PAPER
Research Branch Assistance to Committees Committee work represents a significant portion of the overall workload undertaken by the Research Branch. Approximately 40 percent of the time worked by its 60 professional staff is related to assisting committees. The Branch currently assists 32 standing committees plus 12 subcommittees of the two Houses, as well as special committees. Only a few committees in the two Houses are not assisted. Officers serve committees either individually or in multidisciplinary teams of two or three, and may also collaborate with consultants engaged by a committee. The chair is elected by the committee and therefore has the responsibility for directing the staff. It is an informal arrangement; staff continues to handle other Branch assignments (for individual members, associations, publications) while assisting committees. Staff responds to individual information requests from all members of the committee; anything more substantial would have to be approved by the chair or could be handled by another officer not attached to the particular committee. If any research request could lead to a conflict between the staff's role in assisting the committee as a whole and its assistance to an individual member of the committee, the committee chair would have to authorize the research; or another officer in the Branch, not assisting the particular committee, could undertake it. Staff has to develop a good working relationship with the committee chair while retaining credibility with all committee members.

OTTAWA (March 16, 2001 2:19 p.m. EST http://www.nandotimes.com ) - New laws submitted to Parliament would update Canada's criminal code to cover offenses committed over the Internet, such as viewing or distributing child pornography. Under the broad justice bill, which Justice Minister Anne McLellan submitted Wednesday, viewing a Web site that contains child pornography could bring a five-year prison sentence, with up to 10 years for transmitting, exporting or making it available on the Internet. It also would impose a maximum five-year prison sentence for attempting to lure children on the Internet, and empower judges to order the deletion of Canadian Web sites that include child pornography. "What we want to do is make it plain that as a society we condemn very, very strongly the misuse of technology," McLellan said. The proposed bill must be approved by Parliament, which is firmly controlled by McLellan's Liberal Party. The opposition Canadian Alliance also favors tougher penalties regarding child pornography and sex with minors. "It's a good sign that they're looking at modernizing the child pornography law to capture the new technologies that are being used," said David Griffin, spokesman for the Canadian Police Association.

In June, at the annual conference of the Canadian Library Association, the Parliamentary Librarian announced that Guy Charbonneau, Speaker of the Senate and John A. Fraser, Speaker of the House of, have decided to use alkaline permanent paperstock for printing all of the Parliament 's publications, beginning in October. An ample supply of Canadian alkaline uncoated permanent paper suitable for the inside pages of all parliamentary publications can be guaranteed. An evaluation in 1989 by the Canadian Government Printing Services confirmed that alkaline permanent paper is suitable for printing parliamentary publications. The decision by Parliament to switch to alkaline paper is consistent with its overall conservation goal to encourage the efficient use of Canada's limited natural resources. Alkaline paper carries the following environmental advantages: It is recyclable and biodegradable; the alkaline papermaking process reduces freshwater consumption and facilitates waste treatment; and, compared to the acidic papermaking process, alkaline paper is cleaner and saves energy, particularly in the drying cycle. On February 4, 1999, The Islet Foundation had a chance to present its case in favour of xenotransplantation to the Standing Committee on Health in the Canadian House of Commons in Ottawa. The committee consists of select members of parliament who have been charged with improving the organ and tissue transplantation system in Canada. TIF had an opportunity to make its case for a timely completion of xenotransplantation guidelines, and to demand that only science and consistent ethical principles should be part of the process. Several of the Members of Parliament within the committee raised the issue of xenotransplantation even before the TIF presentation. In every case, xenotransplantation was discussed in a positive light as a potential contributor to solving the organ supply problem. After the presentation, the members asked excellent questions, and were generally unsympathetic to the rhetorical and unscientific attacks on xenotransplantation carried out by its various opponents. Both the speech and the accompanying brief are presented below.

Dear Mr. President,
As members of the Canadian Parliament and Senate, we are writing to express our concern over the Chinese government's attempts to eradicate the practice of Falun Gong, the inhuman treatment of detaind or arrested practitioners, and the deaths of several practitioners while in police custody.
From what we have observed in Canada, Falun Gong is a health-promoting and peaceful group. Therefore, we are distressed by reports from citizens of China and Amnesty International of mass arrests, arbitrary detention, torture, beatings, and inhuman treatment of Falun Gong practitioners in China and especially the deaths of several practitioners while in police custody. We call on the Chinese government to immediately stop this brutal persecution and to allow the people of China to peacefully practice their beliefs without fear of harassment or arrest.
We expect that China will uphold the fundamental human rights specified in the Chinese constitution. Furthermore, we expect the Chinese government to respect the freedom of belief, freedom of expression, and freedom of assembly that they agreed to uphold as dignatories to the United Nation's Universal Declaration of Human Rights.

TORONTO A parliamentary committee called for legalizing marijuana use among adults, increasing pressure on the government to shift drug laws away from the zero-tolerance policy of the United States. The report by the Senate Committee on Illegal Drugs recommended that Canada adopt a system that regulates marijuana the same way as alcohol, and expunge criminal records for marijuana possession.
"There is no good reason to subject the consumers of cannabis to the application of criminal law," said Sen. Pierre Nolin of the Progressive Conservative Party. "In a free society as ours, it's up to the individual to decide whether to consume cannabis or not."

March 24, 1999 Ottawa - Canada has shown world leadership in adopting a motion calling for an international tax on financial transactions, NDP financial institutions critic Lorne Nystrom said today. Motion M-239 was passed by Parliament last night with a vote of 164 to 83. It read: "That in the opinion of the House, the government should enact a tax on financial transactions in concert with the international community". "This will finally give the Tobin Tax the fighting chance it deserves. The House of Commons in Canada is the first parliament in the world to pass such a motion," Mr. Nystrom said. Problems with sinking currencies and global deflation have buoyed support for increased global re-regulation. The Tobin Tax could serve as both a means to cool "hot" speculative capital, and it could also raise funds for cash-strapped social programs both at home and around the world. "Canadians and the world have seen the effects of today's financial system. Speculative capital is wrecking havoc on the international community. The situation in Latin America, Russia and South East Asia is worsening and is leading to more currency turmoil and global deflation. A Tobin Tax is part of the solution to this problem," Mr. Nystrom said. In Canada, motion M-239 had the support of a broad coalition of community-based organisations, church groups and non-governmental organisations representing 3 million Canadians. "Groups like the Halifax Initiative and our partners in the CLC were crucial to the success of this motion," Mr. Nystrom said. "Let's keep working together as we take this cause to the international stage."

Losses, Before Bullets Fly Regardless of how we're acting right now in the International arena, all other Western countries have to admit that they are jealous of the dominant US economy. While Western Europeans were busy socializing their economies in the nineties, ours was busy growing. Now all their countries are left with higher unemployment, stagnant GDPs and lower standards of living, while even when the US is in a recession, we still have it better off than they do! European countries haven't seen an unemployment rate below 6% since, well, forever. TrackBack

Mrs. Pauline Picard (Drummond, BQ) : Mr. Speaker, my question is for the Minister of Health. Less than 24 hours after the Tobacco Act was passed and on the eve of the last election campaign, the Prime Minister partially recognized his mistake and promised to amend the legislation so as to remove certain restrictions on international racing event sponsorships. Does the Minister of Health intend to keep his government's promise to make the legislation more flexible in order to satisfy international racing event organizers? Hon.
