves of the cottonwoods sighed with relief one of the elders would pull up an old oil bucket and begin nodding. It was like watching a bob cat's cave entrance; we knew that if we kept real quiet and waited long enough, a story would come gliding out of the shadows.
