The mission of the California Department of Health's Obesity Prevention Initiative is to reduce the life long risk of obesity and overweight and their associated health risks by intervening with youth (less than 18 years) in the state. This population segment was chosen based upon an initial review of epidemiological and behavioral research. The review specifically pointed to the need for increased work with children aged 11 to 14 years, although the specific target population will not be selected until a rigorous program planning process is conducted. Social marketing principles will be used to accomplish the following program activities
  • Establish a state infrastructure for obesity prevention
    Identify and involve internal and external partners
    Identify and improve relevant data and surveillance sources
    Develop a comprehensive, coordinated state obesity prevention plan

National Bone Health Campaign
What Are the States Doing?
Bone Health information and materials have been distributed to more than 26 states including, Alaska, Arkansas, California, Montana, Michigan, Missouri, New Jersey, New York, Nevada, Pennsylvania, Rhode Island, South Carolina, South Dakota, and Texas. These materials were used in coordination with state and local programs including health fairs, Girl Scout Programs, school curricula, and school sports programs. Here are a few examples of state programs.

Calcium—It's Not Just Milk
Nevada Nutrition Network created "Calcium—It's Not Just Milk," a campaign to increase consumption of foods with calcium among 11– to 14 year-old-children. Participants learn about their calcium needs and the variety of foods that have calcium. The campaign targets middle school students in Reno and Las Vegas with both a school-based education component and a strong media presence in the communities adjacent to the schools. Calfiornia Budget The Governor's proposed budget functions as a prospective policy statement and as a detailed spending plan for all the functions of the state. The proposed budget is put together each year and must be presented to the Legislature on or before January 10th. Once introduced, the Governor's proposed budget is translated into a budget bill for legislative consideration in both the Senate and Assembly. The Legislature, in considering the Governor's budget proposal, may increase, reduce, add, or eliminate any item in the budget. Once the two houses have reconciled their actions on the budget and passed a final version back to the Governor, which requires a 2/3 vote, he can veto the entire budget, or reduce or eliminate any item in the budget. The Governor may also amend his own request during the process, for instance if the amount of money available after taxes are received in April turns out to be different from his initial forecast, but only if approved by the legislative Budget Committees. This new budget proposal is generally referred to as the May Revise. This year, when Governor Davis released his first budget proposal in January with cuts to several important health programs that served youth, many health advocates decided to focus their efforts on saving CHDP, an important health screening program. In May, Davis released a revised budget that preserved CHDP but included deep cuts to a wide range of programs and services that affect youth and their families due to a $23.6 billion budget shortfall, $11.1 billion greater than had been estimated in January. About one third of the shortfall is addressed through program cuts ($7.6 billion), while the remainder of the gap is made up primarily by loans and various accounting shifts. NCIDC administers a statewide California Food and Nutrition Program (CFNP) targeted at the coordination of existing public and private food assistance resources, to assist low-income Tribal communities to identify potential sponsors of child nutrition programs. The CFNP also initiates new programs in underserved or unserved areas, and develops innovative approaches at the state and local levels to meet the nutrition needs of low-income Indian people. The CFNP works directly with Tribes and Indian organizations to develop nutrition education programs and inform tribal governments and Indian communities of nutrition programs available to them. One of the desired outcomes of this informational project is to get more Indian communities to participate in programs such as the Summer Food Program and the School Breakfast Program. The program has compiled and distributed pertinent food and nutrition newsletters and information to California Tribes and community based organizations on a monthly basis. This information includes, for example, low-fat recipes, exercise ideas, healthy tips, and other related information. Over 80 different tribes and Indian organizations have been served through this distribution component of the program.

Kaiser Family Foundation's 1987 public awareness campaign to promote low-fat eating. The goal was to reach California's diverse communities through programs conducted by local physical activity and nutrition leaders. CPL is the lead agency for the California Nutrition Network, a social marketing campaign for healthy eating and physical activity among lower income families. CPL works with regional coordinators to promote campaign messages through the media, grocery stores and other community channels.

CALIFORNIA COORDINATED SCHOOL HEALTH FACT SHEET For the past seven years, California has received a small grant ($450,000/year) from the Centers for Disease Control and PreventionÕs (CDC) Division of Adolescent School Health (DASH) to promote coordinated school health. With these limited funds, CaliforniaÕs school health program has made a tremendous difference for children and youth. An additional $10 million for CDC-DASH is needed in 2004 for this work to continue in California and other states. Its termination will clearly have a detrimental impact, ultimately manifesting itself in declines in academic achievement and increased costs for health care and social services. CDC-DASH funding has resulted in significant accomplishments in California. During the last seven years, the coordinated school health program has: Demonstrated a strong relationship between studentsÕ test scores in physical fitness and reading/math, with a study of approximately 1 million California students, generating national interest. Developed a model physical activity program for after school programs to increase the quality and quantity of childrenÕs physical activity (http:// www.afterschoolpa.com); this new Web site has been highly utilized.
