There is no peace to keep," said the blue-helmeted soldier. Such has been the experience of the United Nations in its nearly 40-year-long effort to find the way to peace. Was Mahatma Gandhi right when he declared that there is no way to peace but that peace is the way? It requires little analysis, and almost no sophistication, to recognize that security has to do with the safeguarding of interests. In the language of the powerful, the pursuit of security is called "peace." It may be undertaken by collectives, such as NATO and the former Warsaw Pact; by individual nations, such as the United States in relation to Cuba or Nicaragua; or even by a particular segment of a country’s population, as in the former Yugoslavia. In the pursuit of such particularist security, the peace that exists degenerates into security under the impact of violence. And the security promised in exchange for the peace that was becomes like a drug: one assumes greater and greater expense to have it. A high-ranking police official in Pinochet’s Chile once declared—with accurate perception—that security was like love: one can’t have enough of it.

Together they have been vocal in denouncing the devastating impact of eleven years of international sanctions against Iraq, sanctions they say have not weakened the oppressive grip of the Saddam Hussein regime but instead hurt ordinary and innocent Iraqi civilians. Canadian church personnel are also engaged in humanitarian relief efforts in Iraq. The church leaders conclude by urging the Prime Minister to press all countries to comply with United Nations Security Council resolutions and to reconsider onerous compensation obligations imposed on Iraq after the Gulf War. The campaign was launched at a press conference co-hosted with the NGO Working Group on the Export Development Corporation, a working group of the Halifax Initiative, after which both organizations brought their concerns to MPs at a meeting on Parliament Hill. “The EDC financed a mine near my village. Improper dumping of tailings into our bay have killed the fish and led to severe health problems for our children. We are pleading with them to clean-up the mine site so we can once again live in a clean environment”, said Vilma Piguerra, a teacher and member of the Calancan Bay Fisherfolks Association in Marinduque, Philippines at a press conference organized by CEJI to launch the campaign. Ms. Piguerra is speaking of the Marcopper mine, co-owned and operated by Canada’s Placer Dome until 1997, to which the EDC lent US $1.36 million. Church awareness of problems with the Export Development Corporation increased with the EDC investment of US $18.2 million in the Urra hydro-electric project in Colombia. The dam was challenged in court because failure to consult with Embera Katio communities who live upriver prior to construction violated the Colombian constitution and international treaties to which Canada is a signatory.

Canadian churches want an end to the Gulf War launched against Iraq 10 years ago tomorrow. In a statement marking the anniversary, Canada's major churches say the continuing economic sanctions against Iraq have killed 1.5 million of Iraq's 23 million people by disease and malnutrition, and are simply an extension of the war. "The U.S. and its allies are still at war with Iraq. We need to stop the war," said Dale Hildebrand, executive director of Inter-Church Action. The death toll in Iraq is greater than the 1994 massacre in Rwanda, or the massacres in Cambodia's killing fields by the Pol Pot regime in the 1970s, said Mr. Hildebrand. The churches have demanded an immediate end to the sanctions against Iraq, which they say are both unjust and immoral. But Foreign Affairs says the the dire humanitarian situation in Iraq is not the result of sanctions which it says are appropriate and necessary but the result of the regime's bid to elicit sympathy, in the hope that world governments will be pressured to lift sanctions without Iraq complying with its disarmament obligations.

Press Release Canadian Churches Call for Extradition of Former Chilean Dictator General Augusto Pinochet TORONTO, DEC. 2, 1998 ( For immediate release ) In a strongly worded letter sent today to Foreign Affairs Minister Lloyd Axworthy, the Inter-Church Committee on Human Rights in Latin America (ICCHRLA) called on the government of Canada to speak out publicly in support of efforts to extradite General Pinochet to Spain for prosecution. The letter, signed by ICCHRLA co-chair Joe Gunn, was sent in the wake of the historic ruling last week by the British House of Lords that General Pinochet cannot enjoy immunity for crimes against humanity. The final decision whether or not to extradite the former dictator to Spain - where he faces criminal proceedings for his involvement in thousands of cases of torture, killings and disappearances - is now in the hands of British Home Secretary Jack Straw who has until December 11 to announce his decision. "The extradition proceedings against General Pinochet are the most important assault on the wall of impunity that has protected the former dictator from prosecution" says Gunn. "The arrest of Pinochet and his possible extradition to Spain has renewed hope among the relatives of his victims who, until now, have seen their efforts to seek justice blocked at every level". The letter to Minister Axworthy recalls the important work Canada did earlier this year in establishing an international criminal court to address the issue of impunity for human rights violators. Indeed, it was at the Rome Conference that Mr. Axworthy affirmed that "without justice there can be no reconciliation, and without reconciliation, no peace."

At the first Summit of the Americas in Miami in December of 1994, leaders identified a number of social issues that would need to be addressed including strengthening democracy, sustainable agriculture, eliminating poverty and ending discrimination. Pfrimmer says these are all laudable and necessary goals but that political leaders have not shown the public how these goals will be achieved. David Pfrimmer expects that the churches will hear from at least some of the delegates who, he says, agree with the substance of the communique.

OTTAWA - Quietly, very quietly, the Anglican Church here is going bankrupt, possibly by the time this article is read. Meanwhile, some Roman Catholic dioceses and religious orders are in peril, and the United Church of Canada is facing similar, if not immediate, financial ruin. And no one seems to care. In fact, most of the commentary about the slew of litigation that has resulted from abuse at native residential schools seems to run along the lines that the churches deserve to go belly-up. Former students have claimed they suffered severe physical, emotional and sexual abuse at the schools. Some lawsuits also allege cultural genocide. An interesting defense offered by the Catholic Archbishop of Halifax, Terrence Prendergast , is that some of the discipline meted out at native residential schools was no worse than at white boarding schools. He said white children got the strap too in his day, but shrugged it off as part of their culture. It was probably a "wrenching" experience for natives in church-run residential schools because they never got it at home. The Anglican Church administered 26 "Indian residential schools" between 1820 and 1969. It, along with the Catholic and United Churches, is now involved in numerous lawsuits arising from alleged physical, sexual and "cultural" abuse during the operation of those schools. 6,200 people have already sued. The figure could reach 10,000 if the courts accept seven class-action suits now pending. The potential liability is estimated at $(C)1 billion.

Canadian Churches Apologize To Natives ST. JOHN'S, Newfoundland, Sep. 6, 00 (CWNews.com) - The leaders of four Christian churches in Canada apologized on Tuesday to native tribes in Newfoundland and Labrador for suffering they endured from Christians. Archbishop James McDonald of St. John's told a gathering of about 150 people, "We ask your forgiveness" for abuses suffered "since the arrival of our ancestors 500 years ago." He was joined in the apology by Anglican, United, and Presbyterian church leaders. The event was organized by a Sister Emma Rooney, and held in a converted elementary school. Representatives of the Labrador Inuit Association, the Innu Nation, the Conne River Mi'qmaq band, and the Labrador Metis Association had been invited to attend, but the crowd who gathered was almost all white and there appeared to be no further action contemplated beyond the reading of the statement, which was quickly criticized by some of those present. Before the reading, a native chief, Misel Joe, said he was unsure "if anybody knows what they are apologizing for."

Canadian churches call for unilateral moratorium on Nato bombing By Ferdy Baglo Ottawa, 26 April (ENI)Canadian church leaders have met Prime Minister Jean Chretien and Foreign Affairs Minister Lloyd Axworthy to urge them to demand "an immediate, unilateral moratorium on the Nato bombing campaign" in Yugoslavia. Canada is a member of the Nato alliance which launched a bombing campaign against Yugoslavia last month. The government leaders were told at the 15 April meeting: "Nato bombing has only escalated the tragedy [in Yugoslavia] and created a starker humanitarian catastrophe." The president of the Canadian Council of Churches (CCC), Anglican Archbishop Barry Curtis, told ENI: "We had originally asked for this meeting to talk about nuclear issues. In a sense we were ambushed by the Kosovo situation."
