Education
Education is the primary prevention program. Unfortunately, as the government spends less and less on education, only the wealthy can afford it. As the "haves" gain more education, the "have-nots" are left in worse and worse predicaments.
The problem appears to be spiraling out of control: The more money is spent on the prison system, the less can be spent on education; the less spent on education, the more the less-educated there will be in the population; the more there are less-educated in the population, the more crime will increase; and the more crime increases, the more prisons need to be built. At some point, we have to end the cycle.

In the second annual rating of the nation's public schools by Education Week, a Washington-based weekly, California's marks fell slightly, from B- to C+ in teacher quality and from D- to F in school climate and funding. The 270-page study, funded by the Pew Charitable Trusts, said that California's middling to failing performance can be traced in large part to a problem seen across the nationstruggling urban schools that have far more poor students and underqualified teachers than their counterparts in suburban and rural areas.

The Stanford Achievement Test, Ninth Edition, Form T (Stanford 9), published by Harcourt Brace Educational Measurement, was designated by the State Board of Education as the STAR standardized achievement test. STAR Augmentation Results
The STAR augmentation refers to the addition of test items to the Standardized Testing and Reporting (STAR) program. This created a new test that more closely addresses the content standards adopted by the State Board of Education. Student answers to these additional items were combined with their answers to a selection of questions from the Stanford Achievement Test, Ninth Edition, Form T (Stanford 9). In January 2000, public schools throughout California received their first Academic Performance Index (API) reports. The API measures the academic performance and progress of schools. Annual growth targets for future academic improvement are determined for schools based on the API. Schools that reach their annual targets will be rewarded. School that do not meet their targets will be eligible for interventions or subject to sanctions and challenges.

High Performance Schools
According to the Collaborative for High Performance Schools (CHPS), "Nearly 6.2 million children, teachers, and administrators—1/5 of California's population—spend their day inside a school." With such a large portion of the population spending so much time inside schools, both the design and the construction of high performance schools are gaining popularity.
What are high performance schools?
High performance schools join together the very best of today's design strategies and building technologies, as well as:
  • Provide a healthy and comfortable indoor environment. Conserve energy, resources, and water. Function as a teaching tool. Serve as a community resource for neighborhood meetings and functions. Ensure easy maintenance and operation. Create a safe and a secure educational atmosphere.
Also, high performance schools are cost-effective and help to protect the environment.
K-12 Schools
In 2000, the California Department of Education identified a shortfall of over 430 new schools necessary to accommodate the state's growing K-12 population. Over the next five years, $3.3 billion per year in school funding will be required to meet the new construction, modernization, and deferred maintenance needs in California. As school expenses rise, it becomes even more important to find new ways to minimize cost. High performance schools are an innovative and cost-effective alternative in controlling operation and maintenance expenses.

Award Recognizes High School Instructors Who Are Advocates for Education Reform
Franz began his teaching career in 1976, serving as an instructor at Fullerton Community College. In 1977, he joined Hacienda La Puente as an opportunity room teacher at Fairgrove Jr. High, and in 1979 transferred to Los Altos High to teach Special Education and later, computer programming.
The program leads students to work in teams on project-based curriculum that combines alternative fuel transportation studies, automotive design, computer programming, electronics, computer applications, aeronautics, computer-assisted design, and technical writing. With support and input from private companies such as Edison International, TRW, Hughes Electronics Corporation, AC Propulsion and AeroVironments, students are given access to leading-edge technology and expertise, while student marketing and fundraising activities for LAAE generate more than $50,000 for the program annually. The program also works closely with Cal Poly Pomona and Cal State L.A. to provided academy students with access to some of the best solar car technology in America. Currently, LAAE students are engaged in the development of a Hydrogen Fuel Cell Car.

The Contra Costa County Office of Education operates the educational programs at Juvenile Hall, Summit Center and Chris Adams Center in Martinez and the Orin Allen Youth Rehabilitation Center in Byron. OAS_AD('Middle'); That's what James Dobson, founder of the conservative Christian organization Focus on the Family, told more than five million American listeners in a March 28 broadcast of his daily radio show. Why are they discontented? Some parents worry about the lack of religious or "moral" values; other parents point to low academic standards or bias against male students. (Dobson objected to "homosexual propaganda" that teaches, for example, that "bisexuality is normal.") The common denominator is that parents wish to choose the values and standards by which their children are educated. The campaign against public schools snowballed April 9 when the popular radio personality Dr. Laura Schlessinger declared, "I stand with Dr. James Dobson." Indeed, Dr. Laura did not restrict her comments to California. "Take your kids out of public schools," she advised. The same day, in his Christian talk show Point of View — broadcast over 360 American radio stations — Marlon Maddoux added his agreement.

    U.S. school buses carry their precious cargoes across 5 billion miles each year. Most of those miles are traveled by buses using diesel and gasoline. Nearly 60 percent of the nation's school buses run on diesel while 40 percent run on gasoline. Buses that run on these petroleum-based fuels expose:

    Health Effects of School Bus Emissions

The U.S. Environmental Protection Agency classifies particulates as probable human carcinogens. Particulates are also increasingly associated with lung diseases, such as asthma.
