Boaters on Lake Lanier should be knowledgeable of all state and federal boating regulations before operating a vessel on the lake. The following are some important regulations for ensuring public safety. Please remember that all boating regulations apply to personal watercraft (PWCs) which are classified as boats and are not toys.
  • All vessels are prohibited from going faster than idle speed within 100 feet of any vessel which is moored, anchored, or adrift outside normal traffic channels, or within 100 feet of any wharf, dock ,pier, piling, bridge, person in the water, park, beach, swimming area, marina, restaurant, shoreline adjacent to a residence, or other public use area.
  • It is prohibited to operate a vessel faster than idle speed within 100 feet of another vessel unless it is overtaking or meeting the other vessel in compliance with the rules of the road for boat operation.
  • It is prohibited for a vessel to follow closely behind another vessel, repeatedly jump the wake of another vessel, or to change or reverse course in order to ride or jump the wake of another vessel.

New Boating Safety Regulations Expected to Save Lives
New regulations are being introduced this year to reduce boating fatalities in Canada from their present level of 200 annually. Currently in Canada, anyone of any age can operate any boat of any size without any formal training or experiences. In fact, two-thirds of those operating powered boats in Canada lack any formal training in boating safety or operation. With more and more boaters taking to the waterways in new, and increasingly powerful vessels, the status quo could be a recipe for disaster.
Age and Horsepower Restrictions
Effective April 1, 1999, children under the age of 12 will no longer be permitted to operate boats above 10 horsepower for recreational purposes unless accompanied by a person 16 years of age or older. On the same date, youth at least 12 years of age, but under 16 years of age, will no longer be permitted to operate boats above 40 horsepower unless accompanied by an individual 16 years of age or older. Finally, as of April 1, 1999, the new minimum age for operating Personal Water Craft (PWC) will be 16 years of age.
Operator Competency
Beginning on September 15, 1999 youth under 16 years of age (as of April 1, 1999) operating powered craft used for recreational purposes will be required to have proof of operator competency. This requirement will be extended to all operators of power boats less than four metres in length, as well as all PWCs. By September 15, 2009, proof of operator competency will be required for all power boat operators.

KNOWLEDGE, EQUIPMENT AND ATTITUDE OTTAWA
The Honourable Herb Dhaliwal, Minister of Fisheries and Oceans, today announced the launch of National Safe Boating Week and called upon Canadians to adopt a safe boating mindset this summer. "An estimated eight million Canadian boaters will take to our lakes, rivers and oceans this summer," said Minister Dhaliwal. "Safe Boating Week serves as a reminder that boating safety requires the right combination of knowledge, proper equipment and responsible attitudes." National Safe Boating Week runs from May 19 th to the 25 th . Today’s launch precedes the summer’s first long weekend as well as the traditional opening of cottage and boating season. The Canadian Coast Guard along with its partners in boating safety will be present in venues across the country spreading safety messages. "Our approach to safe boating is one of education," said Minister Dhaliwal. "Now that an operator competency card is required by the Canadian Coast Guard regulations, we encourage boaters of all ages to take a safe boating course. Our goal is to continue to reduce the number of boating fatalities and injuries that occur each year." To reach this goal, the Canadian Coast Guard changed its boating regulations in 1999. Boaters born after April 1, 1983 must now carry proof of operator competency. Operators of personal watercraft must be at least 16 years of age regardless of supervision. All operators of recreational motor boats under 4 metres including personal watercraft will have to carry proof of operator competency by September 2002.   • Boating accidents must be reported to DNR Police Emergency Number (land or water) When water-skiing, two persons in the boat (an operator and an observer) must be at least 12 years old. No water-skiing between sunset and sunrise. It is unlawful to operate a boat in a reckless or negligent manner, or while under the influence of alcohol or drugs. One Coast Guard approved Personal Flotation Device (PFD) must be carried for each person aboard. A valid registration must be on board and correctly displayed. Water-skiing is not permitted within 100 feet of docks, shore, boats, or other people. Navigation lights must be displayed between sunset and sunrise.

The Washington State Boater's Guide is designed to introduce new boaters to their responsibilities for safe, environmentally sound boating practices and provide updated information to those who have had experience on the water. I encourage you to carefully read the material provided in this guide and to make a commitment to always practice the safety rules when you are on the water. You will also find important environmental tips that, if followed, will help ensure that others will have the same opportunity to enjoy Washington's wonderful aquatic resources. I recommend that you keep a copy of the Boater's Guide on board your vessel to be used as a ready reference. T he Wayne County Sheriff Department will be conducting Boating Safety Courses beginning on Monday June 9th, 2003 and will conclude on August 11, 2003 (August 11 th will be a test night only) The course will be held and the Trenton Activity Center - 2700 Westfield Road. The Trenton Activity Center is located approximately 2 miles East of I-75 and approximately 1/2 block North or West Road. There is ample parking at the center. Once inside the center, students will go to the "Fireplace Room" where the course will be conducted. A map and directions are detailed below. Regulations Cal Boating is responsible for reviewing, updating, and adopting State boating regulations as needed to reflect changes in Federal boating law and to maintain uniformity among Federal and State laws. Local government entities may also adopt certain boating regulations, or ordinances, for waterways in their areas. These ordinances can pertain only to time-of-day restrictions, speed zones, special-use areas, and sanitation and pollution control. Cal Boating works with local agencies in the development of their regulations and recommends model local ordinances to maintain uniformity among boating ordinances. Cal Boating also may work with the Federal government in the development and administration of Federal laws and regulations as they relate to marine safety and navigation. In-the-water construction projects can potentially create safety problems that could endanger the lives of boaters. Cal Boating, therefore, reviews environmental documents such as Environmental Impact Reports for impacts on boating safety. During this biennial period, Cal Boating reviewed more than 290 environmental reports on construction projects on California waterways. Through this process, the Department provides recommendations for safety measures that assist in the reduction of fatalities and accidents.

Boating Regulations in Canada
The Canadian safe boating regulations require recreational boaters to obtain a pleasure craft operator card which demonstrates that they have the basic knowledge to operate a motorized pleasure craft safely.
Proof of competency required
The safe boating regulations require operators of motor boats to carry proof of competency if
  • They are born after April 1, 1983. They operate a boat under 4 metres. They operate a PWC (Jet ski or Seadoo).
By September 15, 2009, all boaters will be required to carry the boat license regardless of the size of their boat. The safe boating regulations do not have a grandfather clause.
Proof of competency can take 1 of 3 forms:
  • proof of having successfully completed a boating safety course in Canada prior to April 1, 1999; a pleasure craft operator card issued following the successful completion of a Canadian Coast Guard accredited test; a completed rental-boat safety checklist (for power-driven rental boats).
  • The operator card is good-for-life. Boaters can obtain their card after receiving a mark of at least 75% on a Canadian Coast Guard accredited test. Boaters have the option of taking this test without first completing a course.

    New Jersey State Motor Vehicle Boating Regulations Boats that are more than 12 feet long must be titled.
    To accomplish this,
    • Visit any motor vehicle agency
    • Provide the HIN (hull identification number); proof of ownership, such as a certificate of origin (if new) or the former title signed by the previous owner (if used), or a sworn affidavit to attest to the boat's ownership; structural information (year, make, type, length, material, power source, use); and owner information (date of birth, driver license and social security number) or a business number (corpcode). Homemade boats or boats without a HIN will be assigned a number by Motor Vehicles Services after inspection by the Marine Law Enforcement Bureau.
    • Pay $20 for a clear title; $40 if there is one lien. Corrected titles cost $20; duplicate titles cost $25.
        Exemptions are ship's lifeboats, canoes or kayaks, inflatables, surfboards, rowing sculls, racing shells, tenders/dingies used only for transportation between vessel and shore and for no other purpose, and outboard motors.
    • Titled boats and motor-powered boats (any length) must be registered annually.
