Rift Valley Research
The Baringo Paleontological Research Project involves study of the evolution of organisms and environments in the Rift Valley of central Kenya. The fossil-bearing deposits of the area span the time period between about 16 and one million years ago and include important evidence of human evolution. The project, underway since 1983, is directed by Dr. Andrew Hill of Yale University and includes collaborators at the National Museums of Kenya, as well as a number of other U.S. institutions. Dr. Anna K. Behrensmeyer of the Department of Paleobiology, National Museum of Natural History, is a member of the project and contributes to the study of the geology and taphonomy of fossil-bearing localities in the Baringo area. Reunification discourse has generated controversy in Cameroon since the 1990s and hinges on the issue of the degree of commitment of Anglophone and Francophone Cameroonians to its realization. This essay provides a chronological, comprehensive, and critical survey of the reunification question. Often only part of the history is presented, either inadvertently or deliberately. It is argued in this essay that reunification was a minority ideology conned largely to the Cameroon people of the Southwestern quadrant. That notwithstanding, its chief proponents were Francophones who conceived it, propagated it, and sustained it until the United Nations recognized it in the 1960s. The 1961 reunification of the British Southern Cameroons and the former French Cameroons was an extraordinary event, as peoples of different colonial backgrounds decided to form a single state. It presented a countercurrent in postcolonial Africa to the prevailing trend of the balkanization of old political unions or blocs.

The ICRC in Cameroon
Regional delegation in Yaoundé
The regional delegation in Yaoundé is responding to the humanitarian consequences of the events in the Central African Republic (CAR) and is closely following the development of the internal conflict in Chad. In addition to its visits to detainees in Cameroon, Chad, CAR and Equatorial Guinea, the ICRC promotes international humanitarian law (IHL) and its implementation, and gives financial, technical and material support to national Red Cross societies throughout the region. The Yaoundé delegation was opened in 1992, but the ICRC has been working in the region since the early 1970s.
During the first half of 2002, the ICRC:
  • provided assistance to victims of the conflict in Chad (non-food items to vulnerable individuals, supplies for the treatment of mine victims at the Faya-Largeau hospital, medical materials for N'djamena military hospital, financial support to the Chadian NGO SECADEV to help fit a total of 109 war disabled persons with artificial limbs)
  • carried out visits to detainees held in Cameroon (2 places of detention)

Editorial: Focus on Cameroon
Chief Gani Fawehinmi, Nigeria's most famous human rights lawyer, was arrested on 30th January 1996, and since then has been incacerated in Bauchi, Nigeria without access to medical care or family. He is suffering from acute malaria, diarrhea and pneumonia. Fawehinmi joins the ranks of Beko Ransome-Kuti, Femi Falana, Frank Kokori, Shehu Sani, Chris Anyanwu and other brave and valiant heroes who have dared to speak out against forms of harassment and injustice under the Abacha regime. He is a veteran in the struggle against human rights violations and his distinguished career spans three decades. In this issue of AfricaUpdate , Funso Aiyejina, formerly of Obafemi Awolowo University, Ile-Ife, honors the valiant warrior, Gani Fawehinmi. Generally though, this issue focuses on Cameroon, one of the four countries which share a border with Nigeria.

In Equatorial Guinea, on the basis of an agreement reached with the authorities in December 1995 [27], the ICRC visited 16 civilian and military places of detention. At the time of the visits, no one arrested for security reasons was being detained. In cooperation with the Equatorial Guinea Red Cross Society, sanitation work was carried out in several of the places of detention visited.
Fighting in Bangui
In the Central African Republic the tension caused in 1996 by a mutiny in certain army units [28] continued to affect Bangui. At the start of the year, through the mediation of Burkina Faso, Chad, Gabon and Mali, an agreement was reached between the mutineers and the authorities, followed by the deployment of a military force - MISAB* - made up of contingents from six African countries [29]. After several armed incidents, and given the lack of any real progress in the reconciliation process, violent fighting broke out in June when MISAB set about disarming the mutineers. The fighting, which took place in the capital itself, left many dead and wounded, including civilians, and prompted tens of thousands of the city's inhabitants to flee to safety. A cease-fire was agreed on between the parties at the start of July and a new accord was reached. By the end of the year, however, this agreement had been implemented only in part.

Issues in African History
Professor James Giblin, Department of History, The University of Iowa Like the art of all peoples, the art of Africans expresses values, attitudes, and thought which are the products of their past experience. For that reason, the study of their art provides a way of learning about their history. Through the study of African art we can study the questions which have long preoccupied historians of Africa. This essay written by a historian who studies the African past presents an introduction to these questions. Its purpose is to encourage students to use their knowledge of African art to think about issues in African history. As students of African art begin to consider the African past, they must also consider how Western conceptions of "race" and "racial" difference have influenced our notions of the African past. These ideas, which have usually contrasted the presumed inferiority of black peoples with the superiority of whites, arose in Western societies as Europeans sought to justify their enslavement of Africans and the subsequent colonization of Africa. Historians now recognize that ideas of racial inferiority have inspired the belief that in the past African peoples lived in a state of primitive barbarism. At the same time, they have realized that many of the European writings which they use to reconstruct the African past such as accounts by nineteenth-century missionaries and travelers, for example are themselves tainted by these same notions of African inferiority.
