3.28 Charter School Sponsorship
Part 1. Definition of Charter School.
A charter school is a public school established under Minnesota Statutes section 124D.10 as either a cooperative or a non-profit corporation. Charter schools and their sponsors are subject to the requirements in Minnesota Statutes section 124D.10. Part 2. Sponsorship Responsibilities.
To support, improve, and enhance elementary and secondary education in Minnesota, a MnSCU college or university may serve as a charter school sponsor consistent with its mission, MnSCU policy and procedure, and Minnesota Statutes section 124D.10. Sponsoring institutions shall comply with all statutory sponsorship requirements and shall adhere to sponsorship standards established by the Minnesota Department of Children, Families, and Learning (MDCFL). No two states' laws governing charter schools are the same. They appear to be customized combinations of political realities and education ideals. Because these varied laws reflect the attitudes and needs of the specific population a charter school will serve and the fiscal circumstances of the state, some laws limit the number of charter schools that will be approved, how independent they will be, and how long they will be allowed to operate. On one hand, the law may give the charter school total freedom from state regulations but provide no start-up funds. On the other hand, the law may provide start-up funds but constrain freedom in staffing by requiring collective bargaining and state certification of all teachers. Charter schools are intended to offer high-standards alternative schools within a district and to enable parents, teachers, and administrators to design a different school, a school free to adopt new ways that lead to high student achievement. Thus, ideally, the laws should create schools that have the freedom to organize governance, management, curriculum, and instruction in creative ways and that have control over adequate finances. Legislation in some states does little more than permit charter schools (such as in Alabama or Wyoming), while in others it provides support and encouragement (such as in Wisconsin and Minnesota).

  • Average math scores are in the top quarter of the nation, a 46-point jump from the start of the year. Bronx Prep has a longer school day (classes are from 7:55 a.m. to 5:15 p.m.) and a longer school year (200 days, instead of 180). School leaders and students share a focus on academics and high expectations. The blue and white shirts that Bronx Prep students wear say: "Bronx Preparatory School. Preparation. Focus. Success." Teachers use the same 'lesson plan' format in each classroom
Schools are sprouting up like flowers on Webster Avenue. On two blocks in the Bronx, a New York City borough, there are four schools on the same side of the street: Bronx Preparatory Charter School, Bronx Leadership Academy, the new ICON charter school, and JH 147. The Harriet Tubman Charter School is opening a few blocks away.
Why so many schools? Because JH 147 has persistently low test scores - only one in (clarify the statistic) eighth grade students met grade level math standards in 2001. A host of charter schools such as Bronx Preparatory were opened to fill the achievement gap.

Following a seven-year debate, the 2001 General Assembly passed Charter School legislation. Indiana is now the thirty-eighth state (including Washington D.C.) to enable a new breed of public schools to form. The Odyssey School is chartered by the Denver Public School system, making attendance free for any student in the Denver Public School system. In order to address the serious problems undermining the existing school system, many states have written laws and made provisions to enable teachers, parents and community leaders to create charter schools. A charter school must be nonsectarian in its programs and cannot discriminate against any students. Furthermore, it is not allowed to impose school fees on its students. World Prosperity offers free assistance to individuals and groups in the process of forming charter schools. Although a charter school is a public-funded institution that offers educational services for students from grades K-12, it can be distinguished from a conventional public school in three primary ways:
• Encourage alternative and innovative instructional strategies.
• Provide learning experiences that cater to the distinctive needs of students, especially the ones who have been labeled as “academically low achieving” in conventional public school.
• Empower teachers to implement learning programs without outside intervention.

The More at Four pre-kindergarten program, proposed by Governor Mike Easley and funded by the North Carolina General Assembly, is community-based, voluntary pre-kindergarten initiative designed to prepare at-risk four-year-olds in North Carolina for success in school. Tuesday, November 27, 2001 Commissioner Driscoll opened the meeting by reporting on a number of positive news articles that have been published in the past week regarding MCAS results, including an editorial in the Wall Street Journal , a front page story in Education Week , and recent articles in the Boston Globe and Boston Herald Commissioner Driscoll announced that Massachusetts is one of five states chosen to participate in the American Diploma Project. Achieve, Inc., the Education Trust, the Thomas B. Fordham Foundation, and the National Alliance of Business were funded by a two-year grant from the Hewlett Foundation to help states implement higher standards and accountability systems through this project. The five states selected to participate are Indiana, Kentucky, Massachusetts, Nevada, and Texas. Among other things, the project will review high school standards and assessments in relation to college admissions and employment. Board Chairman James Peyser, Higher Education Chancellor Judy Gill, and Commissioner Driscoll will be collaborating on this project.

Unlike state and national school choice initiatives, charter schools seem to better match the reality of local school control in the United States. Because education is really a local good, it makes sense that charter schools have had more traction than other school choice initiatives. Getting one charter school or ten charter schools approved in a local community, with local stakeholders who have a vested interest in the outcome, may be politically feasible, where a statewide voucher initiative would not be.

Thank you for the opportunity to speak on the merits of Senate Bill 401 and how a strong public charter school law will benefit Maryland children. I must stress that the views I express are entirely my own, and should not be construed as representing any official position of The Heritage Foundation. Maryland's children deserve access to schools of excellence. Yet, not all of Maryland's children attend a quality school. According to the National Assessment of Educational Progress, almost three quarters of Maryland's fourth and eighth graders were not proficient on the most recent math, science, and reading tests. The news is even bleaker for low-income children, over half of whom cannot read or perform mathematics at even a basic level. On the 2001 Maryland State Performance Assessment Program, test scores dropped for most of the school districts. Over all 43.7 percent of elementary and middle school students scored at or above the satisfactory level a drop from the 45.3 percent the previous year.

Of the Mountain Oaks Charter School
A California Public Charter School This revision was necessary to include requirements added to charter law as of January 1, 2003. The first addition requires the school to tell parents how courses offered to high school students would be transferred to other public schools, and which classes meet the UC and State University requirements. The second addition would detail procedures to be followed if the charter schools closes. These changes are list first and then the new charter. Additions Needed to the Charter to Meet the Requirements of AB1994
  • A description of how the charter school will inform parents about the transferability of courses to other public high schools and the eligibility of courses to meet college entrance requirements. Courses offered by the charter school that are accredited by the Western Association of Schools and Colleges may be considered transferable and courses approved by the University of California or the California State University as creditable under the “A” to “G” admissions criteria may be considered to meet college entrance requirements.

    Description of Working Group:
    Many Internet protocols and applications which use the Internet employ public key technology for security purposes and require a public key infrastructure to manage public keys. The task of the working group will be to develop Internet standards for an IETF sponsored public key certificate format, associated signature and other formats, and key acquisition protocols. The key certificate format and associated protocols are to be simple to understand, implement, and use. For purposes of the working group, the resulting formats and protocols are to be known as the Simple Public Key Infrastructure, or SPKI. The SPKI is intended to provide mechanisms to support security in a wide range of internet applications, including IPSEC protocols, encrypted electronic mail and WWW documents, payment protocols, and any other application which will require the use of public key certificates and the ability to access them. It is intended that the Simple Public Key Infrastructure will support a range of trust models.
