OCA-CVC is a chapter organization to its parent national organization.       San Francisco School Board, l905
      In response to the challenge of changing demographics more than a century ago, the San Francisco School Board established a segregated Chinese Primary School for Chinese children to attend, including those who were American-born. By the turn-of-the century after Japanese immigrants had settled in the wake of Chinese exclusion, the School Board also applied the Chinese segregation policy to Japanese students. School superintendent, Aaron Altmann, advised the city's principals: "Any child that may apply for enrollment or at present attends your school who may be designated under the head of 'Mongolian' must be excluded, and in furtherance of this please direct them to apply at the Chinese School for enrollment." Throughout their history, Asian Americans have confronted a long legacy of exclusion and inequity in relation to school policies and practices, particularly during periods of changing demographics, economic recession, or war. In spite of historic, linguistic differences, distinct Asian nationalities have been grouped together and treated similarly in schools and in the larger society. The grouping of Asian Americans together, then, makes sense in light of historic links from the past to the present.

    The relationship between the United States and Asia has played a key role in shaping the history as well as perceptions of Asian Americans from all ethnic backgrounds. The recent influx of Vietnam, Hmong and Cambodian refugees can be directly linked to U.S. involvement in Vietnam and Cambodia. The identity of Filipino Americans was in limbo for quite some time (during U.S. rule 1901-46) due to their historical status as "wards" or American "nationals" with U.S. passports without the right to citizenship. The most obvious example is the relationship between the U.S. and Japan, both during World War II and during recent years.
    The way that most Americans perceive Asian people, and thus, Asian Americans, is heavily influenced by the nature of our political relations with a particular country. Unfortunately, when relations with a nation like Japan are not good, not only are Japanese Americans targeted due to their ancestral affiliation, but any group that bears a resemblance to the Japanese often suffers as well.

    Asian American History in Phoenix
    Arizona holds the distinction of having the first Chinese-American anywhere in the U.S. as an elected official in its House of Representatives. In 1946 Wing F. Ong, sent by his family from San Francisco, arrived in Phoenix to earn a law degree from the University of Arizona. He helped build working relationships between Asian and non-Asian communities. Another Asian public servant, Thomas Tang, became a judge in the Ninth U.S. Circuit Court, which includes Arizona. APS (formerly Arizona Public Service Co.), the state's largest public utility, was founded by Japanese immigrant Hachiro Onuki. Despite the indignity of interning Japanese settlers in harsh, isolated camps in Greater Phoenix during WWII, because they were considered a threat to national security, these Asians managed to flourish. They were notable as growers of magnificent decorative flowers along Baseline Road, and as farmers of quality produce and citrus.

    Healthy Asian Americans
    As an important component of the community-based international learning programs founded by the Kellogg Foundation, all Visiting Scholars from the BMU participated in the community-based research, health education and/or health promotion programs. The Healthy Asian Americans project, one of such learning programs, is briefly introduced below. Mission
    The "Healthy Asian Americans" project (HAAP), initiated in 1996, devotes its effort to research on health issues as well as to community-based health promotion programs. Its mission is to improve the overall health status of Asian Americans and immigrants living in the United States with special focus on Southeastern Michigan.
    Accomplishments of the HAAP Since May 1996
    Extensive relationships cultivated by HAAP with Asian American community organizations in Michigan and with bilingual health care providers.     25% Americans Reflect Strong Negative Attitudes and Stereotypes Americans Uncomfortable with Asian American as US President or in inter-marriage The Committee of 100 today announced the results of the first of its kind survey on American attitudes towards Chinese Americans and Asian Americans. The study was conducted by Yankelovich Partners in collaboration and consultation with The Marttila Communications Group and the Anti-Defamation League. Founded in 1989, the Committee of 100 is an organization of prominent Chinese Americans with a two-fold mission: encouraging the full participation of Chinese Americans in U.S. society, and improving relations between the U.S. and China. Findings included:
    • A significant minority, 25%, of Americans indicated strong negative attitudes and stereotypes towards Chinese Americans. 23% of Americans are uncomfortable voting for an Asian American to be President of the United States. This is in contrast to 15% compared with an African American candidate, 14% compared with a woman candidate and 11% compared with a Jewish candidate.

    Because of the Anti-Defamation League's vast experience in dealing with issues of prejudice and bigotry, the League has collaborated with the Committee of 100, an organization of prominent Chinese Americans, to study American attitudes toward Chinese Americans and Asian Americans. The study, conducted by Yankelovich Partners in collaboration with The Marttila Communications Group, shows similarities with studies ADL has conducted on American prejudice toward Jews:
    • ADL's 1998 poll on anti-Semitism found that 31 percent said Jews were more loyal to Israel than America. This poll found that 32 percent believe that Chinese Americans are more loyal to China than America.
      On "control" and "power," in the 1998 poll, 16 percent of those surveyed said that Jews have too much control of Wall Street, while in this new survey, 34 percent said Chinese Americans have too much control of high technology.
    With Chinese Americans, in this survey, a potentially volatile mix of racial prejudice and political prejudice was found.
