Feldman, M.D. Abstract: Munchausen by Proxy (MBP) is a recognized form of maltreatment in which caregivers deliberately feign or produce physical and/or psychological-behavioral problems in others. MBP maltreatment may manifest as physical abuse, emotional abuse, medical neglect, sexual abuse , or a combination thereof. When sexual abuse is suspected during an MBP maltreatment investigation or MBP is suspected during a sexual abuse investigation, both sexual abuse and MBP investigation activities and techniques must be combined. This article will provide an MBP overview and an introduction to the basics of appropriate MBP investigation and substantiate/unsubstantiate. Key Words: Munchausen by Proxy, Munchausen by Proxy Syndrome, Munchausen Syndrome by Proxy, Factitious Disorder by Proxy, MBP, MSBP, MSP, maltreatment, abuse, neglect, physical abuse, emotional abuse, neglect, sexual abuse. What is child abuse? Child abuse is any mistreatment or neglect of a child that results in non-accidental harm or injury and which cannot be reasonably explained . Child abuse can include: physical abuse, emotional abuse, sexual abuse and neglect. How many children are reported and investigated for abuse or neglect? In 2001, Child Protective Service (CPS) agencies investigated more than 3.25 million reports of child abuse and neglect throughout the United States. This is an increase of 2 percent from the previous year. Teachers, law enforcement officers, social service workers and physicians made 56 percent of the reports. How Many children are victims of maltreatment? In 2001, CPS agencies determined approximately 1.1 million children were victims of substantiated or indicated child abuse and neglect. The term "substantiated" means that an allegation of maltreatment was confirmed according to the level of evidence required by the State law or State policy. The term "indicated" is an investigation finding used by some States when there is insufficient evidence to substantiate a case under State law or policy, but there is reason to suspect that maltreatment occurred or that there is risk of future maltreatment.

  • Not every State has a toll free hotline, or the hotline may not operate on a 24 hour basis. If a toll free (800 or 888) number is available, it may be accessible only from within that State. Federal agencies have no authority to intervene in individual child abuse and neglect cases. Each State has jurisdiction over these matters, and has specific laws and procedures for reporting and investigating. In some States, all citizens are mandated reporters by State law and must report any suspicion of child abuse or neglect.

1. Edward Jenner’s vaccine saved Britain and the world from Smallpox.
False: The vaccine caused 42,000 deaths in England and Wales in 1871-2 alone, hundreds of thousands of deaths around the world, and delayed the demise of smallpox in the UK by at least 50 years. Isolation, sanitation, social and cyclic factors were responsible for the decline of smallpox. The smallpox vaccine disaster should have seen the permanent banning of all future vaccination but was used as a basis for a multi-billion dollar fraud.

Twenty-Million Ruined Educations

In 1954, most black children were offered an inferior education in America's public schools, especially in the South. The kids learned to read and write and do arithmetic. They learned some history, geography, and respect for western values, and they learned to speak English. However, their education was not equal to the education offered most white children at the same time. White children, in the 1950's, got an excellent education in our big city schools. Now most children, black and white, are offered an inferior education in America's public schools. The education black children get in big cities is worse than inferior. It's pathetic. Failed urban public schools helped produce a black ghetto whose residents evolved their own language. Having failed to teach English, school bureaucrats in Oakland, California decided to make a course of study out of street language. They called it "ebonics" [Note 1]. A question comes to mind. What caused the quality of our big city schools to go from excellent to pathetic in a few decades? Various experts will give you a long list of reasons, but they'll never mention the main one. Public mention of that reason would end the career of an educator or a politician; so they all practice denial. Our urban public schools went from excellent to pathetic because of the actions of a lawless federal judiciary.

By Daniel Wise New York City yesterday agreed to pay $985,000 to the estate of Lisa Steinberg, who was beaten to death in 1987, to settle claims that city agencies had failed to protect her from child abuse. Six-year-old Lisa Steinberg was pummeled to death in 1987 by Joel Steinberg, at the time a criminal defense lawyer. Mr. Steinberg, who had custody of Lisa for her entire life but never adopted her, was convicted of first- degree manslaughter in 1989 for killing her. He remains in jail. After Lisa's death, Ms. Launders was appointed administratrix of her estate, and she brought the lawsuit in that capacity. As Lisa's closest relative, Ms. Launders is expected to receive the bulk of the settlement. The negotiations were supervised by Acting Justice Martin Shulman, and he is expected to approve the accord, lawyers close to the case said. Ms. Launders strongest claim may have been against the Board of Education. She was prepared to prove, Mr. Famighetti said, that a student teacher in Lisa's first grade classroom in Greenwich Village had told the teacher in charge that she had observed "bruises in various stages of healing" on Lisa. That teacher had failed to file a report of suspected child abuse as is required to do under the law, he asserted. Child welfare workers and police officers had both been to the family's West 10th Street apartment and seen evidence of abuse but failed to act on it, Mr. Famighetti said.

CIRCUMCISION AS CHILD ABUSE: THE
LEGAL AND CONSTITUTIONAL ISSUES

I. I NTRODUCTION
The maltreatment of children is as old as recorded history. Infanticide, ritual sacrifice, exposure, mutilation, abandonment, brutal discipline and the near slavery of child labor have existed in all cultures at different periods, and have been justified by disparate beliefs - that they were necessary to placate a god, to expel spirits, to maintain the stability of a race or simply to inculcate learning. Practices viewed today as victimizing children were accepted for long periods in civilized communities as "in the best interest" of society. The Spartans with their exposure of infants, the English and New England owners of factories partly "manned" by children of eight or ten, the Southern slave owners, were all convinced that their treatment was beneficial to the community and perhaps to the children themselves. Despite the great concern about child abuse among scholars and legislators in the past twenty years, the same type of cultural astigmatism which prevented past generations from perceiving their actions as child abuse prevent contemporary Americans from perceiving or acknowledging the most widespread form of child abuse in society today: child mutilation through routine neonatal circumcision of males. In a society in which over 89% of all males are circumcised within a few hours of birth, it may be difficult to conceive of circumcision as mutilation. However, from the perspective of a neutral outsider, neonatal circumcision is as barbarous as female circumcision, the removal of earlobes, fingers or toes, the binding of infant female feet or other disfiguring practices around the world.
