While the reserve, established in the 1960s, has been home to the Basarwa tribes of the Kalahari for centuries, the government has argued it can no longer afford the US$8,500-a-month cost of keeping the Basarwa on the reserve. The government, which has traditionally supplied the Basarwa with water, medical care, old-age pensions, and destitute allowances, says it can better sustain the Basarwa's services outside of the reserve. But the minister of local government, Margarate Nasha, said Thursday the EU's assistance only included an offer to assist the government implement a wildlife management plan. "In any case, if any offers came, I would refuse them ... because when these people come, they give you money for the first few months and then tell you to take over," Nasha said. "We don't want that. We want a permanent solution."

IUCN AND BOTSWANA GOVERNMENT SIGN THE OKAVANGO DELTA MANAGEMENT PLAN (OMP)

The Botswana government and the World Conservation Union (locally known as IUCN) have signed an agreement to work together on improving management of water resources. This agreement will be carried out under the umbrella of IUCN Water and Nature Initiative. The government and IUCN will work closely together on the management of the Okavango Delta.
This partnership was presented in the context of the World Summit for Sustainable Development, and signifies a concrete commitment to find solutions to the looming water crisis. In the Okavango Basin, the initiative is developing a management plan in consultation with all stakeholders to set the path for the development of the region. It is hoped that this path maintains the ecosystem so that users may continue to reap its immense benefits.
The signing of the agreement is an expression of the parties' recognition of the importance of healthy ecosystem as the basis for livelihoods and of improved ecosystem and water management for reducing poverty and creating prosperity. These were the two main issues under debate in Johannesburg. Apart from the Botswana government and IUCN WANI, there are other donors who will be involved in the funding of the project and these are SIDA, DED,DANIDA. The Initiative consists of 28 projects in over 40 countries, with 7 demonstration basins where the ecosystem approach will be put into practice and 21 supporting projects on governance, participation and finance. It is hoped that it will bring together organisations from the global to the local level to maintain healthy ecosystems.

Mogae, Khama to face MPs' fire by Merapelo Letebele PRESIDENT Festus Mogae and Vice President Ian Khama may soon find themselves in the firing line of parliamentarians over the latter's exclusive privilege to fly Botswana Defence Force (BDF) aeroplanes.
The Ombudsman, Lethebe Maine, told The Gazette this week that following two years of inaction over his recommendations that the President advise Khama against continuing to fly BDF aircraft, he recently submitted a special report to Minister of Presidential Affairs Daniel Kwelagobe, with the view to the Minister taking the matter to parliament for final resolution.
"I have not been favoured with compliance. This is of concern to me. I am in the process of doing our annual report and obviously this is something that I will have to mention," said Maine, adding that the Office of the President will have to present the report to parliament in the near future.

The Harvard AIDS Institute "Our programs in Botswana have been steadily expanding, and with a potential vaccine trial scheduled to start later this year, I really wanted to be there," said Essex. The candidate vaccines to be studied in the trial are unusual and important in that they are designed specifically for prevention against a subtype of HIV called HIV-1C. Two-thirds of all new HIV infections in the world are of the type HIV-1C, said Essex, and many of those new infections are taking place in African countries. But many current vaccine research programs focus on HIV-1B, the strain most common in Europe and North America. "The virus strain in Botswana is clearly different from those we see in the West," said Essex. "No one knows how important that difference will be in terms of vaccine development. No one knows if a vaccine against HIV-1B will work as well against HIV-1C. That’s why it is important to make vaccines with HIV-1C in mind." Botswana President Festus Mogae on Saturday dedicated a six million US dollar (40 million pula, 60 million rands) laboratory which is expected to complete trials of an HIV vaccine within five years.
The project is by the Botswana-Harvard Partnership for HIV Research and Education, which is between the Botswana Government, pharmaceutical companies Bristol-Myers Squibb and Merck, the Bill and Melinda Gates foundation and the Harvard AIDS Institute.
"This partnership has brought a new meaning to the word," Mogae said in a December 1 AIDS Day message to the nation. "We have woven knowledge with commitment, making it possible to overcome the seemingly impossible. With continuing dedication and collaboration we can break the deadly grip of HIV-AIDS."

In the center of southern Africa, landlocked Botswana extends over 1100km (680mi) from north to south and 960km (595mi) from east to west, occupying an area about the same size as France. At Kazungula in Botswana's far north, four countries Botswana, Zimbabwe, Zambia and Namibia meet at a single point midstream in the Zambezi River.
