Over 90 per cent of children age six to 16 ride bicycles. Children start cycling as play when they are very young. As they grow older and become more experienced, the transition from toy to transportation is made. With increasing independence, parents have less control of where the bicycle is ridden and how it is used. The attitudes you, as a parent, instill in your children from a young age will determine how they will ride for years to come.
Starting out
Make sure your child's bike and helmet are the right size. He or she should be able to straddle the bike with both feet on the ground; a bike that is too big or too small is a safety hazard. Ten-speed bikes are not a good idea because small hands often cannot make the handbrakes work. Buy a bike with a coaster brake. As a minimum, your child's first bike should be equipped with a bell and reflectors. For young children, set the following hard and fast rules:

Introduction There are other individuals, however, who immediately engage in sexually explicit conversation with children. Some offenders primarily collect and trade child-pornographic images, while others seek face-to-face meetings with children via on-line contacts. It is important for parents to understand that children can be indirectly victimized through conversation, i.e. "chat," as well as the transfer of sexually explicit information and material. Computer-sex offenders may also be evaluating children they come in contact with on-line for future face-to-face contact and direct victimization. Parents and children should remember that a computer-sex offender can be any age or sex the person does not have to fit the caricature of a dirty, unkempt, older man wearing a raincoat to be someone who could harm a child.

School and Summer Camp Safety
"Latch-key" children need to know some basic safety rules. These children go home from school or camp to an empty house because their parents work full-time. If your child has no one to stay with while you're not home, try to designate a "safe house" nearby... a neighbor's house where they can go if they don't feel safe at home. If they go home and have a feeling that something isn't right, for ie: if they think they are being followed, or if the door to their house is ajar, let them know they should not go inside. Better safe than sorry.
Do not put your child's name on the outside of any article of clothing, school bags, books, or other items. Strangers looking to abduct a child may use this "free" information to establish a conversation with your child. When this happens, the "stranger" is no longer a stranger to the child, because his/her guard has been weakened. If you must label their clothing, do so on the inside where no one can see it.

Statistics show clearly that children are targeted at a much higher rate than adults. This week’s article is targeted at, once again, Internet Safety Awareness because awareness, understanding, and responsible implementation of safety practices are of paramount importance. There is no cure like prevention, and proper understanding, preparation, and communication can curtail a large percentage of the occurrences of predatory acts being carried out against kids on the Internet.
Two Camps
There appears to be two camps among the organizations on the Internet. We don’t want to knock either of these two camps but we need a take a moment to explain why both sides are valid, but there is balance that can be achieved that just makes sense. One camp will cite the numbers of kids that are being targeted and made the victims of pedophiles and child pornographers, from a very alarmist standpoint. They would tell you that you must never, ever, for any reason, allow your kids to supply personal information of any kind to anyone on-line.

On-line computer exploration opens a world of possibilities but it can also expose users to danger from sex offenders and other pests who use the Internet to snare the unwary. Everyone needs to realise that a computer-sex offender can be any age or sex - the person does not have to fit the stereotype of a dirty, unkempt, older man wearing a raincoat to be someone who could harm you. There are things we can all do to to keep ourselves safe. The information on this page is a shorter version of the leaflet 'Internet Safety', available here as a pull down file (.pdf). 'Never Talk to Strangers' is what we have been teaching our children for decades. It is the golden rule of child safety. But a segment on the Oprah Winfrey Show helped prove this wrong. Oprah's producers approached several young mothers in a suburban park to ask for their cooperation with an experiment. Each mother insisted that her child would never talk with a stranger nor leave the park with him.
The mothers watched in horror from a distance as their children cheerfully followed the 'stranger' out of the park to look for a lost puppy. Average time it took to lure each child away from the park? Thirty seconds.
All parents face the same challenges when it comes to their children's safety: how do you teach your child to be safe? The answer is educate yourself first then teach your child. Education comes in the form of a book for parents called Protecting the GiftKeeping Children and Teenagers Safe (Dial Press 1999) by national best-selling author Gavin De Becker. De Becker is an expert on the prediction and management of violence. You may remember his first book, Gift of Fear, which taught us to trust our instincts.
'Never Talk to Strangers' is a safety lesson that De Becker believes is incorrect. He advises parents to teach children to talk to strangers. Here is why. If your child is ever lost in public, the ability to talk to strangers is actually the single greatest asset he or she could have. To seek assistance, to describe one's situation, to give a phone number, to ask advice, to say Noall these interactions with adults require the child to speak with strangers. Talking is talking. What parents really want to avoid is children going somewhere with a stranger. This is the important rule to teach.

Teach your kids about 9-1-1 9-1-1 Information for Kids
The Foster City Police Department Communications Center receives approximately 15,000 9-1-1 calls each year. A large percentage of these calls are either misdials or disconnects, often from children playing with the phone. Handling these calls can sometimes interfere with the dispatcher's handling of real emergencies.
It is important that parents educate their children in the use of the telephone, particularly 9-1-1, at an early age. They need to understand that the telephone is not a toy, but also that it is okay to call 9-1-1 for help when they need police, fire or medical help. If you are teaching your children about 9-1-1, we suggest that you consider the following:
  • First, it is important that your child be taught their address and telephone number.
  • Secondly, make sure your child can physically reach at least one telephone. Wall mounted telephones can be unreachable for really small children.
  • Discuss with your child any situations that may be unique to them. This could include an elderly live-in relative; younger sibling; or any other unique factor that the child might encounter.

Nationally, motor vehicle crashes continue to be the leading cause of injury-related death among children age 14 and under. Riding unrestrained is the greatest risk factor for death and injury among child occupants of motor vehicles. Approximately 40% of children age four and under ride unrestrained. In the Spring of 1998, the Institute for Traffic Safety Management and Research (ITSMR) and Fact Finders, Inc. conducted a survey of New York State licensed drivers . They found that only 89.9% of children under the age of four were always restrained. The following table summarizes the results of the child safety seat portion of the survey.
