Keeping the Peace 49th Armored Division in Bosnia

O n March 1, 2000 Central Texans were making military history. In February, units of the 49th Armored Division of the Texas Army National Guard arrived in Bosnia as part of an international peacekeeping mission. The Guard had command-and-control of several multinational units consisting primarily of Turkish and Russian forces as well as active-duty U.S. Army troops. While this isn't the first time that citizen-soldiers have been called into federal service, it was the first time since World War II that an Army National Guard division has taken on such a high level of responsibility. Some 700 Texas residents, most from Austin area units, went on active duty for a nine-month tour. The Texas troops were stationed around the northeastern city of Tuzla. Tuzla, with a population of about 100,000, is the fourth largest city in Bosnia. It has had a relatively stable environment since the signing of the Dayton Peace Accord in December 1995.

HISTORY
The recent wars in the Balkans have forced many scholars to ask themselves about the cyclical nature of history, about the roots and interconnectedness of nationalism and genocide. How could such a tragedy occur in Europe again in this century? As one of our interview subjects, Bosnian writer Aleksander Hemon, suggests, "Europe is the perfect place" for such a moment to repeat itself, because Europe is the "cradle of nation-states." Now that the war in Bosnia has been over for more than five years, the time has come to evaluate the rebuilding process and to ask the questions of 'How can we prevent such a war from happening again?' And specifically we ask, 'What is the international community doing to Bosnia's political, economic, and social scenes to insure their stability?'
Billions of international aid dollars have poured into Bosnia, following the overwhelming destruction and genocide that occurred throughout the first half of the 1990s. Along with those dollars came a small army of well-paid international workers who are responsible for rebuilding homes, returning refugees, democratizing the media, overseeing elections, rewriting the code of law, improving gender relations, and privatizing the economy. In Sarajevo alone international workers account for 10% of the population of the city and over 40% of the current economic activity. In short, internationals working through various agencies are involved in a massive and somewhat utopian project to rebuild a country, using the economic and political philosophies of the democratic and capitalistic West. These decisions are made sometimes with, but often without the cooperation of local Bosnians, and the isolation of the international community at times suggests just another form of colonialism.

Yugoslavia, Serbia, Bosnia, Montenegro, Macedonia, Croatia, Slovenia, Karadzic, Milosevic.... Just what is what and who is who in the Balkans? This article will try to answer questions like the following ones: What countries comprise the Balkans? Who are the major players in Bosnia-Herzegovina and what is their ideology? What does the Dayton Peace Accord say? What forces are in the region?
The Balkan region is generally defined as the area south of the Danube and Sava rivers. Albania, Bulgaria, Greece, Romania (even though it is north of the Danube it is still considered a Balkan country), the European part of Turkey, and the former Socialist Federal Republic of Yugoslavia (FRY) all lie in the Balkans. FRY consisted of six republics: Bosnia, Croatia, Macedonia, Montenegro, Serbia, and Slovenia. Marshal Tito and Communist rule were the glue which held these heterogeneous religious and ethnic groups together. Yugoslavia showed signs of disintegration after Marshal Tito's death in 1980. Shortly after the Soviet Union broke apart in 1989, Yugoslavia was torn apart from within by nationalism. This raises the question of who would have reason to want to be separate from whom and how?
The Belligerents and Their Ideology
The people in the FRY are almost all ethnic Slavs. After that, all similarity ends. We will look at the three major groups, their religion, who they look to for international support, their leader, and some of their goals. Serbs account for over a third of the FRY population. The Croats are about one-fifth. Almost nine percent are Bosnian Muslims.

In its August, 1995 Edition, Eurofax 35 reported: "Renewed fighting in Bosnia & Herzegovina led to the decision that it was too dangerous for a contingent from Bosnia & Herzegovina to travel to the World Jamboree, held in the Netherlands, 2-12 August. The Scouts of Bosnia sent the following message to the 25,000 participants." Eurofax is the monthly newsletter of the European Region of the World Organization of the Scout Movement.

Welcome

to the IFES Voter and Civic Education Project
in Bosnia and Herzegovina This project began in July, 1996, as a voter education activity intended to last for ten weeks. Six years later, after completing six contracts we are now working on a project for UNDP providing comprehensive citizens' guides for the citizens of the each of the 145 municipalities in Bosnia and Herzegovina. The following pages describe the various aspects of our activity here in BiH, including pre-election education sessions with voters, candidate forums, citizen activists initiatives, coverage of municipal council and assembly sessions, preparation of Citizens Guides, working with students, and other important elements of civil society development. The success of this project is directly attributed to the intelligent, highly motivated local staff here in BiH who, during this activity, logged over one million miles over the mountains and up and down the valleys of this country to become among the most effective civil society enterpreneurs anywhere in the world.

Web posted at: 2:56 p.m. EDT (1856 GMT) In this story: SARAJEVO, Bosnia-Herzegovina (CNN) Leaving behind speculation about a new romance, Princess Diana on Friday took her crusade against land mines to Bosnia Up to 70 people a month in Bosnia are injured by land mines left over from the 3 1/2-year war that split the country. Efforts to remove the explosives are dragging. The princess, trying to forge a role as a roving humanitarian ambassador, arrived in Sarajevo on Friday and, during a three-day Bosnia visit, planned to visit victims of mines and meet rehabilitation specialists. In the afternoon, she traveled in a vehicle of a Norwegian humanitarian organization to the northern Muslim town of Tuzla. There, the princess spoke for 45 minutes with Franjo Kresic, a former soldier who lost both legs above the knees in a land mine blast during Bosnia's 1992-95 war. The meeting was closed to the press. Kresic, who is 47 and married with two daughters, is completely blind in one eye and mostly blind in the other. He is regarded as a hero in Tuzla for his efforts to rebuild his life. With the help of municipal officials, he has been given a ground-floor apartment and opened a small business.
