President Wilson Announces Raises for 383 Staff Employees
Cal State Northridge President Blenda J. Wilson announced that 383 university staff members will receive special pay raises under the fourth year of a staff merit pay plan. Those who earned the Performance Salary Increase (PSI) awards, out of about 1,100 eligible employees, mostly received the raises starting with their regular November paycheck posted at the start of December, as well as back pay because the raises are retroactive to July 1. Campus officials said the value of the raises this year totaled about $330,000. But the amounts also become part of employees' base pay for the future. The PSI program applies to eligible CSUN staff members represented by unions in eight covered bargaining units. For employees in five of those units-Unit 1 (Physicians) and California State Employees Assn. Units 2, 5, 7 and 9-the suggested increases were approximately 2, 3 and 4 percent, based on three different levels of exemplary work performance, campus officials said. For Unit 6 (Skilled Trades) members, the suggested increases were about 2, 3 and 5 percent. Meanwhile, Unit 8 (Public Safety) members could receive one- two- or three-step increases, each approximately worth 2.5 percent.

How the Brain Learns:
The Key to Student Achievement

Research into how the brain learns is the key to meeting student achievement goals. This was the theme of the BrainConnection to Education Spring Forum 2001. Leading researchers, educators, and authors discussed strategies for using what we know about the brain to improve student learning and overall success. Hundreds of educators around the country have used tools based on research into how the brain learns to meet, even exceed, their goals for student achievement. During the forum, several of them shared their experiences and talked with attendees about what they can do to make similar gains in their schools. The brain is the tool for learning. Many people left the BrainConnection to Education Spring Forum 2001 with good ideas and strategies for optimizing learning with brain-based tools. Our office excels at providing professional and comprehensive customer service with a personal touch. Our staff include: Beth Jackson, Ed.D. Assistant Dean and Director of Professional Development/Continuing Education Beth received her BA in English from the University of California, Davis, and her MA in Educational Leadership from the University of Washington. She received her Ed.D. in Educational Leadership from Seattle University in 1982. She has over 30 years of experience in public education, as a teacher at both the middle school and high school levels, and as an administrator. Her administrative experience includes high school principal (Kentridge High School) and assistant superintendent (Enumclaw School District). Beth enjoys traveling, playing volleyball, biking, golfing, and is happy to be owned by a black lab. Stephe Newell-Niggemeyer Assistant Director of Professional Development/Continuing Education Stephe received his BA in English Literature from Gonzaga University in 1985 and is currently pursuing a Master of Public Administration degree at Seattle University. Applications for funding will be reviewed by the Staff Development Committee to determine
  • The intention of the activity and its alignment with the criteria specified by the State Chancellor's Office;
  • The impact this activity will have on SCE staff, students and/or programs (i.e. professional growth, instructional improvement, work efficiency, curriculum implementation or organizational development). The applications are evaluated on these criteria as well as the applicant's methods to disseminate the information. Please note: reimbursement of expenditures may be held until the evaluation and/or dissemination of information is complete.
    • Attach a copy of the conference brochure showing all relevant costs and other supporting information. All workshops/conferences for which reimbursement is desired must be Board approved. Submit a copy of the Professional Activity Request (PAR) being used for this activity.
    • Provide a statement justifying which State Chancellor's Office primary criteria this activity/proposal meets in terms of professional growth and your current assignment (specify criteria number).

    Sierra View District Hospital, founded in 1958, has emerged as a leader in healthcare within the Southern Sequoia region of California's San Joaquin Valley, through-out its history . A good measure of this leadership centers around the facility's proactive stance toward healthcare reform. In 1993 an ambitious expansion project broke ground, resulting in the hospital campus we have today. With its verdant exterior and modern triangular design, it is an architectural landmark in this growing city of 37,000 people. The new 5 story tower provides a new community conference and education center, a twenty-eight room ambulatory care and telemetry units, and a much needed expansion to the Family Birth Center. Sierra View offers state-of-the-art diagnostic capabilities including CT, MRI, nuclear medicine and angiography. The Roger S. Good Cancer Treatment Center is also located on the hospital's campus. Sierra View District Hospital is located in the All-American City of Porterville, California. Resting at the base of the Sierra Nevada foothills, Porterville boa sts a pleasant small-town environment while being an easy drive from any of California's major cities or attractions. Porterville is a family-oriented city with enthusiastic community involvement. It offers a quality of life long forgotten by the state's more populated locations, and Central California's ideal climate provides year-round recreational opportunities for all ages.     SCCOE Departments Human Resources Credential Services CALIFORNIA BASIC SKILLS TEST (CBEST) California Basic Educational Skills Test (CBEST) is administered by the National Evaluation Systems (NES). The examination consists of basic reading, writing and math skills. Application packets for the CBEST are available at any school district office, the county office of education and at most of the colleges and universities in the area. Internet registration is available. To register online, go to http://www.cbest.nesinc.com If you are applying for an Emergency Permit, the California Basic Educational Skills Test (CBEST) must be taken and passed prior to submitting your application. Trained out-of-state teachers applying for their first CA teaching credentials are provided with a one-year grace period to successfully pass the examination. The grace period begins on the date of the credentials application and terminates after a period of one-year. The CBEST Test is given approximately every other month. You may pick up a registration packet at the SCCOE Credential Services Office. Registration packets are also available by mail from the National Evaluation Systems at (916) 928-4001. Service credentials (Administration, Pupil Personnel Services, etc.) require passage of CBEST before an application will be accepted, but for those that are out-of-state trained and have a job offer , you may qualify for a one-year waiver of CBEST with a One-Year-Nonrenewable Credential (contact your employing district for details).

    CERTIFICATED EMPLOYMENT California State Education Code prohibits the employment of a certificated employee, who has been convicted of a serious or violent felony . To ensure compliance with law, the California Commission on Teacher Credentialing and COE/school district/employers request employment background clearances (including criminal history information) about applicants for certificated employment from the California Department of Justice (DOJ). Each background clearance is reviewed prior to issuance of a credential, permit, or certificate by the CCTC and render of service to the school district/employer.
    APPLICANTS FOR TEMPORARY TEACHING CERTIFICATES A person who meets the requirements for a teaching credential and has submitted an application packet for the credential through the County Office of Education may apply for a Temporary County Certificate. The Certificate enables the person to teach while the California Commission on Teacher Credentialing (CCTC) processes the application. Education Code 44332 prohibits a county office to issue a temporary teaching certificate until a criminal history has been obtained and processed and DOJ verifies a clear record of serious/violent felony conviction .     The Development Process When I first became the technology mentor at my school it became my job to provide staff development for all of the staff who were interested in attending and learning about technology. My concern, at that time, was would I be able to provide teachers with quality training that would meet most of their technology training needs while I was learning to use new equipment and software. Another concern I had was I wasn’t sure if I would be much help because I only had a general knowledge of computers and all of that knowledge was with PC’s not Macintosh. I was fortunate to be able to have another teacher at my school who wanted to become a co-mentor with me. This relieved some of the pressure because now I wasn’t alone in trying to maintain all of the equipment and train our staff by myself. This other teacher has been a wonderful help for me because I was now able to share ideas with him. We were also able to provide support to one another. In late February of 2001,I teamed up with Mica Brown, who is in my masters program to help design a Web-Based program that would address the needs of varying levels of staff proficiency using technology combined with flexible individual and group learning plans that emphasized Problem Based Learning as the staff development methodology. By mid-March we had a reasonable Staff Development Web page that would meet the needs of the staff at Mica’s site. At the end of March we asked several peers of our masters program to review the web page for design and usability. Their recommendations were as follows:

    The Instructional Time and Staff Development Reform Program requires the staff development to be in instructional methods, including teaching strategies, classroom management and other training designed to improve pupil performance, and academic content in the core curriculum areas provided by the school district, county office of education, or charter school. Core curriculum areas are defined in the regulations as those areas of study specified in Education Code sections 51210 (a) through (g), the areas of study for grades 1 through 6, and 51220 (a) through (j), the areas of study for grades 7 through 12.
